1.   THE QARSHI UNIVERSITY, MURIDKE BILL 2010 (BILL NO. 24 OF 2010)

            A MINISTER to move that the Qarshi University, Muridke Bill 2010, as recommended by Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the Qarshi University, Muridke Bill 2010 be passed.

 

2.   THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2011 (Bill No. 8 of 2011)

 

            A MINISTER to move that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 and other relevant provisions of rules ibid may be dispensed with under Rule 234 ibid, for consideration and passage of the Punjab Local Government (Amendment) Bill 2011.

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2011, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2011 be passed.

 

3.   THE PUNJAB LAWS (AMENDMENT) BILL 2011 (Bill No. 9 of 2011)

Rana Mashhood Ahmad Khan, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Agriculture Department were asked and Malik Ahmad Ali Aulakh, Minister for Agriculture answered the questions.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Ch. Abdul Razzaq Dhillon, the House granted extension up to one month to Special Committee for laying its report on “Starred Question No. 3204* asked by Mrs. Ayesha Javed, MPA (W-355):.

On a Motion moved by Mian Muhammad Naveed Anjum, the House granted one month extension to Special Committee for laying its report on “To consider the issue of increasing the fees in private educational institutions raised by Mian Naseer Ahmad, MPA (PP-155)”

Resolutions:-

Ch. Abdul Ghafoor, Minister for Food moved the following Resolution to declare 2011 as year of Pak-China Friendship which was unanimously passed by the House.

"حکومت پاکستان نے سال 2011 کو پاک چین دوستی کے سال کے طور پر منانے کا اعلان کیا ہے۔ وزیراعلیٰ پنجاب جناب محمد شہبازشریف نے بھی صوبہ پنجاب میں اس کو بھرپور طریقے سے منانے کا اعلان کیا ہے۔ اس کے لئے تمام شعبہ ہائے زندگی کے لوگوں کو اپنا کردار ادا کرنے کا موقع ملے گا جیسا کہ کاروباری لوگ، مختلف تنظیمیں، طالب علم، اساتذہ وغیرہ اس میں بھرپور طریقے سے شرکت کریں گے اور پورا سال مختلف قسم کے پروگرام عوام کی آگاہی کے لئے مرتب کئے جائیں گے۔ اس میں کوئی شک نہیں کہ پاک چین دوستی لازوال ہے۔ ہمالیہ سے اونچی، سمندر سے گہری اور شہد سے میٹھی ہے اس میں بھی کوئی شک نہیں ہے کہ چین نے ہمیشہ مشکل وقت میں پاکستان کی مدد کی ہے۔ جیسا کہ سیلاب، زلزلہ یا دہشت گردی کے خلاف چین نے بھرپور طریقے سے ہمارا ساتھ دیا ہے اور دنیا میں پاکستان کا ایک مخلص دوست ثابت ہوا ہے۔ اس سال کو منانے سے پاک چین دوستی مزید مضبوط ہوگی۔"

 

 

Through the following Resolution moved by Mr. Muhammad Mohsin Khan Leghari, the mover pleaded that the Federal Government should withdraw its decision of imposing 17% tax on agricultural inputs like tractors, pesticides, fertilizers through Presidential Ordinance. The resolution was unanimously passed by the House.

"یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ ٹریکٹرز ، زرعی ادویات، کھاد، بیج، زرعی آلات اور دیگر زرعی ضروریات  جو زراعت کیلئے ضروری ہیں، پر ایک آرڈیننس کے ذریعے عائد کردہ 17% ٹیکس کو فوراً واپس لیا جائے۔کیونکہ اس سے زرعی لوازمات کی قیمتیں آسمان کو چھونے لگیں گی اور یہ کسانوں کی پہنچ سے باہر ہو جائیں گی۔ اس سے ملک کی زرعی پیداوار پر منفی اثرات ہونگے اور یہ کسان دشمنی کے مترادف ہے۔ لہذا اس آرڈیننس کے تحت نافذ کردہ ٹیکس کو فوراً واپس لیا جائے۔"

 

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Ms. Faiza Ahmed Malik about injuring twelve passengers in a moving  bus by dacoits near Gujranwala Talwandi, Moosa Khan and other Call Attention Notice of Mrs.‏ Nargis Faiz Malik regarding murder of one passenger by dacoits at Pasroor Road, District Sialkot were disposed of, due to the absence of movers.

Privilege Motions:-

Eleven Privilege Motions were taken up. The motion of Mr. Ejaz Ahmad Kahlon regarding misbehavior of TMO, Tehsil Sargodha, motion of Ch. Muhammad Tariq Gujjar regarding misbehavior of Shaukat Abbas, SSP, Investigation, Gujranwala, motion of Ch. Zaheer-ud-Din regarding arrest of Ch. Moonis Elahi by FIA during Session without intimation to Speaker, motion of Ch. Muhammad Arshad regarding misbehavior of Secretary Irrigation, motion of Mr. Waseem Afzal Gondal regarding misbehavior of Shahnawaz Badar, Secretary Social Welfare, motion of Dr. Asad Muazzam regarding misbehaviour of Security staff of DCO Faislabad on his behalf and preventing the member from completing his services he had offered for the victims of bomb explosion and were under treatment at Civil Hospital Faisalabad, were kept pending till next session. The motion moved by Ms Farah Deeba accusing Ms Azam Zahid Bokhari for interrupting Dr Ghazala Rana during her speech and using indecent and abusive language against the mover and other lady members during Assembly Session on 21 March 2011, which breached their privilege, motion of Khawaja Muhammad Islam regarding misbehavior of Salieh Saeed, Deputy Secretary Admin, Health department, two motions with the same contents moved by Shaikh Allaud Din and Dr Ghazala Rana against their colleague Samina Khawar Hayat for throwing Cosmetics on Shaikh Allaud Din’s face during question hour on 30 March 2011 and using indecent language against him and his family members, thus breached the privilege of lady members and sanctity of the House and motion moved by Mr. Joel Amir Sahutra regarding misbehavior of Nargis Perveen Butt, DG Nursing were referred to the Privilege Committee.

The Motions were answered by Minister for Law and Parliamentary Affairs.

 

Adjournment Motions:-

 

Twenty two Adjournment Motions were taken up. On a motion moved by Ms Humaira Awais Shahid regarding increase in agriculture loan up to 300 billion resulting in 45 billion annual service cost, the Speaker directed to constitute a Committee on the matter. Five motions were moved by Shaikh Allaud Din, One regarding declaring The Mall, a no-protest area was disposed of. The motions regarding sale of formula milk for infants by multinational companies, motion against a known housing scheme initiated by a company, named Mian developers, who minted money from people through issuance of bogus allotment letters, motion about sale and purchase of land through fake Powers of Attorney and increase in the number of fake Registries by Sub-Registrar, at Nishtar town Lahore Cantt and motion regarding allowing the premesis of Lahore Fort for recreational activities by the Department concerned inspite of ban vide Antiquities Act 1975, motion moved by Dr. Muhammad Ashraf Chohan regarding embezzlement of funds and grants meant for local purchase of medicines at public hospitals, motion moved by Rana Tanveer Ahmad Nasir regarding non payment of allowance and increase in the salaries of Male mobilizers inducted by Population Welfare Department were kept pending till next session. Two motions of Mrs.‏ Khadija Umar one regarding illegal possession of Michi gate ground by land mafia and other regarding nepotism and appointment of favorite candidates through Punjab Service Commission, five motions of Ch. Aamir Sultan Cheema one regarding corruption being committed by Tahir Majid, Deputy Superintendent, District Jail Qasur, motion regarding delay in the construction of Tourist Resort at Wagha Border not withstanding the fact that land has been purchased for this purpose, motion about non-operational condition of Health Care Commission meant to provide health facilities to general public,  motion regarding Lahore becoming 32nd the most polluted city in the world due to heavy traffic and last motion regarding sale of fake pesticides/ medicines by the agricultural pharmaceutical companies at Shahpur, four motions of Mrs.‏ Samina Khawar Hayat, one regarding fight between doctors and relatives of the patients at Services Hospital Lahore and Nishtar Hospital Multan due to irresponsible attitude of the later at emergency wards, motion regarding delay in the construction of Tourist Resort at Wagha Border due to lack of interest of Government, motion regarding  murder of three people by American Embassy personnel at Mazang chungi chowk, Lahore who senselessly opened fire and last motion regarding torture of a barber at Bhowana at the hands of absconders and non registration of report by the local police, motion of Mr. Ejaz Ahmad Kahlon regarding interruption to conduct sports tournaments at school level in the Province of Punjab, motion of Ms. Zobia Rubab Malik regarding death of three employees due to spread of poisonous gas in a factory situated at Faisalabad were disposed of due to the absence of movers. Motion moved by Mr. Muhammad Mohsin Khan Leghari regarding spread of Foot and Mouth disease at District Dera Ghazi Khan was also disposed of.

Minister for Law & Parliamentary Affairs moved that “The Qarshi University, Muridke Bill 2010 (Bill No. 24 of 2010)”  as recommended by Standing Committee on Education be taken into consideration at once, which was later passed by the House.

After Suspension of rule 95(3) with rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the Minister for Law and Parliamentary Affairs moved that the following bills as recommended by respective standing committees be taken into consideration at once which were later passed by the House.
