Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Muhammad Ali Qadri followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Abid Rouf Qadri.

Fateha:-

The House offered fateha for the mother of Shaukat Mahamood Basra, MPA, Mr. Irshad Ahmad Hakani, Shazia and ex-MPA Noor Hussian.

At this stage the quorum was pointed out by Mrs. Samina Khawar Hayat, (W-354), which was adjourned for half an hour after five minutes of ringing of bells.

Question Hour: −

Questions relating to Irrigation and Power Department were asked and Raja Riaz Ahmed, Minister for Irrigation and Power answered the questions.

Call Attention Notices:-

Two call attention Notices were taken up. One Call Attention Notice moved by Mr. Karam Dad Wahla regarding not arresting a criminal named Ejaz also called Jajji was pended for one week. Other notice moved by Ch. Zahir-ud-Din regarding firing at airport parking and injuring Tipu Trakanwala and other person named Abdul Jabbar.

Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs answered the notices.

 Privilege Motions:-

Eight Privilege Motions were taken up. Motion moved by Ch. Zahir-ud-Din regarding not presenting the annual report of Bait-Ul- Mal for the year, 2008 before the House was referred to the Privilege Committee; motion moved by Mian Tariq Mehmood regarding misbehaviour of DG Anti-Corruption was pended till next session. Motion moved by Ch. Zahir-ud-Din regarding not presenting the recommendations of National Finance Commission before the House, motion moved by Ch. Muhammad Arshad regarding misbehaviour of Mr. Qazi Mubeen Ahmad, Tehsildar, Sarai Alamgir were disposed off, motion moved by Mrs. Deeba Mirza regarding misconduct of Nabibux Butt, inspector Police was pended till tomorrow, motion moved by Mr. Shaukat Aziz Bhatti  regarding lying and hiding facts by Headmaster of Doltana Boys High School was pended for five days, motion moved by Syed Muhammad Rafi-ud-Din Bukhari regarding misbehaviour of Mr. Hassan Nasir Jami, Secretary Local Government was referred to the Privilege Committee, motion moved by Mr. Ali Noor Haidar Khan Niazi regarding misbehaviour of Mr. Tariq Feroz, Secretary Social Welfare was pended for two days.

The motions were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Five Adjournment Motions were taken up. Motion moved by Mr. Shehryar Riaz regarding the teachers of eight Degree colleges for Women of Rawalpindi division for not issuing notification of making them permanent. Motion moved by Sardar Khalid Saleem Bhatti regarding illegal possession on 24 kanals and 16 Marla plot owned by Government High School Amiran Tejika, district Okara was pended till next session, motion  moved by Mrs. Nighat Nasir Sheikh regarding tax on vegetable mandi of Baghbanpura, Kharak, Multan Road and Badaminagh was disposed off. Motion moved by Mian Tariq Mehmood regarding changing status of land by EDO revenue, Gugrat was disposed off, motion moved by Sheikh Ala ud Din regarding problems faced by unmarried women in the society was pended. The motions were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Government Business:-

 Pre-Budget Discussion

Pre-budget discussion took place. Mr Tanvir Ashraf Kaira, Minister for Finance gave an introductory statement explaining government’s initiative of holding a pre-budget debate to generate practical proposals for incorporation in the budget. Explaining the passage of National Finance Commission Awards, he said that Punjab would get additional Rs. 57 billion from the Federal Government, which would be utilized for development projects. He said that Punjab would be given Rs. 28 billion from the net hydel profit in four years time. He said that the Punjab Government had received the first installment of Rs.5 Billion.

At this stage the quorum was pointed out by the Opposition and the House was then adjourned till 10:00 am on Tuesday, January 26, 2010.
