Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings of the House commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Abdul Ghafar Shakir followed by Naat-e-Rasool-e-Maqbool (PBUH) by Mr. Akhtar Hussain Qureshi.


PRIVILEGE MOTIONS

Nine Privilege Motions were taken up.

Motion moved by Mrs Samina Naveed regarding misbehavior of Madam Bushra Ishaq, EDO (E), Chishtian, Bahawalnagar on February 17, 2010 was referred to the Privilege Committee.

Motion moved by Mrs. Seemal Kamran, regarding not presenting Annual report of Punjab Bait-ul-Mal for the year 2009 before the House as required under Section 11 of The Punjab Bait-ul-Mal Act 1991, was referred to the Privilege Committee.

Motion moved by Ch. Zahir-ud-Din, regarding not presenting Annual report of Punjab Development City Authority for the year 2009 before the House as required under Section 35 of The Punjab Development of Cities Act 1976, was referred to the Privilege Committee.

Motion moved by Ch. Zahir-ud-Din, regarding not presenting Annual report of Punjab Public Service Commission for the year 2009 before the House as required under Section 9 of Punjab Public Service Commission Ordinance 1976 , was referred to the Privilege Committee.

Motion moved by Ch. Zahir-ud-Din, regarding not presenting Annual report of, Provincial Ombudsman Punjab for the year 2009 before the House as required under Section 28 of Provincial Ombudsman Punjab Act, 1997 was referred to the Privilege Committee.

Motion moved by Ch. Zahir-ud-Din, regarding not presenting Annual report on the Principles of Policy for year 2009 before the House as required under Article 29(3) of Constitution of Islamic Republic Of Pakistan 1973 was referred to the Privilege Committee.

Motion moved by Mrs. Samina Khawar Hayat regarding misbehavior of SHO, Factory Area, Lahore, was disposed of as the mover was not present.

Motion moved by Malik Ahmad Karim Qaswar Langrial, regarding misbehavior of Secretary Irrigation was referred to the Privilege Committee.

 Motion moved by Ch. Tahir Mehmood Hundli, Advocate, regarding misbehavior of Dr. Abdul Majid, Director General (Medical Training) Social Security Lahore was pended till next session.

The motions were answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.  

 

Extension in Time Limit for Laying of the Reports:-

Mehr Ishtiaq Ahmad moved that extension in time limit be granted for laying the reports of the Special Committee on Contents of Motion No. 92 of 2010 moved by Syed Hassan Murtaza. The House granted the extension up to 30th September 2010.

 

Presentation of Report:-

Mr. Ijaz Ahmed Khan presented the report of Standing Committee on Education before House on the following Bills;

1.         The Punjab Examination Commission Bill 2010 (Bill No. 3 of 2010)

2.         The Women University Multan Bill 2010 (Bill No. 4 of 2010)

Sardar Shehzad Rasool Khan presented the report of Standing Committee on Revenue, Relief and Consolidation, before the House on the following Bill;

The Punjab Revenue (Amendment) Bill 2010 (Bill No. 9 of 2010)

Three MPAs belonging to minority groups namely Pervaiz Rafique, Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Human Rights, Minorities Affairs and Mr. Najmi Saleem walked out of the budget session over the arrest of Jaffer George, a Minister from Balochistan, in Punjab. They claimed that Jaffar George was arrested by the Punjab Police since he belonged to a minority,

The Pakistan Muslim League-Quaid (PML-Q) also walked out from the session in protest against the use of inappropriate language about women legislators by Malik Muhammad Waris Kalu.

However, they later rejoined the session on the request of Speaker Rana Muhammad Iqbal Khan.

 

Government Business

General Discussion on Annul Budget for the Year 2010-2011

The general discussion on Annual Budget for the year 2010-2011 resumed on the second day.

The following Members participated:

Mr. Muhammad Yar Hiraj, Malik Muhammad Waris Kalu, Makhdoom Muhammad Irtaza, Rai Muhammad Shah Jahan Khan and Seemal Kamran.

Then the House was adjourned till 10:00 am, Saturday, 19th June, 2010.
