On the first day allotted for general discussion on the Annual Budget, Rana Mashhood Ahmad Khan, Deputy Speaker, assumed the Chair and proceedings commenced with the recitation from the Holy Qur’an and its Urdu translation by Qari Muhammad Ali followed by Naat-e-Rasool-e-Maqbool (PBUH) by Abid Rouf Qadri.

 

Condolence:-

The House offered fateha on the sad demise of Ali Raza , a Pakistani Engineer, killed in riots.

 

Privilege Motion

Two privilege motions were taken up. The motion moved by Mrs. Samina Naveed regarding misbehavior of Madam Bushra Ishaq, EDO (E), Chistian, Bahawalnagar was pended as the mover was absent and the other motion moved by Ms. Seemal Kamran regarding not presenting annual report of Bait-Ul-Mal, 2009 before the House, was pended till tomorrow.

The motions were answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.      

 

Government Business:-

General Discussion on Annual Budget for the Year 2010-11:-

The Annual Budget for the year 2010-11 was presented in the Assembly on June 14, 2010. After a break of two days, general discussion on the Annual Budget was started and was initiated by Leader of the Opposition, Ch. Zahir-ud-Din. In his speech he termed the budget for the year 2010-11 a jugglery of words aimed at deceiving people.  He said that the budget for the CM Secretariat had been increased from Rs.160 million to Rs 250 million. He claimed that the province was under the debt of Rs.94 billion and its assets were being sold to return that money. Paying his concern over “Sasti Roti Scheme” he said that it is financial disaster for the Punjab. Lashing out at the PML-N for its discriminatory treatment with education sector, the Opposition leader said that around 1500 schools got Rs 4 billion in the budget, while Rs.3 billion was allocated for only three Danish Schools. Similarly the deplorable situation of health sector was another example of the government’s incompetence which had so far been unable to appoint ministers for the sector. He said that the performance of the police department was less than satisfied under the current government and 89000people had moved to courts due to the high handedness of the department. Criticizing the Punjab government for ignoring the Kalabagh Dam, he said it should have allocated amount in the Provincial Budget. Laying of Reports:-

1.         Mr. Ijaz Ahmed Khan presented the report of Standing Committee on Law & Parliamentary Affairs and Home in respect of The Punjab Ministers (Salaries, Allowances and Privileges) (Amendment) Bill 2010 (Bill No. 14 of 2010) before the House.  

2.         Ch. Tahir Mehmood Hundli Advocate presented the report of Standing Committee on Health in respect of The King Edward Medical University (Amendment) Bill 2010 (Bill No. 11 of 2010) before the House.

3.         Malik Muhammad Waris Kallu presented the reports of the Standing Committee on Privileges in respect of Privilege Motion Nos. 4, 24, 25, 34, 40, 52 & 58 of 2008, Nos. 4, 13, 32, 37, 44, 45,& 54, 2009 and Nos, 3 & 8 of 2010 before the House.

Extension in Time For Laying the Reports:-

On a Motion moved by Mr. Ijaz Ahmed Khan, the House granted extension in the time limit for one month for laying the report of

1. The Provincial Assembly of the Punjab Privileges (Amendment) Bill 2008 (Bill no. 15 of 2008) moved by Ch Aamar Sultan Cheema, MPA (PP-32).

2. The Provincial Assembly of the Punjab Privileges (Amendment) Bill 2008 (Bill no. 17 of 2008) moved by Mrs. Amna Ulfat, MPA (W-356).

3.   The Provincial Assembly of the Punjab Privileges (Amendment) Bill 2008 (Bill no. 6 of 2009) moved by Ch. Muhammad Asadullah, MPA (PP-106).

On a Motion moved by Ch. Tahir Mehmood Hundli Advocate, the House granted extension in the time limit for one month for laying the report of The Punjab Healthcare Bill, 2009 (Bill No.31 of 2009) and Adjournment Motion No. 1038 of 2008 moved by Sheikh Ala ud Din, MPA (PP-181).

Then, the House was adjourned till 9:00 am, Friday, 18th June, 2010.
