2.   RESOLUTION UNDER RULE 133-A OF THE RULES OF PROCEDURE, PROVINCIAL ASSEMBLY OF THE PUNJAB 1997.

 

            A MINISTER to move a resolution under rule 133-A of the Rules of Procedure, Provincial Assembly of the Punjab 1997 containing recommendations of the Assembly for the annual budget 2011-12.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Sadaqat Ali followed by Naat-e-Rasool-e-Maqbool (PBUH) by Afzal Noshahi.

Fateha:-

The House offered fateha on the sad demise of the mother of Parliamentary Secretary, Lt. Col. (R) Sardar Muhammad Ayub Khan and Dr. Amna Buttar.

Question Hour: −

Questions relating to Social Welfare and Women Development Departments were asked and Mr. Kamran Michael, Minister for Women Development, Population Welfare answered the questions.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Malik Muhammad Abbas Raan about killing of Nazar Hussain, resident of Cha Jhanderawala, Thana Bedhla sanath, Multan during dacoity and other Call Attention Notice of Mrs.‏ Khadija Umar regarding dacoity occurred in jewellers shop located in Ichra center Lahore and robbery of gold worth million of rupees were disposed of.

The Notices were answered by Minister for Law and Parliamentary Affairs.

Privilege Motion:-

The Privilege motion of Mian Shafi Muhammad regarding rough behaviour shown to him by Muhammad Saleem Qasim (Assistant Fertility Officer) was disposed of due to absence of mover. 

 

The motion was answered by Minister for Law and Parliamentary Affairs.

 

Adjournment Motions:-

Sixteen Adjournment Motions were taken up. The motion moved by Mrs.‏ Samina Khawar Hayat regarding fraud and embezzlement of crore of rupees in Punjab Police fund allocated for renovation purpose’s was disposed of. Four motions moved by Seemal Kamran, regarding embezzlement of funds provided for construction of bus-stand shelters by subordinate department working under City District Government, second regarding occurrence of dacoities at regular pace at Sattokatla, Lahore, the motion regarding closure of Lahore Child Protection Bureau vocation center No.2 for the last two years and other regarding non payment of salary for the last three months to forty nine thousand seven hundred lady health workers of Punjab due to mismanagement by National Programme for Family planning and Primary Health Care , the motion moved by Mian Tariq Mehmood regarding change of status from “Village Common-land” to “Village Grazing-land” of 2423 kanal land located at Dinga, Gujrat by the Revenue Department, three motions moved by Ms. Zobia Rubab Malik, one regarding delay in the completion of Sir Gangaram Hospital projects due to non-availability of funds, second motion regarding robbing of passengers at Miani City, Tehsil Bhalwal infront of Police Station and fleeing of dacoits and the last motion regarding non payment of salary to PWD employees, Sahiwal for the last four months, motion moved by Mrs.‏ Khadija Umar regarding moving of summary to the Chief Minister Punjab by S&GAD for the appointment of retired officials against 193 (gazzetted) vacant seats on contract basis instead of filling them through Public Service Commission, two motions moved by Humaira Awais Shahid, regarding corruption in PCSIR society phase II and other regarding increase in Agriculture loan up to 300 billion resulting in 45 billion annual service cost, the motion moved by Mrs.‏ Amna Ulfat regarding sudden failure in the sewerage  and water supply system in sharakpur, two motions moved by Syeda Majida Zaidi, one regarding spread of Measles in Multan and death of seven children due to this disease within two months and other motion regarding closure of “Project Management Units” programme started by the Punjab Government for cleanliness of Lahore even after expending three crores of rupees, the motion moved by Ch. Aamir Sultan Cheema regarding spread of Foot and Mouth Disease in animals in District Muzzafarabad were kept pending till next session.

Resolution:

After the completion of general discussion on the fiscal outlay of 2011-12, Mr Tanvir Ashraf Kaira, Minister for Finance moved the following Resolution under Rule 133-A of the Rules of Procedure, Provincial Assembly of The Punjab 1997, which was later passed by the House. The Resolution aims at giving suggestions for appropriate formulation of the next budget.

 

The Deputy Speaker then adjourned the session sine die.

8.              Regional Disparity میں کمی کے لیے ترقیاتی فنڈر کی فراہمی۔

9.              پولیس کی کارکردگی میں بہتری۔

10.           عدالتی نظام میں اصلاحات۔

11.           معزز ممبران کا ترقیاتی منصوبہ جات کی identification اور عملدرآمد میں موثر کردار۔

12.           تعلیم اور صحت میں مکمل شدہ منصوبوں کے لئے SNE کی منظوری اور مطلوبہ سٹاف کی فراہمی۔

13.           سیلاب سے تباہ شدہ اضلاع میں انفراسٹرکچر کی بحالی۔

14.           سڑکوں اور نہری نظام کی بہتری اور تعمیر و مرمت کے لئے زیادہ فنڈز کی فراہمی۔

15.           Farm to Market Roads کے لئے رقوم کی فراہمی۔

16.           پانچ بڑے شہروں میں پبلک ٹرانسپورٹ کی بہتری کے منصوبے۔

17.           غریب کسانوں کے لیے کھاد اور بیج کی ارزاں نرخوں میں فراہمی۔

18.           فنی شعبے میں نوجوانوں کے لیے تعلیم و روزگار کے مواقع کی فراہمی۔

19.           ترقیاتی سکیموں پر بروقت عملدرآمد کے لیے موثر نظام کا قیام۔

20.           ٹیکسوں کی وصولی کے نظام میں اصلاحات۔

21.           دانش سکولوں کی تعمیر کے ساتھ موجودہ تعلیمی نظام میں بہتری۔

22.           مہنگائی اور افراطِ زر میں کمی۔
