            A MINISTER to move that the Punjab Privatization Board Bill 2010, as recommended by the Standing Committee on Colonies, be taken into consideration at once.

 

            A MINISTER to move that the Punjab Privatization Board Bill 2010 be passed.

SUMMARY OF PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Noor Muhammad followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Marghoob Ahmad Hamdani.

Question Hour:-

Questions relating to Transport Department were asked and Mian Mujtuba Shuja-ur-Rehman, Minister for Transport (holding additional charge) answered the questions.

Extension in Time Limit for Laying of the Reports:-

1.         Hafiz Mian Muhammad Nauman moved that extension in time limit be granted for laying the reports of the Standing Committee on Excise and Taxation in respect of “The Punjab Urban Immovable Property Tax (Amendment) Bill 2010 (Bill No.5 of 2010)” and Adjournment Motion No. 308 of 2009. The House granted the extension up to 31st March 2010.

2.         Malik Muhammad Waris Kallu moved that extension in time limit be granted for laying the reports of the Committee on Privileges in respect of Privilege Motion Nos. 4, 6, 24, 25, 34, 35, 40, 49, 51, 52 & 58 of 2008; Nos. 4, 13, 19, 23, 25, 26, 28, 31, 32, 37, 42, 44, 45, 48, 49, 50, 51, 54, 55, 57 & 60 of 2009 and Nos. 1, 2, 3, 5, 7 & 9 of 2010. The House granted the extension up to 31st May 2010.

3.         Malik Muhammad Abbas Raan moved that extension in time limit be granted for laying the reports of the Standing Committee on Irrigation and Power in respect of “The Punjab Power Development Board Bill 2010 (Bill No.8 of 2010)” and “The Punjab Irrigation & Drainage Authority (Amendment) Bill 2008 (Bill No. 16 of 2008)”. The House granted the extension up to 31st March 2010.

4.         Sardar Qaisar Abbas Khan Magsi moved that extension in time limit be granted for laying the report of the Standing Committee on Home Affairs in respect of Adjournment Motion No. 117 of 2009. The House granted the extension up to 31st March 2010.

Privilege Motions:-

Two Privilege Motions were taken up. The Motion moved by Major (R) Abdul Rehman Rana regarding misbehavior of staff of Toll plaza at Ferozwala with him was referred to the Privilege Committee and other Motion moved by Mrs Samina Naveed regarding misbehavior of Madam Bushra Ishaq, EDO (E), Chistian, Bahawalnagar was pended till next day.

The Motions were answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Five Adjournment Motions were taken up. The Motion moved by Tahir Ahmed Sindhu regarding notification issued by Senior Member Board of Revenue Punjab to charge taxes on the transfer of immoveable property according to the market value was pended till Monday, the Motion moved by Farah Deeba regarding waiving off 65 percent entertainment duty on Pakistani films at cinema houses was pended till next day, The Motion moved by Mr. Ahmed Khan Balouch regarding increase in the rate of DAP fertilizer was accepted for discussion on Monday. The Motion moved by Ali Noor Haider Naizi regarding newspaper report about not convincing poor children to come to schools by “Parha Likha Punjab” project was pended till next session, The Motion moved by Sheikh Ala ud Din regarding having high fees by the private medical colleges and also not having proper facilities at these  colleges was disposed of.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Resolutions on Matters of General Public Interest

The following Resolution moved by Mrs Samina Khawar Hayat demanding that the Government should make arrangements for recycling old and worn-out pieces of the Holy Qur’an was passed by the House.

 

"اس ایوان کی رائے ہے کہ قرآن پاک کے پرانے نسخہ جات، مقدس آیات اور دیگر متبرک اوراق کو زمین میں دفن کرنے یا نہر/دریا میں بہانے کی بجائے حکومتی سطح پر ری سائیکلنگ کرنے کا سسٹم رائج کیا جائے اور حکومت ری سائیکلنگ پلانٹ لگانے کیلئے فوری اقدامات کرے تاکہ قرآن پاک کے پرانے نسخہ جات کو بے حرمتی سے بچایا جا سکے۔"

 

 

The House was then adjourned till 10:00 am on Thursday, February 18th, 2010
