Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Noor Muhammad followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Sarwar Hussain  Naqshbandi.

Question Hour: −

Questions relating to Housing, Urban Development and Public Health Engineering Department were asked and Mr. Zafar Iqbal Nagra, Parliamentary Secretary for Housing, Urban Development and Public Health Engineering answered the questions.

Call Attention Notice:-

Call Attention Notice moved by Khawaja Mohammad Islam regarding newspaper report about injuring Imran and Ashraf residents of Chak No 81, Faisalabad was disposed of. The Notice was answered by Minister for Law and Parliamentary Affairs.

Privilege Motion:-

Only one Privilege motion moved by Syed Nazim Hussain Shah regarding taking toll tax from the member at Khaniwal, Mianchannu and Pattokey Toll Plaza, as all the Provincial members are exempted from the payment of toll tax levied by Government or any local authority in the Province was referred to the Privilege Committee.

GOVERNMENT BUSINESS:-

Bills:-

Minister for Law and Parliamentary Affairs introduced the following Bills

(I)         “The Punjab Local Government (Amendment) Bill 2010 (Bill No. 6 of 2010)”

(II)         “The Punjab Technical Education and Vocational Training Authority Bill 2010 (Bill No.7 of 2010)

The Bills were referred to the Standing Committee on Local Government and Rural Development and the Standing Committee on Industries respectively for submitting their report by 28 February 2010..

Laying of reports:-

Dr. Asad Ashraf laid the report of the Special Committee on the matter which took place on 1^st January, 2009 at the residence of Dr. Asad Muazzam, MPA, (PP-67) before the House.

Sheikh Ala ud Din laid the report of “The Sasti Roti Authority (Amendment) Bill 2009 (Bill No.28 of 2009)” of the Standing Committee on Industries before the House.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Malik Muhammad Waris Kallu, the House granted extension in the time limit till 31, March, 2010, for laying the report of the Committee on Privileges, on the Privilege Motions No.4,6,24,25,34,35,40,49,51,52,58 for the year 2008 and  4,13,19,23,25,26,28,31,32,37,42,44,45,48,49,50,51 for the year 2009.

On a Motion moved by Syed Abdul Qadir Gillani, the House granted extension in the time limit till 31, March, 2010, for laying the report of Public Accounts Committee-11 on Appropriation and Finance Accounts for the year 2004-05 and audit report 2005-06

CONTINUATION OF PRE-BUDGET DISCUSSION:-

Pre-budget discussion continued. Following members participated in the discussion. Mr. Saeed Akbar Khan, Mr. Shahjahan Ahmad Bhatti, Dr. Samia Amjad, Mrs. Rahat Ajmal, Mr. Muhammad Mohsin Khan Leghari, Mian Naseer Ahmed, Makhdoom Muhammad Irtaza, Mrs. Khadija Umar, Rana Ejaz Ahmad Khan, Mst Seemal Kamran, Major (R) Abdul Rehman Rana, Ch. Ali Asghar Manda, Col (R) Naveed Iqbal Sajid, Dr. Faiza Asghar, Ms. Asifa Farooqi, Muhammad Hafeez Akhtar Chaudhry and Mr. Sher Ali Khan.

The House was then adjourned till 9:00 am on Friday, January 29, 2010
