            A MINISTER to lay the Report on the Observance and Implementation of Principles of Policy in relation to affairs of Punjab for the year 2008.

 

2.   LAYING OF ANNUAL PERFORMANCE REPORT OF PUNJAB BAIT-UL-MAAL COUNCIL FOR THE YEAR 2008

            A MINISTER to lay the Annual Performance Report of Punjab Bait-ul-Maal Council for the year 2008.

 

3.   LAYING OF ANNUAL PERFORMANCE REPORT OF PUNJAB BAIT-UL-MAAL COUNCIL FOR THE YEAR 2009

            A MINISTER to lay the Annual Performance Report of Punjab Bait-ul-Maal Council for the year 2009.

 

4.   LAYING OF ANNUAL REPORT OF THE PUNJAB OFFICE OF THE OMBUDSMAN FOR THE YEAR 2009

            A MINISTER to lay the Annual Report of the Punjab Office of the Ombudsman for the year 2009.

 

5.   THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2010 (Bill No. 21 of 2010)

            A MINISTER to introduce the Punjab Local Government (Amendment) Bill, 2010.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Majid followed by Naat-e-Rasool-e-Maqbool (PBUH) by Akhtar Hussain Qureshi.

 

Question Hour: −

 

Questions relating to Excise & Taxation Department were asked and Mian Mujtaba Shuja-ur-Rehman, Minister for Excise & Taxation answered the questions.

 

Privilege Motion:

 

Only one Privilege Motion was taken up. Motion moved by Mr. Munawar Hussain Munj regarding misbehavior of Hamid Virk, SHO was kept pending till next session.

 

The motion was answered by Minister for Law and Parliamentary Affairs.

 

Adjournment Motions:-

 

Fourteen Adjournment Motions were taken up. Motion moved by Al-Haaj Muhammad Ilyas Chinioti regarding ignoring diploma holders for the jobs in Education department, two motions were moved by Ms. Zobia Rubab Malik regarding newspaper report about death of two persons including 18 year-old Salma Bibi, resident of  Harbanspura and other  motion regarding newspaper report about selling of juice in Lahore being extracted from cats’ feed were disposed of as the movers were not present.

 

Four motions were moved by Sardar Khalid Saleem Bhatti regarding incomplete water supply scheme in, Burewala city and other motion regarding not changing filter of filtration plants installed at Burewala city were disposed of as mover was absent. Motion regarding not having medical specialist at THQ hospital, Burewala was kept pending till next week and last motion regarding not upgrading THQ hospital, Burewala was disposed of.  

 

Two motions were moved by Rai Ijaz Hussain regarding not paying dues to the sugarcane farmers from sugar mills was disposed of and other motion regarding non-operational of tube wells installed at Jaranwala by Punjab Public Health department was kept pending.

 

Two motions were moved by Khawaja Muhammad Islam regarding not cleaning of sewerage pipes and other motion regarding not cleaning of main flood drain located at Chak Jhumra, Sahianwala were disposed of as mover was not present.

 

Three motions were moved by Mrs.‏ Nighat Nasir Sheikh regarding newspaper report about closing down gate of Mayo hospital, other motion regarding newspaper report about 250 kg of contaminated meat caught by slaughter man and last motion regarding transport companies working in Lahore, who are not giving proper services to the masses were kept pending till next week.     

 

The motions were answered by Minister for Law and Parliamentary Affairs.

2.         “Annual performance report of Punjab bait-Ul-Maal council for the year 2008”

 

3.         “Annual performance report of Punjab Bait-Ul-Maal council for the year 2009”

 

4.         “Annual report of the Punjab office of the ombudsman for the year 2009”

 

Bill:

 

Minister for Law and Parliamentary Affairs laid the following Bill:

 

The Punjab Local Government (Amendment) Bill 2010 (Bill No. 21 of 2010)”

 

Extension In Time Limit For Laying The Reports:-

 

On the Motion moved by Mr. Muhammad Ejaz Shafi, the House granted extension up to one month to Special Committee for laying its report “The matter mentioned in the notification dated 19th July, 2010.”

 

Laying of Reports:-

 

Malik Muhammad Waris Kalo presented before the House the reports of Standing Committee on Privileges in respect of “Privilege Motions no. 49 for the year 2008, 49, 51 and 55 for the year 2009, 7,9,12,13,14,15 and 16 for the year 2010”.

 

Mr. Muhammad Fayyaz presented before the House the report of Standing Committee on Forester and Fisheries in respect of “The Forest (Amendment) Bill, 2010 (Bill No. 20 of 2010)”.

 

General discussion on relief and rehabilitation of Flood-Affectees:-

 

 

General discussion took place on relief and rehabilitation of flood victims. Giving policy statement on the issue Law Minister said that around 500,000 houses were damaged and estimated loss of 18 billion was caused by the flood across the Province. He said that approximately 850,000 families faced the miseries of flood in the Punjab and efforts for their rehabilitation are in progress. He said that 2500 houses were pledged during donor conference held in Islamabad and 213 donors from various countries attended the conference. Following members participated in the discussion: Ch. Zaheer-ud-Din, Leader of Opposition, Makhdoom Syed Ahmad Mehmood, Mr. Syed Ahmed Mujtaba Gillani, Mr. Ijaz Ahmed Khan, Mr. Sher Ali Khan, Rana Muhammad Afzal Khan, Dr. Samia Amjad, Engineer Bilal Ahmad Khar, Humaira Awais Shahid , Malik Muhammad Waris Kalo,   Rana Muhammad Arshad. As there was no time left for further members to participate in the disussion so it was decided that the discussion will continue next proceeding day.

 

Then, the House was adjourned till 10:00 am on Thursday, October 7, 2010.
