DISCUSSION ON A MATTER OF PUBLIC IMPORTANCE ARISING OUT OF ADJOURNMENT MOTION NO. 62/2010.

 

      MR AHMED KHAN BALOCH to move “that the Assembly do now adjourn to discuss a matter of urgent public importance (Price Hike of Fertilizer) arising out of Adjournment Motion No. 62/2010” (Annexure).

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Abdul Ghaffar Shakir followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Abid Rauf Qadri.

Question Hour: −

Questions relating to Industries and Mines & Minerals Departments were asked and Raja Riaz Ahmed, Minister for Mines & Minerals (holding additional charge) and Rana Tajmal Hussain, Parliamentary Secretary for Industries answered the questions.

Call Attention Notices:-

Two call attention Notices were taken up. One Call Attention Notice moved by Mian Muhammad Naveed Anjum regarding newspaper report about killing of Malik Shakil, newspaper seller by dacoits. Other Notice moved by Mrs. Samina Khawar Hayat regarding assassination of Haider Ali by Sheikh Naeem and his colleagues at Ichra, Lahore.

Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs answered the Notices and were disposed of.

Privilege Motions:-

Two Privilege Motions were taken up. The Motion moved by Dr. Faiza Asghar regarding misbehavior of Mr. Nazar Muhammad Chuhan, Chairman Inquiry Committee on the incident of the death of girl child in Doctors Hospital was referred to the Privilege Committee, the Motion moved by M‏rs. Samina Naveed regarding misbehavior of Madam Bushra Ishaq, EDO (E), Chistian, Bahawalnagar was pended till next session.

The Motions were answered by Minister for Law & Parliamentary Affairs.

Adjournment Motions:-

Seventeen Adjournment Motions were taken up. The Motion moved by Peer Walayat Shah Khagha regarding theft of six cows from Qadirabad Farm, district Sahiwal, the Motion moved by Mr. Shehryar Riaz regarding the teachers of eight Degree Colleges for Women of Rawalpindi division for not issuing notification of making them permanent, two Motions moved by Rana Babar Hussain regarding giving land of Forest Department on lease to one of the Middle East countries for establishing rice factory at Perowal, Khaniwal and the other Motion regarding naming Mian Channu road going towards L-15 Canal Bypass to Mannuwal Textile Mills Bypass by the opponents at their father’s name were pended till next session, two Motions moved by Ms. Zobia Rubab Malik regarding newspaper report about offering tenders without bringing meeting of Committees for development schemes of Kachi Abadis at District levels was pended till next session and the other Motion regarding newspaper report about diagnose of Swine flu in Sister Virginia of Social Security Hospital was pended., the Motion moved by Seemal Kamran regarding newspaper report about not regularizing doctor who are working at PRSP was disposed of, the Motion moved by Tahir Ahmed Sindhu regarding notification issued by Senior Member Board of Revenue Punjab to charge taxes on the transfer of immoveable property according to the market value was pended, the Motion moved by Mr. Muhammad Mohsin Khan Leghari regarding newspaper report about closing down Thal Canal, Chashma Right Bank Canal, Muzaffar Garh Canal and Dera Ghazi Khan Canal was pended till next session, two Motions moved by Mrs. Samina Khawar Hayat regarding newspaper report about not cooperating of Police and staff of Mayo Hospital with the relatives of victim of rape and the other Motion regarding TV Channel report about naked dead bodies of victims of  Moon Market Bomb blast were disposed of, two Motion moved by Sheikh Ala ud Din regarding cancellation of plots of Allotties at Texla Industrial Estate by Mrs. Farah Razzaq, Resident Director Rawalpindi was pended till next session and the other Motion regarding 3000 Government doctors who are doing private practice and are  taking Non-practicing allowance from years was disposed of, two Motions moved by Seemal Kamran regarding newspaper report about death of Iftikhar, Physiotherapist at Nawaz Sharif Social Security Hospital by Swine flu was pended and the other Motion  regarding newspaper report about only one Burn Unit at Mayo Hospital was disposed of, the Motion moved by Dr. Samia Amjad regarding newspaper report about diagnose of Swine flu in the nurse Sister Virginia of Government Nawaz Sharif Social Security Hospital was pended till tomorrow, the Motion moved by Ms. Rifat Sultana Dar regarding negligence of Doctor Azam Majeed, Azam Majeed Medical Complex was pended for next day.

The Motions were answered by Minister for Law & Parliamentary Affairs.

Resolution on Matter of General Public Interest:-

The Resolution moved by Syed Hassan Murtaza regarding handing over of trees at Canals of Punjab to the Irrigation Department was passed by the House.

"یہ ایوان حکومت سے اس امر کی سفارش کرتا ہے کہ صوبہ پنجاب محکمہ انہار کے جو جنگلات، محکمہ جنگلات حکومت پنجاب کے سپرد کئے گئے تھے ان کی زبوں حالی کی وجہ سے واپس محکمہ انہار کے سپرد کئے جائیں۔"

 

Government Business:-

Continuation and Conclusion of Pre-Budget Discussion:-

Dr. Muhammad Akhtar Malik, Parliamentary Secretary for Finance winded up the Discussion and Rana Muhammad Afzal Khan participated in the discussion.

Discussion On A Matter Of Public Importance Arising Out Of Adjournment Motion No. 62/2010:-

Motion under Rule 87, the general discussion regarding increase in the cost of DAP Fertilizer took place. The following members participated in the discussion. Mr. Ahmed Khan Balouch, Engineer Javid Akbar Dhilloon, Malik Bilal Ahmad Khar, Ch. Ali Asghar Manda, Dr. Muhammad Akhtar Malik. Malik Ahmad Ali Aulakh, Minister for Agriculture winded up the discussion.

The House was then adjourned till 10:00 am on Tuesday, February 23rd, 2010.
