SUMMARY OF PROCEEDINGS

 Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Noor Muhammad followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Abid Rauf Qadri.

Panel of Chairmen

The Secretary Assembly announced the Panel of Chairmen for the instant session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997. The names of the Panel, in order of precedence, were as under:

1. Nawabzada Syed Shamas Haider, MPA, PP-27,

2. Khawaja Salman Rafique, MPA, PP-142

3. Shah Jahan Ahmad Bhatti, MPA, PP-172

4. Ms. Zobia Rubab Malik, MPA, W-360

Fateha:

The House offered fateha for the innocent people including army personnel martyred in terror incidents that occurred in different parts of the country.

POINT OF ORDER

Mst. Saghira Islam, on a point of order, lodged protest against discrimination. She claimed that female parliamentarians were not being given development funds. The protest was followed by a joint walk-out of The Assembly proceedings by PPP and PML-Q female parliamentarians. Najaf Abbas Khan Sial of the PML-Q also joined them, alleging that he had also not received development funds.

Press gallery of the Provincial Assembly boycotted Assembly proceedings to protest the manhandling of journalists by security staff at Aiwan-e-Iqbal and registration of a case under Anti Terrorism Act against the wife of senior reporter of GEO news Channel. Journalists ended their boycott after Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan assured them that a committee would be constituted to look into the matter.

Questions Hour: −

Questions relating to HOUSING & URBAN DEVELOPMENT AND PUBLIC HEALTH ENGINEERING DEPARTMENTS were asked and Mr. Zafar Iqbal Nagra, Parliamentary Secretary for Housing & Urban Development answered the questions.

Call Attention Notice:-

Two Call Attention Notices were taken up. One Call Attention Notice moved by Mr.   Muhammad Mohsin Khan Leghari regarding killing of Mr. Abdul Majeed s\o Faiz Muhammad, r\o Chak No. 254 Samundri Road, Police Station People’s Colony, Faisalabad and failure of Police to capture the culprits while the other Call Attention Notice moved by Mr. Ali Haidar Noor Khan Niazi regarding kidnapping for ransom of Mr. Sanaullah r\o District Khushab and the steps taken by the Police in this regard, were answered by Minister for Law & Parliamentary Affairs, Rana Sanaullah Khan.

Privilege Motions:-

Two Privilege Motions were taken up. Privilege Motion moved by Major (R) Abdul Rehman Rana, on June 20^th 2009 in the 13^th session, regarding not allowing legislation by Government of the Punjab about Lahore Faisalabad road as mentioned in the contract was referred to the Privilege Committee.

The motion moved by Sardar Khalid Saleem Bhatti, regarding misconduct of Secretary Revenue Mr. Munawer Ahmad Majoka, was pended for three days.

The motions were answered by Minister for Law and Parliamentary Affairs.   

Resolutions:

Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan moved the   following resolution, which was supported by all the Parliamentary Leaders of the Parties present in the House. The resolution was passed unanimously.

 پنجاب کا یہ نمائندہ ایوان 9۔اکتوبر 2009 کو پشاور کے خیبر بازار ، 5 اکتوبر 2009 کو اسلام آباد میں اقوام متحدہ کے عالمی پروگرام برائے خوراک کی عمارت اور ملک کے دیگر حصوں میں ہونے والی دہشت گردی کی حالیہ وارداتوں  کی پرزور مذمت کرتا ہے اور ان واقعات میں ہونے والی ہلاکتوں پر اپنے گہرے رنج و غم کا اظہار کرتا ہے۔یہ ایوان ہلاک شدگان کے لواحقین کے غم میں برابر کا شریک ہے۔

یہ ایوان 10 اکتوبر 2009 کو جی ۔ایچ ۔کیو  راولپنڈی پر دہشت گردوں کے حملے کی بھی شدید مذمت کرتا ہے اور پاک فوج کے افسروں اور جوانوں کی جرات کو سلام پیش کرتا ہے ۔جنہوں نے نہایت بہادری اور پیشہ ورانہ مہارت سے اس حملے کو نہ صرف ناکام بنایا بلکہ انتہائی مختصر وقت میں درجنوں یرغمالی افراد کی قیمتی جانوں کے ساتھ اس ادارے کی ساکھ کو بھی بچا لیا۔ یہ ایوان  جی۔ ایچ ۔ کیو  پر حملے میں شہید ہونے والے پاک فوج خصوصاً ایس۔ایس۔جی کے افسران  اور اہلکاران کی جرات اور بہادری کو بھی زبردست خراج عقیدت پیش کرتا ہے۔ جنہوں نے اپنی جانوں کا نذرانہ دے کر پاک فوج اور ملک کی عزت و آبرو میں اضافہ کیا۔ یہ ایوان اس امر پر مکمل یقین رکھتا ہے کہ ان شہداء کا خون رائیگاں نہیں جائے گا۔

یہ ایوان اس قرار داد کے ذریعے تمام دہشت گردوں کو یہ پیغام دیتا ہے کہ پوری قوم ان کے challenge کو قبول کرتے ہوئے پاک فوج، پولیس اور سکیورٹی کے دیگر اداروں کے شانہ بشانہ کھڑی ہے اور مملکت خداداد پاکستان کی سلامتی اور استحکام کے منافی ان کے ناپاک ارادوں کو ناکام بنانے کا عزم کرتی ہے۔

When Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan sought the permission of Mr. Speaker to table the resolution, by invoking rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, after suspending normal business condemning, Ex-President Pervaiz Musharraf on his act of October 12^th, 1999, at this stage Ms. Seemal Kamran, MPA pointed out the quorum. After following due procedure, the Speaker adjourned the session till Tuesday, October 13^th, 2009 at 10:00 a.m.
