SUMMARY OF THE PROCEEDINGS

 Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Syed Sadaqat Ali followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Muhammad Afzal Noshahi.

Questions Hour: −

Questions relating to SCHOOLS EDUCATION AND HIGHER EDUCATION DEPARTMENTS were asked and Minister for Excise & Taxation, Mian Mujtaba Shuja-Ur-Rehman holding additional charge of SCHOOLS EDUCATION AND HIGHER EDUCATION DEPARTMENTS, answered the questions.

Privilege Motion:-

One Privilege Motion moved by Mr. Muhammad Mohsin Khan Leghari regarding allegedly false statement made by  Raja Riaz Ahmad, Senior Minister & Minister for Irrigation & Power, on the floor of the House on 25th June 2009 on the issue of water supply to Punjab by IRSA, was taken up, the Ruling on the Motion was reserved by Mr Speaker to be announced on 15th October, 2009.

  Adjournment Motion:-

Two Adjournment Motions were taken up. Motion moved by Sheikh Ala ud Din regarding the illegal arrests of Pakistani students made by the British Police on behalf of the British Government which was the negligence of the Education Department for allowing illegal colleges and universities to set up seminars and stalls. The other motion moved by Ms. Samina Khawar Hayat regarding a news item according to which 15 years old daughter of a blind man was kidnapped, raped and killed by Malik Usman and his two friends R/o of Arifwala and inefficiency and mal practice of Police as well as M.S. of Government Hospital Arifwala. The Motions were answered by Minister for Law and Parliamentary Affairs and were disposed of.

Point of Order

On a point of Order  Raja Riaz Ahmad, Senior Minister informed the House that the Provincial Government has ordered to release the development funds of Rs 8 million to each female MPA on urgent basis. This issue was raised by Mst. Saghira Islam, on a point of order in the session held on 12 October, 2009 and at that time, Raja Riaz Ahmad, Senior Minister had assured the House that he would meet Sirdar Zulfiqar Ali Khan Khosa, Senior Advisor to Chief Minister, in this regard.

On a point of order raised by Ms. Seemal Kamran that there is no provision in the Constitution to use the words ‘khadim-e-aala’ for the Chief Minister (CM). Speaker, Mr Speaker directed to refer the issue to Mian Myhammad Shehbaz Sharif, Chief Minister Punjab.

AMENDMENT TO THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997:

Motion under Rule 244-A to amend The RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997 was moved by Minister for Law and Parliamentary Affairs and it was referred to the Standing Committee on  Law and Parliamentary Affairs for report within two months.
