1. RESOLUTION REGARDING CONDOLENCE ON THE DEATH OF RANA TARIQ MAHMOOD, MPA (PP-121 –
ایک وزیر یہ تحریک پیش کریں گے کہ یہ معزز ایوان رانا طارق محمود، ممبر صوبائی اسمبلی پنجاب (پی پی 121-) کی ناگہانی موت پر ان کے لواحقین سے دلی تعزیت کا اظہار کرتا ہے اور ان کی روح کے ایصال ثواب کیلئے دعا کرتے ہیں کہ اللہ تعالیٰ ان کو جنت الفردوس میں جگہ عطا فرمائے اور ان کے پسماندگان کو صبر جمیل عطا فرمائے۔(آمین)
2. RESOLUTION FOR REINSTATEMENT OF MEMBERSHIP IN THE COMMONWEALTH PARLIAMENTARY ASSOCIATION
A MINISTER to move that the Provincial Assembly of the Punjab apply for reinstatement of its membership in the Commonwealth Parliamentary Association such membership to be effective immediately on approval of the application by the Executive Committee of the Commonwealth Parliamentary Association;
That this Honourable House agrees to abide by the provisions of the Constitution of the Commonwealth Parliamentary Association;
That the required membership fee be paid to the CPA; and
That the resolution be communicated to the Secretariat of the Commonwealth Parliamentary Association immediately following passage.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with the recitation from the Holy Qur’an followed by its Urdu translation by Qari Syed Sadaqat Ali.
PANEL OF CHAIRMEN:−
The Secretary Assembly announced the Panel of Chairmen for the instant session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the
(1) Raja Tariq Kaini, MPA (PP-3); (2) Makhdoom Syed Ahmad Mehmood, MPA (PP-292), (3) Mehr Ishtiaq Ahmad, MPA (PP-150); and (4) Dr Faiza Asghar, MPA (W-351).
OATH:−
Mian Muhammad Shahbaz Sharif, member-elect from PP-48 (Bhakkar) made oath and signed the roll of members. The Speaker administered the oath.
POINT OF ORDER:−
Mr Muhammad Mohsin Khan Leghari, MPA, on a Point of Order, urged that necessary notification regarding Leader of the Opposition be issued by the Speaker. Responding to the Point of Order, the Speaker advised him to see the rule 2(1)(n) of the Rules of Procedure of the Provincial Assembly of the
Another MPA, Dr Samia Amjad, raised a Point of Order that an un-elected person Rana Sana Ullah Khan was sitting in the House whereas he was not qualified to do so until he was elected as a Member of the Assembly. The Speaker, in response to the Point of Order, drew the attention of the House to a constitutional provision and said that under Article 130(7) of the Constitution of Islamic Republic of Pakistan 1973, Rana Sana Ullah Khan had been appointed as Provincial Minister and held the portfolio of Minister for Law and Parliamentary Affairs with additional charge of Local Government & Community Development and Home Department. He, by virtue of his office, was competent to sit in the House and to participate in the proceedings as the Rules of Procedure of the Provincial Assembly of the
QUESTIONS HOUR:−
Questions relating to Local Government & Community Development and Home Departments were asked and answered by the Incharge Minister (Rana Sana Ullah Khan). Reply of most of the questions had not been received from the Department, hence could not be included in the question list circulated in the House. The concerned Members raised objections on it. The Incharge Minister for Local Government and Home Department explained that the Department could not deliver the answers to the questions to the Assembly Secretariat well in time. He, however, had answers to the questions with him, but it would be appropriate if these questions may be pended by the Honourable Speaker till next Session so that all the members could see the printed reply and be able to raise the supplementary questions if needed. The un-answered questions were pended accordingly.
PRIVILEGE MOTIONS:−
The notices of Privilege Motions given by Mrs Fozia Behram, Mr Saeed Akbar Khan and Hafiz Muhammad Qamar Hayat Kathiya were taken up and Mr Speaker decided to keep them pending till next session as the reply to these notices were not available with the Law Minister. The notice of Privilege Motion given by Syed Muhammad Rafi-ud-Din Bukhari was also kept pending on the request of the mover till next session.
ADJOURNMENT MOTIONS:−
Three Adjournment Motions were taken up. The Adjournment Motion NO.4/08 moved by Munawwar Hussain alias Rana Munawwar Ghous Khan MPA regarding the water issue was moved, replied by Raja Riaz Ahmad, Senior Minister for Irrigation and on satisfaction of the mover, the adjournment motion was disposed of. The second Adjournment Motion No.5/08 by the same mover regarding Communication and Works Department was kept pending till next Session. The third Adjournment Motion No.7/08 moved by Sheikh Ala-ud-Din regarding Health Department was disposed of after the explanation of the Minister for Law and Parliamentary Affairs Department.
GOVERNMENT BUSINESS:−
Two resolutions were moved by Rana Sana Ullah Khan, Minister for Law and Parliamentary Affairs, and were passed by the Assembly. Through the first resolution, the House expressed its condolence over the sad demise of a sitting member of the Assembly, Rana Tariq Mahmood, MPA (PP-121-Sialkot).

Four Ordinances were laid before the House by Rana Sana Ullah Khan, Minister for Law and Parliamentary Affairs. Since the Standing Committees had not yet been constituted, therefore, these Ordinances were referred to a Special Committee, constituted instantly, for consideration and report till 31 July 2008.
