Rana Muhammad Iqbal Khan, Speaker Provincial Assembly of the Punjab, assumed the Chair and proceedings commenced with recitation of verses from the Holy Qur’an followed by its Urdu translation by Qari Muhammad Ali Qadri. Assembly employee Ghulam Haider presented Naat-e- Rasool Maqbool (PBUH).

 

QUESTIONS HOUR: −

Questions relating to Housing, Urban Development and Public Health Engineering Department were asked and Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs answered the questions.

 

ADJOURNMENT MOTIONS:-

Four Adjournment Motions were taken up. One Motion moved by Mian Muhammad Rafique regarding stocking fertilizers and selling them at higher prices by dealers was pended till next session. Three motions were moved by Sheikh Ala-ud-Din, motion regarding Hajj Quota for MPAs and increasing Hajj charges was answered by Minister for Law & Parliamentary Affairs and was disposed of. Motion regarding selling of property by Liquidation Board and motion about snatching of cars in Punjab, smuggling them to and installing car tracker system into them, were answered by Rana Sanaullah Khan, Minister for Law and kept pending.

 

GOVERNMENT BUSINESS:-

Debate on Law & Order

 

Law Minister opened debate on law and order. He said that the Police Order 2002 needs to be amended and Thana Culture should be ended. Protection of life and property of the people is the government priority. He argued that the Chief Minister had ordered appointment of hardworking and honest police officials .Talking about judicial reforms, he said the government had increased salaries of the judges by three times in the hope that the judiciary would deliver better results. After that Leader of Opposition Chaudhry Zahir-ud-Din Khan delivered his speech on Law and Order. He said that the government should not use the police to pressurize political opponents. He suggested formation of special committees to settle the disputes before registration of cases because it could check crime rate in rural areas. He also said that the government should not dissolve the Highway Police Patrolling posts system, as it has helped a lot in controlling high way robberies. Other Opposition and Treasury members e.g. Malik Muhammad Waris Kalo, Sheikh Ala-ud-Din, Ch. Aamar Sultan Cheema, Major (Retd) Abdul Rehman Rana, Dr. Samia Amjad, Rana Muhammad Afzal Khan, Mian Muhammad Rafique, Mr.Muhammad Moeen Wattoo, Ch. Mumtaz Ahmed Jajja, Mrs. Amna Ulfat, Mr. Muhammad Saeed Mughal, Mrs. Fouzia Behram, Mr. Najaf Abbas Khan Sial, Mian Muhammad Rafique and Mrs. Sajida Mir made speeches on Law and Order. Winding up speech on law and order, Minister for Law said that tracking system in police cars was being installed, so that their movement can be monitored. He further elaborated that intelligence reports of SHOs and DSPs are being prepared and zero tolerance would be shown against corrupt police personnel.     

The House was then adjourned till 3.30 pm, Friday, 15 August, 2008.
