SUMMARY OF THE PROCEEDINGS

Speaker Provincial Assembly of the Punjab, Rana Muhammad Iqbal Khan assumed the Chair and proceedings commenced with recitation of verses from the Holy Qur’an followed by its Urdu translation by Qari Ghulam Rasool. Hakeem Marghoob Ahmad Hamdani presented Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen:

Secretary Assembly Maqsood Ahmad Malik announced the names of Members of Panel of Chairmen for the session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997. The Panel, in order of precedence, consists of the following: −

(1) Malik Muhammad Waris Kaloo, MPA (PP-42); (2) Peer Walayat Shah Khagha, MPA (PP-220), (3) Sardar Muhammad Hussain Dogar, MPA (PP-179) and (4) Dr. Samia Amjad, MPA (W-357).

 Oath: −

Sardar Atif Hussain Mazari, member-elect from (Rajanpur) PP-250 made oath and signed the Roll of Members. The Speaker administered the oath and congratulated him on becoming MPA.

Speaker Rana Muhammad Iqbal Khan congratulated the newly-elected chairmen of the Standing Committees and the Parliamentary Secretaries.

Condolence:-

The House offered fateha for slain central leader of the PML (N), Sher Azam Khan, PPP’s Vice President Lahore, Malik Shahid Imtiaz and renowned journalist Romaan Ehsan.

Point of order:-

On a point of order Dr. Asad Muazzam drew government’s attention towards police excesses against his family members during a protest against load-shedding in Faisalabad last month. He alleged that brother and brother-in-law of the SHO Madina Town, and others entered his house and misbehaved with his family members, besides damaging the valuables and tried to set his house on fire. Mr. Speaker constituted a committee to be headed by Minister for Law, Rana Sanaullah Khan, including Minister for Labour Mr. Muhammad Ashraf Khan Sohna , Minster for Food Malik Nadeem Kamran, Sardar Muhammad Hussain Dogar  and Dr. Asad Ashraf. Mr. Speaker directed the committee to submit its report by next Monday.

 Questions Hour: −

Questions relating to Revenue and Colonies (Board of Revenue) Department were asked and Minister for Revenue and Colonies (Board of Revenue), Haji Muhammad Ishaq answered the questions.

Call Attention Notices:-

Two call attention notices were taken up. One call attention notice moved by Leader of the Opposition, Ch. Zahir-ud-Din regarding a series of bomb blasts at Alfalah Theater and Tamaseel Center on 9th of January, 2009 and the other notice moved by Ms. Shamsa Gohar regarding murder of Administrator Sheikh Zaid Hospital, Dr. Abdul Saboor Malik, were disposed of and answered by Minister for Human Rights, Minorities Affairs and Women Development, Mr. Kamran Michael also holding additional charge of Law and Parliamentary Affairs Department.

Privilege Motions:-

Twelve Privilege motions were taken up. The motion moved by Ch. Zahir-ud-Din regarding failure in presenting the annual report of Principles Policy in the House, motion moved by Ms. Anjum Safdar regarding misconduct of SHO Thana Jalalpur Bhattian District Hafizabad, Rana Farzand, motion moved by Dr. Muhammad Ashraf Chohan regarding misbehavior of Traffic Warden, Jawad, motion moved by Malik Ahmad Karim Qaswar Langrial regarding misbehavior of SP Investigation, Muzaffargarh, motion moved by Ms. Azma Zahid Bukhari regarding unsatisfactory answer given by the Local Government Department, motion moved by Mr. Ahmed Khan Balouch regarding misconduct of Sub-Engineer Gazanfar Baig Mahmood, Lodhran and the motion moved by Mr. Shafiq Ahmad Gujjar regarding misconduct of SP Madina Town, Rohail Akbar, were disposed of.

Another motion moved by Ch. Zahir-ud-Din regarding failure in presenting the report of Punjab Public Service Commission for the year 2006-07 by the Governor in the Assembly, was pended till Monday. The motion moved by Mrs. Samina Naveed regarding misbehavior of Principal Nursing School Sir Ganga Ram Hospital Lahore, Ms. Rehmat Elahi Durani, the motion moved by Mr. Tariq Mehmood Bajwa regarding misbehavior of SP Layalpur Town, Faisalabad, Ashgar Yousaf Zai and the motion moved by Ch. Muhammad Asadullah regarding misconduct of DSP Phaliay, Sultan Miran, were referred to the Privilege Committee. The motion moved by Rai Farooq Umer Khan Kharral regarding misbehavior of EDO Health Okara, Dr. Rahmat, was pended till 4th of February. The motions were answered by Mr Kamran Michael Minister for Human Rights, Minorities Affairs, Women Development, and also holding additional charge of the Law and Parliamentary Affairs Department.

Adjournment Motions:-

Three Adjournment motions were taken up. The motion moved by Mrs. Robina Shaheen Wattoo regarding misutilizing of funds issued by the government of the Punjab to each Member of Provincial Assembly and the motion moved by Ms. Fouzia Behram regarding depriving female MPAs of development funds, were disposed of.

The motions were answered by Mr. Kamran Michael Minister for Human Rights, Minorities Affairs, Women Development, also holding additional charge of the Law and Parliamentary Affairs.

The motion moved by Sheikh Ala ud Din regarding formation of a committee for Punjab Institute of Mental Health was pended till 6th of February and was answered by Minister for Food, Malik Nadeem Kamran .  

At this time, the quorum was pointed out and the House was adjourned till 10:00 am, Tuesday, 3rd February, 2009.
