SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Sayed Sadaqat followed by Naat-e-Rasool-e-Maqbool (PBUH) by Mr. Akhtar Hussain Quraishi.

Suspension of rules:-

Immediately after the recitation from the Holy Quran and Naat (PBUH), the Speaker suspended the rules and took up Prvilege Motions and Adjournment Motion first to allow time to Mr Zafar Iqbal Nagra Parliamentary Secretary Housing, Urban Development and Public Health Engineering to reach the House.

Privilege Motions:-

Two Privilege motions were taken up. Motion moved by Sardar Kamil Gujar regarding misbehavior of Allahbux Sajid, Divisional Superintendent, Regional post office, Sargodha was referred to the Privilege Committee and other motion of Ch Shahid Anjum regarding misbehavior of Agha Ahsan Ullah, Xen, Irrigation Department, Bahawalnagar was kept pending till Friday.    

The motions were answered by Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Fifteen Adjournment Motions were taken up. Three Motions moved by Mian Tariq Mehmood, one regarding corruption in cattle market, Kharian was referred to the Committee, second  motion regarding changing status of 2423 kanal located at Dinga, Gujrat by the Revenue Department was kept pending till next Monday and his motion regarding closing of a bus stand at Dinga, District Gujrat, the motion moved by Syeda Majida Zaidi regarding increase in the price of the Urea fertilizer, the motion moved by Ms. Anjum Safdar regarding printing of some blasphemous material being used at Fauji Foundation School System were disposed of. Two motions moved by Seemal Kamran, regarding embezzlement of crores of Rs by the Departments working under City District Government for the provision of bus shelters to citizens was kept pending till next Monday and the motion regarding Shopper bags manufacturing factories spreading environmental pollution in Lahore was disposed of. Two Motions moved by Mrs.‏ Samina Khawar Hayat, regarding dentists practicing without license in the Province of Punjab and other motion about kidnapping and gang rape of two girls at Chechawatni, three motions moved by Ms. Zobia Rubab Malik, regarding discriminatory attitude by S&GAD to the Additional and Deputy Secretaries of the Punjab Assembly in the allotment of government residences, the motion regarding delay in the completion of projects at Sir Gangaram Hospital due to non availability of funds were kept pending till Wednesday, while the motion regarding non payment of salaries to the employees of PWD, Sahiwal for last four months was kept pending till 24-1-11. The motion moved by Malik Muhammad Abbas Raan regarding non operational status of Institute of Cardiology, Wazirabad, the motion moved by Ch. Aamir Sultan Cheema regarding illegal possession and selling of eight kanals of land near Nawaz Sharif farm were kept pending till next Tuesday. The Motion moved by Ms. Sajida Mir about over crowdedness of Camp jail and Central jail, Lahore was disposed of.

The motions were answered by Minister for Law and Parliamentary Affairs.

Question Hour: −

Questions relating to Housing & Urban Development and Public Health Engineering Departments were asked and Mr. Zafar Iqbal Nagra , Parliamentary Secretary for Housing & Urban Development answered the questions.

Leave of absence:-

Secretary Provincial Assembly of the Punjab Mr. Maqsood Ahmad Malik read out the leave applications of the following members and the House granted leave.

Al-Haaj Muhammad Ilyas Chinioti, Mr. Imran Ashraf, Ms.   Saima Aziz (Mohy-ud-Din), Rana Muhammad Afzal Khan, Ms. Fouzia Behram, Mr. Waseem Afzal Gondal, Mr. Zafar Zulqurnain Sahi, Ch. Sarfraz Afzal, Mian Muhammad Rafiq,Mian Naseer Ahmed and Mian Shahid Hussain Bhatti.

Private Members Day:-

Resolutions on Matters of General Public Interest:-

1.         Humaira Awais Shahid moved a resolution which was passed by the House, demanding the Federal government to ensure all rights to women as provided by Islam and check rising incidents of violence against them that had reached alarming levels.

2.         The Resolution moved by Mehr Ishtiaq Ahmad regarding handing over of the profitable routes of PIA to the Turkish Air line allegedly for procuring kick backs was kept pending till Next Members Day as mover was not present.

3.         The Resolution moved by Haji Zulfiqar Ali about provision of uniform allowances to the Government employees in the Punjab was withdrawn by the mover.

4.         The Resolution moved by Sardar Khalid Saleem Bhatti demanding the Provincial Government to pay Special Pays and Allowances to its employees as being paid by the Federal government was rejected through voice votes.

5.         The Resolution moved by Al-Haaj Muhammad Ilyas Chinioti was unanimously passed by the House demanding construction of an inter change between Sarmaradwala and Sahianwali at Chiniot so that farmers could access market and students reach their institutions in time.

The House was then adjourned till 10:00 am on Wednesday, January 19, 2011.
