Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Muhammad Abdul Ghaffar Shakir followed by Naat-e-Rasool-e-Maqbool (PBUH) by Mian Marghoob Ahmad Hamdani.

Question Hour: −

Questions relating to Home Department were asked and Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs (holding additional charge) answered the questions.

Privilege Motion:

Only one Privilege Motion was taken up, moved by Ch. Muhammad Awais Aslam Madhana regarding misbehavior of Awais Gujjar, SHO, Midh Ranjha, was disposed of.

The motion was answered by Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

 

Fifteen Adjournment Motions were taken up. Four motions moved by Ch. Aamir Sultan Cheema one regarding non-completion of construction work in Sargodha, motion regarding low quality of material used in the road construction in Sargodha, motion regarding non-completion of Noori gate to Silawali Road, Sargodha, were disposed of and his last motion regarding newspaper report about illegal possession of the property owned by Syed Iqbal Muhammad Naqvi, resident of Sargodha by Ali Hammad, Public Prosecutor , Faisalabad, was kept pending till next week. Motion moved by Ch. Zaheer-ud-Din regarding newspaper report about protest of Professors and Lecturers Association and lady teachers against establishing Board of Governors for the colleges and for four years degree program was disposed of, motion moved by Mian Muhammad Naveed Anjum regarding newspaper report about protest of prisoners at Central Jail, Dera Gazi Khan against prison administration, motion moved by Dr. Muhammad Ashraf Chohan regarding criminal environment prevailing in the prisons of the Punjab, motion moved by Mrs.‏ Sahibzadi Nargis Zafar regarding non-payment to the government as well as private contractors by the local government were dispose of as the movers were not present, motion moved by Sardar Khalid Saleem Bhatti regarding poor quality of food provided by the prison department to the prisoners was disposed of, motion moved by Mrs. Amna Ulfat regarding death of 13-year old, Afzaal S/O Abdul Aziz by Nanna Gujjar, resident of Muhalla Arban Quarters, near Bilal Pictark Masjid, Singhpura, two motions moved by Shaikh Allaud Din regarding distributing 200 acres of agri-land of Forest department to the non-deserving people by the District Officer (Revenue), Bhakkar and other motion regarding earning high profit ratio on the medicines by the pharmaceutical companies, motion moved by Rana Muhammad Afzal Khan regarding selling of property by NFC, which was allotted by Government of the Punjab for establishing offices for Nespak and LDA, motion moved by Mrs. Khadija Umar regarding newspaper report about lack of dengue wards in any hospital in Lahore for the dengue virus patients, were kept pending till next session,  motion moved by Mrs. Shagufta Sheikh regarding newspaper report about corruption of 90 million in the Punjab Bank was kept pending till Monday,

The motions were answered by Minister for Law and Parliamentary Affairs.

Motion under rule 150 (1)

 

Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan moved the motion under rule 150 (1) of ROP, regarding electing Mr. Qaisar Iqbal Sindhu (PP-99), as member Standing Committee on Social Welfare, Women Development & Bait-ul-Maal on the seat vacant by Ms. Shabina Riaz (W-344). The motion was unanimously passed by the House.

GOVERNMENT BUSINESS:-

GENERAL DISCUSSION ON PRICE HIKE OF ESSENTIAL COMMODITIES:-

Ch. Abdul Ghafoor, Minister for Food opened general discussion on price hike of essential commodities saying that increase in the prices of fuel and electricity has caused raise in the prices of essential commodities. He said that the government had formed price control committees and set up Ramazan Bazaars to provide relief to the people. Ch. Zaheer-ud-Din, Leader of Opposition criticized the government for showing insincerity in reducing prices of commodities. He said that the prices of the commodities have increased by 100 percent during the past three years. He said that the prices of flour have increased by 100 percent, sugar 80 percent, beef 80 percent and milk 90 percent and from pulses to fertilizers, the prices are touching the sky. He further stated that the Punjab is an agri-based province but its people have to use vegetables like onion, potato and cabbage being imported from India. Following members also participated in the discussion:  Mian Naseer Ahmed and Seemal Kamran.

At this stage the discussion was postponed till next sitting.

Then, the House was adjourned till 3:00 pm on Monday, October 18, 2010.
