Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Noor Muhammad followed by Naat-e-Rasool-e-Maqbool (PBUH) by Mr. Sarwar Hussain Naqshbandi

 

 

Question Hour: −

 

Questions relating to Excise and Taxation Department were asked and Mian Mujtaba Shuja-ur-Rehman , Minister for Excise and Taxation answered the questions.

 

Call Attention Notices:-

 

 

 

Two Call Attention Notices were taken up. One moved by Ch. Zaheer-ud-Din regarding newspaper report about bomb blast at shrine of Hazrat Baba Faid Gunj Shakar and other notice moved by Ms. Sajida Mir regarding newspaper report about assassination of a shopkeeper during dacoity at Ichra, Lahore.   

 

 

 

The Notices were answered by Minister for Law and Parliamentary Affairs.   

 

Privilege Motion:

 

Only one Privilege Motion moved by Mr. Tahir Naveed regarding misbehavior of Ahsan Chohan, DSP, City, Sargodha, Mr. Muhammad Azeem Warraich and Mr. Arif Cheema, SHO was taken up and was kept pending till Wednesday

 

 

 

The motion was answered by Minister for Law and Parliamentary Affairs.

 

 

Adjournment Motions:-

 

Fifteen Adjournment Motions were taken up. Three Motions were moved by Shaikh Allaud Din one motion regarding renovating Bradlaugh Hall, Retigun Road was kept pending till Thursday, the motion regarding promoting tap water instead of plastic water bottle and the third motion regarding practicing Urdu language in the government as well as educational institutions, the motion moved by Mrs. Shagufta Sheikh regarding newspaper report about corruption of 90 million in the Punjab Bank, the motion moved by Ch. Zaheer-ud-Din regarding newspaper report about failure in tax revenue collection by the provincial department concerned, the motion moved by Mrs.‏ Sahibzadi Nargis Zafar regarding cheques being dishonored given by DG Local Government to the Contractors, the motion moved by Syed Hassan Murtaza regarding child labour at Tayyab Textile Mills, Chinniot, the motion moved by Dr. Faiza Asghar regarding non-payments to the victims of camel race by Federal Government given by U.A.E, the motion moved by Ch. Aamir Sultan Cheema regarding corruption in Health Department,  the motion moved by Mrs.‏ Samina Khawar Hayat regarding newspaper report about torturing School Teacher by Security Guard, two motions moved by Mr. Ejaz Ahmad Kahlo one regarding newspaper report about increasing patients of Dengue Virus in Punjab were disposed of and the other motion regarding newspaper report about fake job placement offices in Lahore, two motions moved by Ms. Zobia Rubab Malik one regarding newspaper report about increasing deaths of animals at Zoo and other regarding newspaper report about non-completion of projects of Social Welfare Department due to shortage of funds, the motion moved by Mian Naseer Ahmed regarding newspaper report about devastation of Wazir Khan Mosque, were kept pending till Thursday.

 

The motions were answered by Minister for Law and Parliamentary Affairs.

 

 

Laying of Reports:-

 

Malik Muhammad Waris Kallu presented the reports of Committee on Privileges before the House in respect of “Adjournment Motions No. 35 for the year 2008, No.19 for the year 2009, No. 2,19,25 for the year 2010” and “The matter of absence of Secretary to Government of the Punjab, Health Department”.

 

Extension In Time Limit For Laying The Reports:-

 

On a Motion moved by Malik Muhammad Waris Kallu, the House granted extension up to 28 February, 2011 to Committee on Privileges for laying its reports “Privilege motions No. 6 and 51 for the year 2008, 23, 25, 28, 31, 42, 50, 57 and 60 for the year 2009, 1, 5, 8, 10,11, 20, 21, 23, 24, 25, 28, 32 and 33 for the year 2010”.

 

Motion under rule 150 (1):-

 

Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan moved the motion under rule 150 (1) of ROP, regarding electing Ms. Safina Saima Khar  as Member Standing Committee on Transport against the seat vacated by Mr. Allah Wasaya alias Chunnu Khan Legha and Humaira Awais Shahid as Member Standing Committee on Information Technology against the seat vacated by Miss Amina Khan. The motion was unanimously passed by the House.

 

 Government Business:-

 

General Discussion on Price Hike of Essential Commodities:-

 

 

Opening the debate on price hike of essential commodities, Ch. Zaheer-ud-Din, Leader of Opposition pinpointed the huge difference between the claims of government representatives on meat and sugar matters. He said that the Provincial Government had failed to implement court orders regarding selling sugar at Rs 45 per kg. He claimed that sweetener was being smuggled out of Punjab to other Provinces and Afghanistan and there was no check on it. He said that Sasti Roti is being sold at Rs 6 instead of Rs. 2. The prices of vegetable and pulses are skyrocketing. He stated that elected representatives of local bodies should be allowed to work till next elections so, that, they could provide relief to people in this regard. Following members also participated in the discussion: Shaikh Allaud Din, Dr. Samia Amjad, Ms. Fozia Behram, Mr. Ijaz Ahmed Khan, Seemal Kamran, Malik Muhammad Waris Kalo, Ms. Rifat Sultana Dar, Mian Naseer Ahmed, Rai Muhammad Shahjarhan Khan, and Mrs. Khadija Umar.

 

GENERAL DISCUSSION ON LAW AND ORDER:-

 

Concluding general discussion on law and order, Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs said that energy crisis contributed to deteriorating law and order situation in the Provinces; however, the government has taken measures to improve security. Following members participated in the discussion: Mr. Ahmed Khan Balouch, Mr. Ijaz Ahmed Khan, Malik Muhammad Waris Kallu and Seemal Kamran.

 

The House was Then adjourned till 10:00 am on Tuesday, December, 7, 2010.
