Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Syed Sadaqat Ali followed by Naat-e-Rasool-e-Maqbool (PBUH) by Mr. Sarwar Hussain Naqshbandi.

 

Question Hour: −

 

Questions relating to Health Department were asked and Dr. Saeed Elahi , Parliamentary Secretary for Health answered the questions.

 

Call Attention Notices:-

 

Only one Call Attention Notice was taken up. The Notice of Mr. Ejaz Ahmad Kahlo regarding newspaper report about killing of Zafar Iqbal, resident of Farooqabad, Sheikhpura, by police official.

 

The Notice was answered by Minister for Law and Parliamentary Affairs.

 

Privilege Motion:

 

Only one Privilege Motion was taken up, moved by Mrs. Samina Naveed regarding lack of telephonic response to the member concerned by Secretary Schools was kept pending till next week.

 

The motion was answered by Minister for Law and Parliamentary Affairs.

 

Adjournment Motions:-

 

Eight Adjournment Motions were taken up. Two motions moved by Mrs. Nighat Nasir Sheikh one regarding newspaper report about finding human finger in food at Central Jail, Kotlakpat, Lahore and other motion regarding newspaper report about selling of feed mills by the Government, motion moved by Sardar Khalid Saleem Bhatti regarding notification of the S&GAG department, allowing those government officers to retain their Lahore official residences who have been shifted from Lahore to other cities and enjoying government accommodation in  those cities as well, motion moved by Dr. Faiza Asghar regarding corruption in PIDA, two motions moved by Mrs. Samina Khawar Hayat regarding newspaper report about killing of 15-year old by throwing him in the canal after sodomy by three persons and other motion regarding three bomb blasts on 1-9-2010 in Lahore, motion moved by Shaikh Allaud Din regarding discontinuation of Lahore Walled City Project by Sir Agha Khan Trust and motion moved by Ch. Aamir Sultan Cheema demanding start of three water supply schemes in Sargodha, were disposed of.

Government Business:-

 

General Discussion on Health:-

 

Opening the general debate on health, leader of the Opposition Ch. Zaheer-ud-Din criticized the poor health facilities be given to the people. He said that the Health Ministry was working without Health Minister and all the administrative powers were being enjoyed by the bureaucracy. He said that the health should be the top priority of any government in a welfare state but the government was not even ready to appoint a health minister for the department. Talking about the first burn center at Faisalabad , he said that the building was yet to be completed, despite allocating full budget for three fiscal years. He criticized the facility of free life-saving drugs, saying that the facility was misused through nepotism. He claimed that there was no medicine available to the people at the Basic Health Units (BHUs) and the Rural Health Centers in the province. He said that the Opposition had pointed out 2700 vacant posts of doctors, which have now increased to 3000.

 

Giving policy statement, Parliamentary Secretary for Health, Dr. Saeed Elahi said that the government was making all possible efforts to bring a revolution in the health sector. He said that the facility of 44 dialysis centers was being provided across the province. He said that Rs. 2.25 billion had been spent for the provision of air-conditioners and generators for the hospitals. He further told the House that 4000 senior doctors, 2000 junior doctors and 7500 nurses working on contract basis have also been regularized by the government. He said that salary of post graduate doctors has also been increased from Rs. 15000 to Rs. 22000. He said that countries like and have asked to send its doctors for a number of attractive opportunities which isa matter of pride for the country. He said that 1800 teams of doctors had ensured medical help to the flood victims in the province and the medicines worth Rs. 1 billion were also being provided to them. Then, the House was adjourned till 9:00 am on Friday, October 15, 2010.
