Speaker Provincial Assembly of the Punjab, Rana Muhammad Iqbal Khan assumed the Chair and proceedings commenced with recitation of verses from the Holy Qur’an followed by its Urdu translation by Qari Noor Muhammad. Abid Rauf Qadri presented Naat-e-Rasool-e-Maqbool (PBUH).

Questions Hour: −

Questions relating to Communications & Works Department were asked and Minister for Food, holding additional charge of Communication & Works, Malik Nadeem Kamran answered the questions.

Privilege Motions:-

Four Privilege motions were taken up. The motion moved by Mr. Sardar Shehzad Rasool Khan regarding misconduct of DDO(R) Tehsil Ali Pur District Muzzafargar, Wajid Shah was pended till tomorrow.

Motion moved by Mr. Allah Wasaya alias Chnnu Khan Leghari regarding misbehavior of DCO Muzaffargarh, Malik Tariq Javaid, was disposed of as mover was absent.

Motion moved by Mr. Shah Rukh Malik regarding misbehavior of SP Patrolling Police Bahawalpur, Shaukat Malhi and the motion moved by Rana Muhammad Iqbal Khan regarding misbehavior of TMO, Muhammad Amin Mughal were referred to the Privilege Committee.

The motions were answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.

Adjournment Motions:-

Two Adjournment motions were taken up. Motion moved by Ms. Azma Zahid Bukhari regarding a newspaper report about fake trading companies looting innocent people in the name of lottery was disposed of. Other motion moved by Mr. Shoukat Aziz Bhatti regarding submission of admission forms private science students of matriculation being denied by the Rawalpindi Secondary Board. The motion was pended till tomorrow.

The motions were answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.

GOVERNMENT BUSINESS:-

Extension of the date of laying Reports:

Rana Muhammad Afzal Khan requested the House to extend the date for laying the reports of the Special Committee regarding Privilege Motions No. 4,15,16,23 and 25 up to 31-12-08, to which the House gave approval.

GENERAL DISCUSSION ON AGRICULTURE

Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan inaugurated debate on agriculture because the Agriculture Minister, Mr. Ahmad Ali Aulakh, was accompanying Chief Minister at a press conference. He said that the government was taking effective measures to ensure food security and enhance the profitability of the growers by improving farming techniques and effective marketing. He further said that the Punjab Government had allocated 3000 million rupees for the agriculture sector for the current fiscal year, which would be used to improve performance in various sections including research, marketing, technology, fertilizers and pesticides. He said that Chief Minister has fixed the target to be self-sufficient in food production by the next year and to increase  export of agri products. In the absence of Leader of Opposition Ch. Zahir-ud-Din, Deputy Leader of Opposition Mr. Muhammad Yar Hiraj started debate and expressed that the previous governments treated agriculture sector as source of production. He said that country’s economy is revolving around the agriculture sector which is not only the source of food for the nation, but our cash crop, cotton, made our textile industry the third largest in the world. He expressed his concern that the government is minting money from diesel which is badly affecting the agri industry. He said that subsidizing fertilizers and pesticides and checking their quality is a vital responsibility of the government which remained unfulfilled.  Other Opposition and Treasury members including, Mr. Asif Manzoor Mohal ,Rana Munawar Hussain alias Rana Munawar Ghous Khan, Mian Shafi Muhammad, Rai Muhammad Shah Jahan Khan, Syed Hassan Murtaza, Muhammad Hafeez Akhtar Chaudhry, Rana Babar Hussain, Sardar Khalid Saleem Bhatti, Malik Muhammad Waris Kalu, Mr. Ahmed Khan Balouch, Mian Shafi Muhammad, Mrs. Shagufta Sheikh,  Mr. Muhammad Yar Hiraj, Mrs. Shameela Aslam, Major (R) Abdul Rehman Rana, Mr. Ijaz Ahmed Khan, Mr. Iftikhar Ali Khitran alias Babar Khan, Ms. Zobia Rubab Malik, Mr. Muhammad Ejaz Shafi and Ch. Aamir Sultan Cheema also expressed their views on agriculture sector.

Then, the House was adjourned till 10:00 am, Tuesday, 25th November, 2008.
