Acting Speaker, Rana Mashhood Ahmad Khan assumed the Chair and proceedings commenced with the recitation from the Holy Qur’an and its Urdu translation by Qari Ghulam Rasool, followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) recited by Mr Maqbool Ahmed (Assembly employee).
The Acting Speaker announced that there would be two sittings on the day and the second sitting would start at 4.00 pm after the break for prayer and lunCh
Point of Order
Ms Bushra Nawaz Gardezi, MPA raised a point of order that the Election Commission of Pakistan had issued a notification declaring Mr Muhammad Shahbaz Sharif elected as returned candidate from PP-10 (Rawalpindi). Since he had been elected from PP-48, therefore, under Article 223 of the Constitution of the Islamic Republic of Pakistan 1973, his first seat i.e., PP-48 (Bhakkar) had fallen vacant and now he should take oath afresh. She requested the Chair to give ruling on her point of order. The Acting Speaker reserved his ruling on the point of order.
Privilege Motions
A total of three Privilege Motions were taken up. The Privilege Motion by Hafiz Muhammad Qamar Hayat Kathiya regarding misconduct of DFO Jhang was kept pending till next session. The second Privilege Motion by Ch Aamar Sultan Cheema, Dr Samia Amjad, Ch Abdullah Yousaf, Ch Moonis Elahi,Ch Zahir-ud-Din, Mrs Majida Zaidi, Mrs Amina Jehangir was also kept pending till next session.
The third Privilege Motion moved by Major (Retd) Abdul Rehman Rana was referred to the Special Committee.

General Discussion on Annual Budget for the Year 2008-09
The General Discussion on Annual Budget for the year 2008-09 presented on June 16, 2008 resumed on the fourth and the last day fixed for the general discussion.
