 Rana Muhammad Iqbal Khan, Speaker Provincial Assembly of the Punjab, assumed the Chair and proceedings commenced with recitation of verses from the Holy Qur’an followed by its Urdu translation by Qari Noor Muhammad. Assembly employee  Khadim Hussain Faridi  presented Naat-e- Rasool Maqbool (PBUH).

 Condolence:-

The house offered fateha on the death of elder brother of MPA Mrs.Nasim Nasir Khawaja.

 Questions Hour: −

Questions relating to Irrigation & Power and Auqaf Departments were asked and Senior Minister Raja Riaz Ahmed, Minister for Irrigation & Power and Haji Ihsan ud Din Qureshi, Minister for Auqaf, answered the questions.  

 Call Attention Notice:-

Two Call Attention Notices were taken up. One call attention notice moved by Ch  Aamar Sultan Cheema regarding a newspaper report about death of a criminal Mushtaq in Police custody, while the other call attention notice moved by  Mian Tariq Mehmood regarding killing of three policemen in crossfire over issue of disputed piece of land in Gujrat, was answered by Minister for Law & Parliamentary Affairs, Rana Sanaullah Khan.

 Privilege Motions

Three Privilege Motions were taken up, out of which one moved by Mrs. Samina Naveed regarding misbehavior of AEO Education Bahawalpur was disposed of as the mover was not present. Other Privilege Motion moved by Rai Muhammad Shah Jahan Khan regarding misconduct of SP Layalpur Town Faisalabad was pended till next session. The third Privilege Motion moved by Mr.

Irshad Ahmad Khan Sial regarding misbehavior of SE WAPDA Muzafarghar was disposed of as the mover was not present.

Adjournment Motions

Four Adjournment Motions were taken up. Adjournment Motion moved by Ms Azma Zahid Bukhari regarding a newspaper news about fake housing societies in Lahore was answered by Minister for Law and was disposed of. One adjournment motion moved by Sheikh Ala-ud-Din regarding Hajj Quota for MPAs and increasing Hajj charges was answered by Minister for Law and was pended till Monday, while his second motion regarding escape of employees of Punjab Bank and charging 36% interest rate by other banks in the name of credit card was disposed of. Adjournment Motion moved by Mrs. Zobia Rubab Malik was answered by Minister for Law and was pended till Monday.

Resolution:

Raja Shoukat Aziz Bhatti, moved the following resolution which was passed by the House unanimously.

“اس ایوان کی رائے ہےکہ پاکستان اور پنجاب کے عوام کے حقوق کی پاسبانی کے لئے  وفاقی حکومت سے پُرزور سفارش کی جائے کہ آئین میں 58/2-B جو کہ فرد واحد یعنی صدر پاکستان کو یہ اختیار دیتی ہے کہ وہ جب چاہے اس کا ناجائز استعمال کر کے عوام کی منتخب شدہ وفاقی اسمبلی اور صوبائی اسمبلیوں کو ختم کر دے اور صوبوں میں اپنے اختیار کو استعمال کرتے ہوئے گورنر راج نافذ کر دے اور جب چاہے اس ملک کے عوام کا جمہوری قتل کر دے۔ جس طرح کہ ماضی اس بات کا گواہ ہے۔اس طرح یہ ہر دو شقیں اسلامی جمہوریہ پاکستان کے وجود کی نفی کرتی ہیں بلکہ پاکستان بھر کے عوام کی رائے کو قتل کرنے کے مترادف ہیں ان ناجائز اختیارات کو جلدازجلد ختم کیا جائے اور اس کا اختیار صرف اور صرف قومی اسمبلی اور صوبائی اسمبلیوں کو دیا جائے۔”

Government Business:-

Minister for Law & Parliamentary Affairs, Rana Sanaullah Khan, moved THE NAZARIA-I-PAKISTAN FOUNDATION (REPEAL) Bill 2008 (Bill No.3 of 2008) as recommended by the Special Committee. After clause by clause consideration, the bill was passed.

The House passed amendment to the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 under rule 244-A of the Rules ibid.

The House was then adjourned till 9.00 am Friday, 8 August, 2008.
