Rana Muhammad Iqbal Khan, Speaker Provincial Assembly of the Punjab, assumed the Chair and proceedings commenced with recitation of verses from the Holy Qur’an followed by its Urdu translation by Qari Noor Muhammad. Assembly employee Ghulam Haider presented Naat-e-Rasool Maqbool (PBUH).

Questions Hour: −

Questions relating to Zakat & Ushr and Transport Departments were asked and Minister for Law and Parliamentary Affairs Rana Sanaullah Khan, Minister for Excise &Taxation Mian Mujtuba Shuja-ur-Rehman and Minister for Zakat & Ushr Haji Ihsan ud Din Qureshi (acting Charge for Minister for Transport) answered the questions.

Privilege Motions:-

Seven Privilege motions were taken up. Out of which motion moved by Mrs. Nighat Nasir Sheikh regarding misconduct of SHO Race Course Ishfaq Butt, motion moved by Dr. Asad Muazzam regarding misbehavior of Sub-inspector Mansoorabad  were referred to the Special Committee, motion moved by Sardar Khalid Saleem Bhatti regarding misbehavior of Additional Inspector General Fiaz Mir, motion moved by Lt. Col (R) Muhammad Shabbir Awan  regarding misconduct of CPO Rawalpindi, motion moved by Mr. Sardar Shehzad Rasool Khan regarding misconduct of DDO(R) Wajid Shah Tehsil Alipur District Muzzafargarh, motion moved by Mr. Malik Muhammad Javed Iqbal Awan regarding misbehavior of DO Agriculture Munawar Hussain Bhukhari were kept pending till next session, motion moved by Syed Abrar Hussain Shah regarding misbehavior of SHO Thana Mandi Faizabad District Nankana was disposed of as the mover was not present. The motions were answered by Minister for Law Rana Sanaullah Khan.    

Adjournment Motions:-

 The Adjournment motion moved by Malik Muhammad Waris Kalo regarding over viewing of tax system in agriculture sector was granted leave by the House to hold general discussion on it. The Speaker fixed two hours for discussion on Monday if the session would be held on that day.

Minster for law laid the Annual Performance Reports of Medical and Health Institutions in the Punjab for the year 2006.

Minister for law moved the following resolution which was passed by the House.

میں یہ تحریک پیش کرتا ہوں کہ قواعد و انضباط کار صوبائی اسمبلی پنجاب 9971 کے قاعدہ 240 کے تحت اسمبلی چیمبرز کو مورخہ 6ستمبر2008 کو صدارتی الیکشن کے سلسلہ میں بطور پولنگ اسٹیشن استعمال کرنے کی اجازت دی جائے۔

Minister for law moved the following resolution which was passed by the House.

پنجاب اسمبلی کا یہ ایوان انگور اڈہ میں اتحادی فوج کی جانب سے کی جانے والی زمینی کارروائی کی شدیدمذمت کرتا ہے اور نہ صرف اسے ایک سنگین مجرمانہ فعل تصور کرتا ہے بلکہ پاکستان کی خود مختاری اور حاکمیت پر براہ راست حملہ سمجھتا ہے ۔ یہ ایوان اس کارروائی میں شہید ہونے والے بے گناہ افراد کےلواحقین سے مکمل اظہار یکجہتی اور اظہار ہمدردی کرتا ہے۔ یہ ایوان وفاقی حکومت سے سفارش کرتا ہے کہ اس معاملے کو اقوام متحدہ میں اٹھایا جائے اور ان کے ذمہ داران کو تنبیہ کی جائے کہ اگرآئندہ ایسی کارروائی کی گئی تو حکومت پاکستان دہشت گردی کے خلاف جنگ میں تعاون پر نظرثانی پر مجبور ہو گی۔

Ms Arifa Khalid Pervez moved the following resolution which was passed by the House

    اس ایوان کی رائے ہے کہ صوبہ بلوچستان میں  پانچ خواتین کو گولیاں مار کر زخمی حالت میں زندہ درگور کیا گیا۔ یہ عمل نہ صرف اسلام کے منافی ہے بلکہ معاشرے میں موجود جاہلیت کا عکاس ہے۔ اس مجرمانہ، بیہمانہ اور ظالمانہ فعل کی پر زور مذمت کرتے ہوئے صوبائی اسمبلی پنجاب صوبہ پنجاب کی عوام اور بالخصوص خواتین کی طرف سے قرار داد مذمت پیش کرتے ہیں اور اس کے ساتھ ساتھ دعا گو بھی ہے کہ آئندہ اس طرح کا واقعہ نہ ہو۔

Mr. Speaker read out the Procedure of the election of the office of President of Pakistan.

1.                  According to the Rules of Presidential Election 1988; names of voters are arranged alphabetically in English for Presidential election. He said, your name will be called in the same order. You will come to Polling Officer on your turn. You will produce your identity card issued by Provincial Assembly Secretariat for your identification on demand.

2.                  Polling Officer, after registering the name of each voter and his constituency detail on duplicate counter foil of ballot paper, will get sign of a voter. Stamping coded stamp on the back of ballot paper, signed by Presiding Officer and ballot paper will be handed over to the voter.

3.                  Since the method of secret ballot for presidential election is in practice, therefore, voters will go screened off to mark on ballot paper.

4.                  The names of candidates are listed alphabetically in Urdu. In front of each name, blank space is left. The voters are requested to mark cross (x) sign with copying pencil in front of the names of their favourate candidate. Do not mark any sign at all except this sign. To mark on ballot paper, pencil is placed in screened off room. Do not use any other pencil or pen except this pencil.

5.                  After marking sign on ballot paper, fold it and come out behind screen. You may go back to your seat inserting folded ballot paper in ballot box, placed before Presiding Officer.

The House was then prorogued.
