GOVERNMENT BUSINESS

 

     VOTE OF CONFIDENCE IN SIRDAR DOST MUHAMMAD KHAN KHOSA, CHIEF MINISTER, PUNJAB UNDER ARTICLE 130(3) OF THE CONSTITUTION

 

MALIK NADEEM KAMRAN:

to move that this House repose confidence in Sirdar Dost Muhammad Khan Khosa as Chief Minister, Punjab as required under clause (3) of Article 130 of the Constitution of the Islamic Republic of Pakistan 1973.

Summary of Proceedings

SUMMARY OF PROCEEDINGS

                    FRIDAY, 18 APRIL, 2008

Rana Muhammad Iqbal Khan, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

PANEL OF CHAIRMEN:-

Secretary Assembly announced the panel of Chairmen under Rule 13 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, in the following order:-

1)    Raja Tariq Kiani (PP-3)

2)    Makhdoom Syed Ahmad Mehmood (PP-292)

3)    Mehr Ishtiaq Ahmad (PP-150)

4)    Mrs. Nasim Lodhi (W-347)

The Opposition members attempted to raise point of orders on the issue of price hike, law and order and shortage of Atta. On refusal of permission by the Speaker on the pretext that point of order was not valid, the honourable members from Opposition walked out and boycotted the proceedings of the House in protest. 

GOVERNMENT BUSINESS:

BACKGROUND:

The 3rd session of the Assembly was summoned by the Governor for obtaining vote of confidence from the Assembly by the Chief Minister ad envisaged in Article 130(3) of the Constitution of Islamic Republic of Pakistan. 

VOTE OF CONFIDENCE

The Secretary Assembly explained the procedure for vote of confidence in Chief Minister as laid down in the Rules of Procedure i.e. by the method of division. Mr. Speaker ordered the ringing of quorum bells for five minutes and locking of all the entries to the chamber and the lobbies.

 

Mr. Saeed Akbar Khan raised a point of order that as the visitor’s gallery was a part of house, how the members present there could cast their votes if the entries to the Chamber were locked. Mr Speaker observed it was all because of technical reasons.

Malik Nadeem Kamran (PP-221) moved that this House repose confidence in Sirdar Dost Muhamamd Khan Khosa as required under clause (3) of Article 130 of the Constitution of the Islamic Republic of Pakistan 1973.

Mr. Speaker put the resolution to the vote of the Assembly and ordered that those in favour of the resolution may pass in a single file to the Eastern Lobby to his right by recording their votes to the Tellers posted at the door of the Lobby.

After the conclusion of the division, the Secretary Assembly compiled the result of the division and handed it over to Mr Speaker for announcement.

Mr Speaker announced that 264 members had voted in favour of the resolution therefore, Sirdar Dost Muhammad Khan Khosa, Chief Minister commanded the confidence of the majority of the membership of the Assembly.

Mr Speaker congratulated the Chief Minister and hoped that he would work for the welfare of the people of the province and pay special attention to the ongoing Atta shortage and the deteriorating law and order situation.

After having vote of confidence, Sirdar Dost Muhammad Khan Khosa, Chief Minister Punjab, assured the House that his Government would formulate policies aimed at the welfare of the people. He urged the opposition to co-operate with the treasury and “start a new era of brotherly politics” so that positive measures could be taken to benefit the people of the province. 

 

Parliamentary leaders of the allied parties in the House including Raja Riaz Ahmad, PPP’s Parliamentary Leader/Senior Minister, Makhdoom Syed Ahmad Mehmood, Parliamentary Leader/PML (Functional) and other MPAs congratulated Sirdar Dost Muhamamd Khan Khosa, Chief Minister and hoped for his excellent delivering.

 

On completion of proceedings of the sitting, the session was prorogued as per order of the Governor dated 15th April, 2008.
