            A MINISTER to move that the Trusts (Amendment) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Trusts (Amendment) Bill 2011 be passed.

 

2.   THE TRANSFER OF PROPERTY (AMENDMENT) BILL 2011 (Bill No. 2 of 2011)

            A MINISTER to move that the Transfer of Property (Amendment) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Transfer of Property (Amendment) Bill 2011 be passed.


3.   THE PARTITION (AMENDMENT) BILL 2011 (Bill No. 3 of 2011)

            A MINISTER to move that the Partition (Amendment) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).


Question Hour: −

Questions relating to Home Department were asked and Rana Sanaullah Khan, Minister for Law & Parliamentary Affairs (holding additional charge) answered the questions.


Laying of Report:-

Raja Hanif Abbassi, Advocate presented the report of Standing Committee on Law & Parliamentary Affairs before the House in respect of “Notice of Amendments to the Rules of Procedure of the Provincial Assembly of the Punjab 1997”.

Mr. Muhammad Naeem Akhtar Khan Bhabha presented the reports of Standing Committee on Revenue, Relife and Consolidation before the House in respect of the following”

1.         The Punjab Laws (Amendment) Bill 2011 (Bill No. 9 of 2011)

2.         The Punjab Land Revenue (Amendment) Bill 2011 (Bill No. 10 of 2011)

3.         The Punjab Conferment of proprietary Rights on Occupancy Tenants and Muqarraridars Bill 2011 (Bill No. 11 of 2011)

4.         The Registration (Amendment) Bill 2011 (Bill No. 19 of 2011)

5.         The Hindu Disposition of Property (Amendment) Bill 2011 (Bill No. 20 of 2011)

6.         The Provincial Insolvency (Amendment) Bill 2011 (Bill No. 21of 2011)

Ms. Sakina Shaheen Khan presented the report of Standing Committee on Local Government and Rural Development before the House in respect of “The Punjab Local Government (Amendment) Bill 2011 (Bill No. 8 of 2011)”.

Rana Muhammad Afzal Khan presented the report of Special Committee before the House in respect of “Present Lease Amount of Khizrabad livestock farm Sargodha”.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Ms. Ghazala Saad Rafique, the House granted extension up to one month to Standing Committee on Education for laying its reports in respect of “Starred Questions No. 3435*, 3436* and 2481*”.

On a Motion moved by Ch. Abdul Razzaq Dhillon, the House granted extension up to one month to Special Committee for laying its report in respect of “Starred Question No. 3217* asked by Mrs. Ayesha Javed, MPA (W-355):.


Privilege Motions:-

One Privilege Motion was taken up. The motion of Mr. Ejaz Ahmad Kahlon regarding misbehavior of TMO, Tehsil Sargodha was kept pending,

The Motion was answered by Minister for Law and Parliamentary Affairs.


Adjournment Motions:-

Three Adjournment Motions were taken up. Motion moved by Ms Humaira Awais Shahid regarding increase in agriculture loan up to 300 billion resulting in 45 billion annual service cost,  motion moved by Shaikh Allaud Din regarding sale of formula milk for infants by multinational companies was kept pending till 31-3-2011, The motion moved by Mian Tariq Mehmood regarding change of status from “Village Common-land” to “Village Grazing-land” of 2423 kanals land located at Dinga, Gujrat by the Revenue Department were kept pending till the next session.

 

The Motions were answered by Minister for Law and Parliamentary Affairs.

LAYING OF REPORT

Minister for Law & Parliamentary Affairs laid the Annual report of the Punjab Pension Fund for the Year 2008-09 before the House.

INTRODUCTION OF BILLS:-

Minister for Law & Parliamentary Affairs introduced the following Bills which were referred by the Speaker to the concerned Standing Committees to submit its reports by 30th April 2011:

1.         The Lahore Ring Road Authority Bill 2011 (Bill No. 28 of 2011)

2.         The Antiquities (Amendment) Bill 2011 (Bill No. 25 of 2011)

3.         The Disabled Persons (Employment and Rehabilitation) (Amendment) Bill 2011 (Bill No. 26 of 2011)

4.         The Voluntary Social Welfare Agencies (Registration and Control) (Amendment) Bill 2011 (Bill No. 27 of 2011)

 

Consideration and Passage of Bills:-

Minister for Law & Parliamentary Affairs introduced the following Bills for consideration and their passage, as recommended by the respective standing committees, which were later on passed by the House.

Resolutions:-

1.         Dr. Zamurad Yasmin moved a resolution that the employees of some news papers and TV channels were deprived of salaries for the last many months while they were also being removed from their jobs and that House should request the Punjab Government to compel the owners of print and electronic media to pay salaries to their staffers on time. The Resolution was kept pending.

2.         Through a Resolution Shaikh Allaud Din demanded of the Federal Government to reinstate the tax Amnesty Scheme with the view that this would not only improve the investment condition, but would also help to redress the issue of unemployment. And this will also help to generate handsome revenue. The resolution was passed by the House.

The House was then adjourned till 10:00 am on Thursday, March 31, 2011.
