RESOLUTION

 

1.   A MINISTER to move the following Resolution:-

 

یہ ایوان وفاقی حکومت سے اس امر کی پُرزور سفارش کرتا ہے کہ بجلی کے خالص منافع کی مد میں سال 2004-05 تک واجب الادا رقم جس کا تعین ہو چکا ہے۔ اس مد میں وفاقی حکومت بقایا رقم پنجاب حکومت کو فی الفور ادا کرے۔ مزید برآں صوبے کو 2004-05 کے بعد کی مدت کے لئے بجلی کے خالص منافع کی مد میں واجب الادا رقم کا جلدازجلد تعین کیا جائے اور یہ رقم بھی حکومت پنجاب کو ادا کی جائے تاکہ اس رقم کو صوبے کی ترقی کے لئے بروئے کار لایا جا سکے۔

CONSIDERATION AND PASSAGE OF AMENDMENTS IN THE RULES OF PROCEDURE

 

10. MOTION UNDER RULE 244-A TO AMEND THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997.

 

      A MINISTER to move that a special order be made under rule 225(2) read with rule 244-A(7) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for continuance of the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

 

      A MINISTER to move that the proposed amendments in Chapter IV, rule 22, 42, 83, 89, 91, 105, 112, 127, 128, First Schedule and Second Schedule of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, as recommended by the Standing Committee on Law and Parliamentary Affairs, be taken into consideration at once.

 

      A MINISTER to move that the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be passed.

Rana Mashhood Ahmad Khan, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

Panel of Chairmen:-

 

The Secretary Assembly announced the Panel of Chairmen for the session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997. The names of the Panel, in order of precedence, are as under:-

 

1.   Dr. Asad Ashraf, MPA (PP-138)

 

2.   Mian Yawar Zaman, MPA (PP-191)

 

3.   Sardar Muhammad Amanullah Khan Dreshak, (PP-249)

 

4.   Syeda Bushra Nawaz Gardezi, MPA (W-352)

 

 

Question Hour:-

 

Questions relating to Prisons Department were asked and Malik Muhammad Iqbal Channer, Minister for Prisons answered the questions. Taking notice of irresponsible answers from the Prisons Department, the acting Speaker constituted a five members committee comprising Malik Muhammad Iqbal Channer, Mr Nadeem Kamran, Mr Hassan Murtaza, Mr Ali Haider Noor Niazi and Ms Azma Zahid Bokhari to probe the incident of printing of sentence “The government better knows the reasons” and apprise the House about its findings in the next session.

Call Attention Notices:

 

Two Call Attention Notices were taken up. The Notice of Ms. Sajida Mir regarding bank dacoity of Rs. 2.5 million and injuring of one account holder on resistance by the dacoits at Factory area, Walton road and other Call Attention Notice of Dr. Asad Ashraf regarding killing of absconder Rana Nasir in cross firing during encounter at Rasal road by Jhang Bazar Faisalabad police were disposed of.

The Notices were answered by Minister for Law and Parliamentary Affairs.

 

 

 

Privilege Motions:-

 

Eight Privilege Motions were taken up. Two motions of Seemal Kamran regarding postponement of presentation of Annual Report of Bait-Ul-Mal for the year 2010 before the House and other motion for not laying Annual report of Principles of Policy for the year 2010 before the House, motion of Mr. Tariq Mehmood Sahi regarding misbehavior of Atta Ur Rahman, DSP, Muhammad Nawaz Virk, SHO and other police officials with the member concerned, motion of Ch. Ehsan-ul-Haq Ahsan Noulatia regarding derogatory remarks uttered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs about Prime Minister of Pakistan when he was asked by the journalists to comment as why Chief Minister Punjab does not attend the House were referred to the Privilege Committee. Two motions of Ch. Aamir Sultan Cheema one regarding for not laying Annual Report of “The Punjab Public Service Commission” for the year 2010 before the House and other motion for not laying yearly report of 2010 of “The Punjab Development cities Act 1976,” before the House as required under the Act and motion of Mrs. Samina Khawar Hayat regarding non presentation of Annual report of “The Punjab office of the Ombudsman” for the year 2010 before the House were kept pending till next session. The motion of Rai Muhammad Shahjahan Khan regarding misbehavior of officers of Food Department with the member concerned including Deputy Director Food Faisalabad, Mr Najam Ahmad Shah Director Food Punjab and Mr Irfan Illahi Secretary Food Punjab, as well as well misbehavior of Dr Khalid Fakhar MS Tehsil Headquarter Hospital Jaranwala was kept pending as mover was not present.

 

The Motions were answered by Minister for Law and Parliamentary Affairs.

 

 

Adjournment Motions:-

 

Four Adjournment Motions were taken up. Two Motions moved by Sheikh Allaud Din, one regarding increase in violence against women in Punjab during the last two year was kept pending till next session and other regarding lavish expending of Rs.60 Lakhs, on Inter College, Karianwala, District Gujrat where only 12 students are studying and motion of Seemal Kamran regarding recruitment of police constables on the provision of fake documents at Kasur were disposed of. The motion of Mr. Muhammad Ashraf Khan Sohna about illegal MBBS degree awarded to Muhammad Imtiaz Mubashir S/O Prof. Hussain Mubashir, Vice Chanceller of University of Health Sciences by Wah Medical College was kept pending till next session.

 

The Motions were answered by Minister for Law and Parliamentary Affairs.

 

 

 

Extension In Time Limit For Laying The Reports:-

 

On a motion moved by Dr. Muhammad Akhtar Malik, the House granted extension up to one month to Special Committee for laying its report on “Point of order raised by Dr. Muhammad Akhtar Malik MPA (PP-202) regarding the protest staged by young Doctors for increase in their salaries.

 

On a motion moved by Mr. Ijaz Ahmed Khan, the House granted extension up to two months to Standing Committee on Education for laying its reports on “Starred Question Nos. 3435*, 3436* and 2481*.

 

On a Motion moved by Humaira Awais Shahid, the House granted extension up to three months to Special Committee No. 9 for laying its report on “Adjournment Motion No. 51/2011” moved by her.

Resolution:-

 

Malik Ahmad Ali Aulakh, Minister for Agriculture through a resolution demanded immediate payment of arrears from the Federal Government to be paid to the Punjab Government under the head of the out standing dues for the year 2004-05 earned from profit of electricity. It was also demanded that profits after this year should also be fixed and paid to the Provincial Government so that the money could be used for the development of the Province. The resolution was Unanimously passed by the House.

CONSIDERATION AND PASSAGE OF AMENDMENTS IN THE RULES OF PROCEDURE

 

Minister for Law & Parliamentary Affairs introduced  the MOTION UNDER RULE 244-A TO AMEND THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997. The motion was passed by the House. Through this amendment the election for the Chief Minister will be held through division method.

 

GENERAL DISCUSSION ON BARDANA FOR PROCUREMENT OF WHEAT.

General discussion on Bardana for procurement of Wheat took place in the House. Ch. Abdul Ghafoor, Minister for Food opened and winded up the speech. Following members participated in the discussion: Ch. Ehsan-ul-Haq Ahsan Noulatia, Ch. Muhammad Shafique, Makhdoom Muhammad Irtaza, Mr. Ijaz Ahmed Khan, Rana Muhammad Arshad, Syed Hassan Murtaza, Malik Muhammad Waris Kallu, Rai Muhammad Aslam Khan, Syed Abrar Hussain Shah, Malik Adil Hussain Utra, Mr. Shahjahan Ahmad Bhatti and Mr. Tahir Iqbal Chaudhry.

The Chair then prorogued the Session.
