Mr. Maqsood Ahmed Malik, Senior Secretary


Born on June 30, 1952, Mr. Maqsood Ahmed Malik possesses qualifications of M.A. (History), B.Ed., LL.B, DLL and DTL. He joined Assembly Secretariat on November 1, 1976. To his credit, he has a service of over 32 years in the Assembly Secretariat; and during this period, he has held the posts of Translator (01-11-1976 to 03-10-1984), Senior Translator (04-10-1984 to 14-01-1995), Head Translator (15-01-1995 to 31-01-1997), Assistant Secretary (PAC) (16-05-2001 to 10-08-2001), Deputy Secretary (Legislation) (9-10-2002 to 20-10-2005), Additional Secretary (Legislation) (21-10-2005 to 07-03-2008), Special Secretary (08-03-2008 to 04-05-2008), Secretary (05-05-2008 to 28-02-2009). Now he is serving as Senior Secretary since June 06, 2009. He attended (1) First India and Asia Regions CPA Conference from 17 to 22 November 2004 held in Hyderabad, India; (2) Second India and Asia Regions CPA Conference from 16 to 20 December 2005, New Delhi, India; (3) 52nd Commonwealth Parliamentary Conference  from 1 to 10 September, 2006 held in Abuja, Nigeria;  (4) Third India Asia Region CPA Conference from 26 to 28 March 2007 held in Islamabad, Pakistan; (5) 54th Commonwealth Parliamentary Conference from 1 to 10 August 2008 held in Kuala Lumpur, Malaysia and World E-Parliament Conference from 25 to 26 November 2008 held in Brussels, Belgium; 55th Commonwealth Parliamentary Conference, held in 2009 in Arusha, Tanzania, World Library and Information Congress: 75th IFLA General Conference and Assembly held in August 2009 at Milan, Italy; Regional Workshop on Benchmark for Democratic Parliaments for the Asia, India and South-East Regions held in January 2010 at Dhaka, Bangladesh and visited Islamic Republic of Iran from May 02, 2010 to May 06, 2010.

Mr. MUHAMMAD KHAN BHATTI, Secretary


Born on April 12, 1968, Mr. Muhammad Khan Bhatti has been serving as Secretary, Provincial Assembly of the Punjab since 2008. He completed his education from University of the Punjab and joined Government service in Civil Secretariat in 1988. He joined Assembly Secretariat in 1996. In Assembly secretariat, he has held different posts including Estate Officer, Deputy Secretary, Additional Secretary & Special Secretary. He also served as Additional Secretary & Special Secretary in the Chief Minister Punjab Secretariat on deputation. He was promoted to the post of Secretary, Provincial Assembly of the Punjab on 8th March, 2008. He has vast experience of his job. He visited China and UAE.

Dr. MALIK AFTAB MAQBOOL JOIYA, Special Secretary-I

 

Born on August 20, 1960, possesses qualification in M.A. (Economics), M.A. (Political Science), M.A. (Administrative Science), L.L.B., D.L.L. and Ph.D. in Economics.

 

Qualified CSS in 1990 and PCS in 1989 Competitive Examination conducted by FPSC and PPSC respectively

 

Job Experience: 

 

-Joined Government Service on 10-05-1988 as Assistant Director/Project Manager (BS-17) in the Department of Local Government and Rural Development, Punjab.

Worked as Staff Officer to Minister LG& RD (BS-17) (from 27-05-1989 to 14-10-1992).

-PS to Minister LG&RD (BS-17) in S&GAD Department (from 15-10-1992 to 31-08-1993).

-Assistant Director in LG&RD (BS-17) in Planning & Community Development Wing (from 01-09-1993 to 14-03-1997).

-In 1997 services were taken to Provincial Assembly of the Punjab and worked as Staff Officer to Mr. Speaker (BS-18)  (from 15-03-1997 to 01-06-1998).

-Worked as Deputy Director (Research), Provincial Assembly of the Punjab (from 02-06-1998 to 16-08-1999).

-On 15-03-2001 assumed the office of Deputy Secretary (Admn) (BS-18) in addition to the duties and functions of Deputy Director (Research). 

-Promoted as Additional Secretary (BS-19) w.e.f. 25-08-2004 and worked as Additional Secretary (Admn), Additional Secretary (Legislation) and Additional Secretary (PACs).

-Promoted as Special Secretary (BS-20) w.e.f. 16-09-2007.

-Also performed the official duties as Acting Secretary on many occasions.

-Posted and worked as Secretary from 12-03-2008 to 5-5-2008.

-He has been working as Special Secretary since 5-5-2008.

 

Distinctions and Awards Received:

 

(I) In 1986 stood first in order of merit in the Punjab Province in selection for appointment as Assistant Superintendent Jails conducted by Prison Department, Government of the Punjab.

(II) In 1988 stood second in order of merit in the Punjab Province for appointment to the post of Assistant Director/Project Manager in the competitive examination conducted by Punjab Public Service Commission.

(III) Worked on various research projects and letters of appreciations and acknowledgments received by World Bank and UNICEF, Punjab.

(IV) During service in the Department of Local Government and Rural Development, Punjab following awards and distinctions were received:-

(a) Cash award of Rs.10,000/- awarded by Mohterma Shaheed Benazir Bhutto, Prime Minister of Pakistan in connection with excellent performance during National Horse & Cattle Show, 1995.

            (b) A shield was awarded by Syed Yousuf Raza Gillani, Speaker, National Assembly of Pakistan for excellent performance during National Horse & Cattle Show, 1996.

            c) A shield was awarded by Mian Manzoor Ahmad Wattoo, Chief Minister, Punjab for excellent performance during National Horse & Cattle Show.

(V) On 23 March 2007 Tehreek-e-Pakistan Istehqam-e-Pakistan Council awarded Quaid-e-Azam Gold Medal in ceremony held at Lahore Museum on the eve of Pakistan Day in recognition of excellent performance of official duties.

(VI) Stood first class first in order of merit in the examination of Administrative Sciences conducted by Public Administrative Department of the Punjab University, Lahore. Shield and Merit Certificate was awarded by the University. 

 

Research & Literary Activities

-Conducted Research for fulfillment of requirement of Master’s and Doctoral Thesis under the following headings:- 

(a) Socio Economic Conditions of Punjabi Village in Multan District;

(b) Rural Development in South Asia with reference to,

(c)  Also wrote many research articles, Report analysis and Book Reviews published in Urdu, English and Punjabi Dailies and Magazines.

Mr. INAYAT ULLAH LAK, Director General (Parliamentary Affairs & Research)

 

Born on 1.1.1963 at Sargodha; obtained Master’ degrees in the disciplines of Library Science, History and Political Science in 1986, 1988 and 1998 respectively from Punjab University ; also obtained LL.B Degree in 1992 from University Law College . He served as Assistant Librarian, Quaid-e-Azam Library, Lahore (1984-87); joined Provincial Assembly of the Punjab Secretariat as Librarian (BS-17) (9.9.1987 to 14.10.1997); Librarian (BS-18) (15.10.1997 to 4.5.2004) against upgraded post; promoted as Director (Research and Publications) (BS-19) (5.5.2004 to 15.9.2007). He has been promoted as Director General (Parliamentary Affairs & Research) (BS-20) w.e.f 16-9-2007. He attended workshops and seminars at national and international levels and delivered lectures in some of them. He visited USA, U.K, Spain, Canada, India, Thailand, Philippine, New Zealand, Australia, Norway, Trucks & Caicus Islands, Dubai and Saudi Arabia.

Functions & Duties of Secretary

 

Administrative Functions 

 

As an administrative Head, he is responsible for efficient and constructive administration of the affairs of the Assembly. He has multifarious duties of administrative nature. In particular - 

-he is the appointing authority in respect of posts from BS-1 to BS-16;

-acts as the 'Authority' and 'Appellate Authority' for specified categories of staff;

-he distributes work amongst various sections;

-he supervises the functioning of the Assembly Secretariat, and makes arrangements for smooth and prompt disposal of the legislative and other business of the Assembly and its Secretariat.

-supervises and leads the research oriented projects;

-makes arrangements for various publications;

-advises the Speaker on administrative matters. 

 

Legislative Functions

 

-advises the Speaker and the Assembly on all legal issues, including admissibility or otherwise of Bills, Resolutions, Questions, Adjournment Motions, Privilege Motions and other Motions;

-Supervises and manages the business of the Assembly;

-sits at the Table of the House to facilitate the Speaker in the disposal of Assembly business, and to advise him on legal and other issues arising during the course of a sitting of the Assembly;

-acts as Secretary to all the committees of the assembly; 

 

Financial Functions

 

-as Principal Accounts Officer, he manages and controls the Budget and expenditure of the Assembly and its Secretariat;

-acts as controlling officer for purposes of TA/DA to Members of the Assembly and staff of the Assembly Secretariat;

-acts as Chairman of the Special Departmental Accounts Committee.
