3.     THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) BILL 2009 (Bill No. 9 of 2009)

 

                A MINISTER to introduce the Provincial Motor Vehicles (Amendment) Bill 2009.

 

4.     LAYING OF ANNUAL REPORT OF THE PUNJAB PUBLIC SERVICE COMMISSION FOR THE YEAR 2007

 

                A MINISTER to lay the Annual Report of the Punjab Public Service Commission for the year 2007.

 

5.     GENERAL DISCUSSION ON PRE-BUDGET INVITING PROPOSALS FROM THE MEMBERS FOR THE ANNUAL BUDGET 2009-10

Speaker Provincial Assembly of the Punjab, Rana Muhammad Iqbal Khan assumed the Chair and proceedings commenced with recitation of verses from the Holy Qur’an followed by its Urdu translation by Qari Noor Muhammad. Akthar Qurashi presented Naat-e-Rasool-e-Maqbool (PBUH).

 

Questions Hour: −

Questions relating to The Food Department were asked and Minister for Food, Malik Nadeem Kamran answered the questions.

 

Privilege Motions:-

Two Privilege motions were taken up. The motion moved by Rai Farooq Umer Khan Kharral regarding misbehavior of EDO Health Okara, Dr. Rahmat, and another motion moved by Ms. Sakina Shaheen Khan regarding misbehavior of TOR, Ravi Town, Mr. Musharaf, were pended.

The motions were answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.     

 

Adjournment Motions:-

Three Adjournment Motions were taken up. Two motions were moved by Sheikh Ala ud Din regarding selling of Stamp Papers through banks was pended and other motion about Sheikh Fiaz Hussain resident of Samrial District Sialkot, who is looting innocent people by promising to make their money doubled, was disposed of. The motion moved by Makhdoom Syed Ahmad Mehmood regarding illegal selling of agricultural property situated at Rahimyar Khan by Sayed Akram Ali S/O Sayed Mumtaz Alam resident of Civil Line Staff Colony, Khanewal, was admitted for general discussion on 10-2-09.

The motions were answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.    

 

GOVERNMENT BUSINESS:-

  1. The Bill “THE PUNJAB GENERAL PROVIDENT INVESTMENT FUND BILL 2009 (Bill No. 7 of 2009)” moved by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan, was laid before the House and Bill was referred to Standing Committee on Finance to submit its report by 15 March 2009.
  2. The Bill “THE BANK OF PUNJAB (AMENDMENT) BILL 2009 (Bill No. 8 of 2009)”moved by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan, was laid before the House and Bill was referred to Standing Committee on Finance to submit its report by 15 March 2009.
  3. The Bill “THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) BILL 2009 (Bill No. 9 of 2009)”moved by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan, was laid before the House and Bill was referred to Transport Committee to submit its report within one week.
  4. Minister for Law and Parliamentary Affairs Rana Sanaullah Khan laid the “ANNUAL REPORT OF THE PUNJAB PUBLIC SERVICE COMMISSION FOR THE YEAR 2007” before the House.

 

GENERAL DISCUSSION ON PRE-BUDGET INVITING PROPOSALS FROM THE MEMBERS FOR THE ANNUAL BUDGET 2009-10

For the first time in history of the Provincial Assembly of the Punjab, general discussion on pre-budget took place to seek proposals and comments of the members to formulate the next provincial Budget for the fiscal year 2009-10. The discussion started with the speech of Minister for Finance, Tanvir Ashraf Kaira. He said that the government has spent Rs. 120.24 billion on the Food Support Programme for the poor. He highlighted the significant features of the government fiscal policies, including the Food Support Programme. He said that provincial tax revenue target of Rs. 59 billion was yet to be achieved and monitoring of tax collection mechanism was being improved. He said that the budget would be made under the Medium Term Development Frame Work pattern. On behalf of Leader of Opposition, Ch. Zahir-ud-Din, Mr. Muhammad Yar Hiraj asked the government to improve the financial system at both macro and micro levels to achieve the budgetary targets. Other members from Treasury and Opposition benches named Malik Muhammad Waris Kaloo, Mehar Irshad Ahmad Khan, Syed Hassan Murtaza, Mr. Ijaz Ahmed Khan, Mr. Iftikhar Ali Khitran alias Babar Khan and Mrs. Laila Muqadas expressed their views and demanded the government to improve the basic system of agriculture and industrial production to ensure progress and prosperity. The debate would resume on Friday as the special session for Kashmir and Palestine will be held.

 

Then, the House was adjourned till 11:00am, Thursday, 5th February, 2009.
