SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker Provincial Assembly of the Punjab, assumed the Chair and proceedings commenced with recitation from the Holy Qur’an and its Urdu translation by Qari Noor Muhammad, followed by Na’at-e-Rasool-e-Maqbool (PBUH) presented by Muhammad Maqbool Fani.

Panel of Chairmen:-

Under Rule 13(1) of Rules of Procedure of Provincial Assembly of the Punjab 1997, the acting Secretary Assembly announced the panel of Chairmen in the following order: Mian Yawar Zaman (PP-191), Sardar Muhammad Aman-ullah Khan Dareshak (PP-249), Ms Shazia Ashfaq Mattu (PP-95), Mr. Muhammad Yar Hiraj. (PP-215).

OATH: −

The members-elect Maj(R) Zulfiqar Ali Gondal (PP-118), Sardar Wajid Hussain Dogar (PP-229) and Rana Muhammad Iqbal (PP-121) made oath as members of the Punjab Assembly and signed the roll of members. The Speaker administered the oath.

Condolence:-

The house offerd fateha for uncle of MPA Shahid Mahmood Khan and mother of MPA Tariq Mehmood Sahi.

QUESTIONS HOUR:−

Questions relating to Health department were asked and answers were given by Malik Nadeem Kamran, Minister for Food as well as Health.

PRIVILEGE MOTIONS:-

Six Privilege Motions were taken up. One moved by Mrs.Samina Naveed regarding misconduct of AEO Education Bahawalnagar was pended as the mover was not present. Privilege Motion moved by Mr.Irshad Ahmad Khan Sial regarding misbehavior of WAPDA employee Akhtar Gull, Muzafrabad, was also pended as the mover was absent. Privilege Motion moved by Ch. Abdullah Yousaf regarding annual report of Medical and Health Institutions was answered by Minister for Law and was pended till next session. Privilege Motion moved by Hafiz Muhammad Qamar Hayat Kathiya regarding misconduct of DFO Jhang was answered by Minister for Law and was referred to the Committee.  Privilege Motion moved by Dr Zamurad Yasmin Rana regarding misbehavior of EDO Education Lahore was answered by Minister for Law and was pended till 9-8-08. Privilege Motion moved by Mr. Muhammad Ejaz Shafi regarding improper dress of DCO Rahimyar Khan was answered by Minister for Law and was kept pending.

ADJOURNMENT MOTIONS:-

Seventeen Adjournment Motions were taken up, out of which seven Adjournment Motions moved by MPA Sheikh Ala-ud-Din were pended as the mover was not present. MPA Tahir Ahmed Sindhu’s adjournment motion was also disposed of as he was absent. MPA Azma Zahid Bukhari’s adjournment motion regarding fake housing societies in Lahore and its suburbs was kept pending till next session. MPA Zobia Rubab Malik moved seven adjournment motions. One adjournment motion regarding newspaper report of about a five year old girl kidnapped for Rs. 3 million was answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs, and was disposed of. Adjournment Motion regarding a newspaper report about polluted drinking water at Government Chuburgi Quarters was answered by Malik Nadeem Kamran, Minister for Food, and was disposed of. Adjournment Motion regarding newspaper report about upgradation of government officials retired during the period from 1st July to 31 August 2007, was answered by the Minister for Law and Parliamentary Affairs and was disposed of. Adjournment Motion regarding newspaper report about arresting the accused of killing a young citizen, was answered by Minister for Law and was pended till Friday. Adjournment Motion regarding a newspaper report about incompletion of road at Omersikha ladoka District Okara Tehsil Depalpur, was answered by Minister for Food and was disposed of. Adjournment Motion regarding a newspaper report about killing of a contractor by dacoits, was answered by Minister for Law and disposed of. Adjournment Motion regarding a newspaper report about the Punjab Government employees Housing Foundation was answered by Minister for Law and was disposed of. Adjournment Motion moved by Mr. Sardar Khalid Saleem Bhatti regarding broken road from Lahore to Narowal was answered by Minister for Food and was disposed of.

GOVERNMENT BUSINESS:-

1. THE PUNJAB EXAMINATION COMMISSION ORDINANCE, 2008 (VIII of 2008) was laid by Rana Sanaullah Khan Minister For Law and Parliamentary Affairs and referred to the Special Committee for report by 1st  October, 2008.
2. THE ALI INSTITUTE OF EDUCATION LAHORE ORDINANCE, 2008 (IX of 2008) was laid by Minister For Law and Parliamentary Affairs and referred to the Special Committee for report by 1st  October, 2008.
3. THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) ORDINANCE 2008 (X of 2008) was laid by Minister For Law and Parliamentary Affairs and referred to the Special Committee for report by 1st October, 2008.

The House was then adjourned till 10.00 a.m Thursday, 7 August, 2008.
