      VOTE OF CONFIDENCE IN MIAN MUHAMMAD SHAHBAZ SHARIF, CHIEF MINISTER, PUNJAB UNDER ARTICLE 130(3) OF THE CONSTITUTION

 

SIRDAR DOST MUHAMMAD KHAN KHOSA:

to move that this House repose complete confidence in Mian Muhammad Shahbaz Sharif as Chief Minister, Punjab as required under clause (3) of Article 130 of the Constitution of the Islamic Republic of Pakistan 1973.

SUMMARY OF PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Qur’an and its Urdu translation by Qari Ghulam Rasool. Miss Shumaila Rana, MPA (W-307), recited Na’at-e-Rasool-e-Maqbool (PBUH).

BACKGROUND:-

According to Article 130 (3) of the Constitution, a person who is elected through ascertainment as Chief Minister, shall, within a period of sixty days thereof, obtain a vote of confidence from the Provincial Assembly. This special session had been summoned by the Governor for this purpose.

PANEL OF CHAIRMEN:-

The Secretary Assembly announced the Panel of Chairmen for the instant session, as envisaged in Rule 13 of the Rules of the Procedure of the Provincial Assembly of the Punjab 1997, the names of the Panel, in order of precedence, are as under: -

1) Raja Tariq Kiani, MPA (PP-3); 2) Makhdoom Syed Ahmad Mehmood, MPA (PP-292); 3) Mehr Ishtiaq Ahmad, MPA (PP-150), and 4) Dr Faiza Asghar, MPA (W-351).

POINT OF ORDER:-

Senior Minister, Raja Riaz Ahmed, on a Point of Order, requested the Speaker to allot special seats for the Parliamentary Leaders of different political parties. He also drew the attention of the House over the shortage of water in the Cholistan area. A few other members also tried to raise their points of order, but the Speaker informed the House that the session had not been summoned to discuss such problems, but only aimed at the vote for confidence in the Chief Minister under Article 130(3) of the Constitution of Islamic Republic of Pakistan, 1973 and no other business could be transacted in this session as per Rule 22(6) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

 

GOVERNMENT BUSINESS:

VOTE OF CONFIDENCE IN MIAN MUHAMMAD SHAHBAZ SHARIF, CHIEF MINISTER, PUNJAB

Upon the direction of Mr Speaker, the Secretary Assembly explained the procedure for vote of confidence in Chief Minister as laid down in the Rules of Procedure.

Sirdar Dost Muhammad Khan Khosa (PP-244) moved the resolution for vote of confidence, stating that this House reposed complete confidence in Mian Muhammad Shahbaz Sharif as Chief Minister, Punjab. Mr Speaker put the resolution to the vote of the Assembly which was held by division method.

After the conclusion of the division, the Secretary Assembly compiled the result of the division and handed it over to Mr Speaker for announcement.

Mr Speaker announced that 266 members had voted in favour of the resolution, therefore, Mian Muhammad Shehbaz Sharif, Chief Minister commanded the confidence of the majority of the membership of the Assembly. Mr Speaker congratulated the Chief Minister on having obtained the vote of confidence.

Mian Muhammad Shehbaz Sharif, Chief Minister Punjab, assured the House that his government would give priority to women’s rights, adding that national development required the active participation of women. He said the coalition partners as well as the opposition parties agreed on the point that women’s status needed to be lifted in the province. He also announced that he would introduce a healthy educational system and that no child in the province would be left out of school by 2010. He said, “We will form a committee to address the issues of contractual teachers and the committee will take decisions in favour of the teachers and the people of the province.”

The Parliamentary leaders of the coalition parties in the House, Raja Riaz Ahmad, PPPP’s Parliamentary Leader/Senior Minister, Makhdoom Syed Ahmad Mehmood, Parliamentary Leader/PML (Functional) and other Honorable MPAs congratulated Mian Muhammad Shehbaz Sharif, Chief Minister.

On completion of the business of the day, the session was prorogued.
