SUMMARY OF PROCEEDINGS

Rana Mashhood Ahmad Khan, Acting Speaker, assumed the Chair and proceedings of the special sitting of the House on Iqbal’s Day commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Noor Muhammad followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Akhtar Qureshi.

RESOLUTION

The House unanimously passed the following Resolution, jointly moved by Minister for Law & Parliamentary Affairs, Rana Sanaullah Khan, Senior Minister, Raja Riaz Ahmad and Leader of Opposition, Ch. Zahir ud Din;

قرارداد

"صوبائی اسمبلی پنجاب کا یہ ایوان آج شاعر مشرق، مفکر پاکستان اور نظریہ پاکستان کے خالق علامہ ڈاکٹر محمد اقبال کے 132ویں یوم ولادت کی مناسبت سے علامہ صاحب کو زبردست خراج عقیدت پیش کرتا ہے۔ علامہ اقبال کی شاعری، تصوف، روحانیت، ریاست کی ترقی و خوشحالی، قوم کی اصلاح، تعلیم و تحقیق کے میدان میں مہارت حاصل کرنے، جنگ و امن میں قومی ذمہ داریوں کو نبھانے سمیت ہر محاذ پر ہمارے لئے راہنمائی اور جستجو کی تڑپ پیدا کرتی ہے۔ اُن کی شاعری میں وطن پرستی کے جذبات اور انسانی زندگی کے حقیقی مسائل کا ابدی اور بہترین حل موجود ہے۔ یہ ایوان مسلمانان ہند کو الگ مملکت کے حصول کی خوشخبری دینے والی اس عظیم ہستی کے یوم ولادت پر اس عہد کا اعادہ کرتا ہے کہ اس مملکت خداداد پاکستان کو علامہ اقبال اور قائداعظم کی خواہشات کے مطابق ایک عظیم مملکت بنایا جائے گا اور اقوام عالم میں اس کا مقام دلوانے کیلئے ہر ممکن جدوجہد کی جائے گی۔"

PRIVILEGE MOTIONS

Three Privilege Motions were taken up.

Privilege Motion moved by Dr. Samia Amjad regarding non compliance of provisions of Section 5 and 11 of The Punjab Bait-ul-Mal Act 1991 by the Government, which made mandatory for Government for laying the Annual Report before the House and Government has violated the said provisions by not laying the Annual Report of 2008 before the House, was pended till next session.

Privilege Motion moved by Mrs. Seemal Kamran regarding non compliance of the Article 29 (3) of the Constitution of the Islamic Republic of the Pakistan 1973 read with Rule 130 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, which required that the Annual Report on Principles of the Policy should be laid before the House for discussion and Government has violated the said provisions by not laying the Annual Report of 2007 & 2008, was pended till next session.

Privilege Motion of Mrs.‏ Amna Ulfat regarding misconduct of M.D. WASA, was disposed of as withdrawn.

Motions were answered by the Minister for Law & Parliamentary Affairs, Rana Sanaullah Khan.

ADJOURNMENT MOTIONS                

Four Adjournment Motions were taken up.

Adjournment Motion of Mr. Shahan Malik regarding smuggling of narcotics and arms in his constituency PP-15, Adjournment Motion of Mr. Qaisar Iqbal Sindhu regarding frauds of property dealers in the Province, and Adjournment Motion of Mrs.‏ Samina Khawar Hayat regarding 1, 061 files of Johar Town Phase 1 & 2 lost by LDA officials were disposed of, as movers were not present.

Adjournment Motion of Sheikh Ala ud Din regarding rapid rise in the crimes of women trafficking in the Punjab and involvement of an organised gang in this heinous act and most of the women from Punjab are taken to the Middle East countries was pended till next session.

Motions were answered by the Minister for Law & Parliamentary Affairs.

EXTENSION IN TIME LIMIT FOR LAYING THE REPORTS

On a motion moved by Ch. Muhammad Asadullah, the House granted extension in the time limit up to 15^th December 2009 for laying the report of the Standing Committee on Commerce and Investment, on  THE PUNJAB PUBLIC-PRIVATE PARTNERSHIP FOR INFRASTRUCTURE BILL, 2009 (BILL No. 29 of 2009)

On a motion moved by Sheikh Ala ud Din, the House granted extension in the time limit up to 15^th December 2009 for laying the report of the Standing Committee on Industries, on THE SASTI ROTI AUTHORITY BILL, 2009 (BILL No. 28 of 2009)

On a motion moved by Mian Muhammad Naveed Anjum, the House granted extension in the time limit up to 15^th December 2009 for laying the report of the Standing Committee on Mines and Minerals, on  THE PUNJAB MINERAL DEVELOPMENT CORPORATION (AMENDMENT) BILL, 2009 (BILL NO. 17 OF 2009)

On a motion moved by Mr. Ijaz Ahmed Khan, the House granted extension in the time limit up to 15^th December 2009 for laying the report of the Standing Committee on Law & Parliamentary Affairs, on The Notice of Motion to Amend the Rules of Procedure of the Provincial Assembly of the Punjab 1997 under Rule 244-A of the said Rules.

GOVERNMENT BUSINESS

Introduction of Bill;

THE PUNJAB HEALTHCARE BILL, 2009 (BILL NO. 31 OF 2009) introduced by the Minister for Law & Parliamentary Affairs, under Rule 91(5) of Rules of Procedure of the Provincial Assembly of the Punjab 1997, was referred to Standing Committee on Health for report by December 15, 2009.

On a Motion moved by Minister for Law and Parliamentary Affairs the House dispensed with the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 and other relevant provisions of rules ibid under Rule 234 ibid, for consideration and passage of the following Bills;

THE PUNJAB KATCHI ABADIS (AMENDMENT) BILL 2009 (Bill No.20 of 2009)

THE PUNJAB PROHIBITION OF KITE FLYING (AMENDMENT) BILL 2009 (Bill No.22 of 2009).

The Bills were passed by the House as recommended by Standing Committee on Local Government and Rural Development, on the Motion moved by Rana Sanaullah Khan.

The Chair read the prorogation order of the Governor Punjab and the House was then prorogued.
