 Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

Panel of Chairmen:-

The Secretary Assembly announced the Panel of Chairmen for the session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997. The names of the Panel, in order of precedence, were as under: −

1.      Mehr Ishtiaq Ahmad, MPA (PP-150)

2.      Syed Zaeem Hussain Qadri, MPA (PP-154) 

3.      Dr. Muhammad Akhtar Malik, (PP-202)

4.      Syeda Bushra Nawaz Gardezi, MPA (W-352)

Question Hour: −

Questions relating to Higher Education Department were asked and Mian Mujtaba Shuja-ur-Rehman (holding additional charge), Minister for Excise & Taxation answered the questions.

 

Privilege Motions:-

Three Privilege Motions were taken up. The Motion moved by Ms. Seemal Kamran regarding misbehavior of Mr. Mubeen Butt, SHO Satokatla, Lahore with the member concerned, the Motion moved by Mr. Shahan Malik regarding misbehavior of Malik Ihsan Ullah, SHO Kalarkahar, with the member concerned, were kept pending till next week and the last Motion of Mrs. Samina Khawar Hayat regarding misbehavior of Mr. Qamar, SHO Allama Iqbal Town, Lahore, with the member concerned, was withdrawn by the member.

The Motions were answered by Minister for Law and Parliamentary Affairs.

 

Adjournment Motions:-

Sixteen Adjournment Motions were taken up.  Two Motions moved by Ch. Aamir Sultan Cheema, one regarding non-construction of “Pedestrian Bridge” opposite District Headquarter Hospital, Sargodha and other regarding newspaper report about spreading Dengue Virus in different districts of the Punjab were disposed of as the mover was not present, the Motion moved by Haji Muhammad Ishaq regarding a newspaper report about fraud in Excise and Taxation Department was disposed of, the Motion moved by Mr. Muhammad Ashraf Khan Sohna about illegal MBBS degree awarded to Mr. Muhammad Imtiaz Mubashir S/O Prof. Hussain Mubashir, Vice Chanceller of University of Health Sciences by Wah Medical College, the Motion moved by Mrs. Nighat Sheikh regarding a newspaper report about selling of unhygienic food items and joyland’s tickets in black and parking fee in various recreational parks in Lahore, the Motion moved by Mr. Shahjahan Ahmad Bhatti regarding non upgradation of Government Primary School, Shadbagh Coloney, Nankana Sahib to Elementary level by the authority concerned, four Motions moved by Ms. Zobia Rubab Malik, one regarding a newspaper report about misappropriation of Rs.20 million at University of Engineering & Technology Lahore, other Motion regarding selling of juice, which is liquid food of cats in Lahore, the Motion regarding ghost para medical institutes unearthed in Health Department were kept pending till next week on the request of the mover and the last Motion regarding impediment in development projects of Education sector due to decrease in budget, the Motion moved by Mrs. Samina Khawar Hayat regarding Gold Smiths’ deduction of two Rati Masha/Tola of gold at the time of purchase from the customers the gold had been sold to and lack of any law controling sale/purchase of gold, the Motion moved by Seemal Kamran regarding fraud in government commercial land included in Ring Road pack-11 by Mr. Khalid Ghumman, Naib Tehsildar, Mr. Arshad, Naib Tehsildar and Mr. Rafique, Kanogo, were disposed of as the movers were not present, the Motion moved by Ch. Zaheer-ud-Din regarding a newspaper report about tempering of official land record and allotting 10 marlas and170 feet of Government land to Mr. Muhammad Akram S/o Mr. Muhammad Jamil by Mrs. Sameen Jan, Ex-Revenue Officer and Mr. Irfan, Patwari, three Motions moved by Shaikh Allaud Din, one regarding sub-standard CNG Conversion Kits and Fitness Certificates issued by Motor Vehicle Examiner without physical check-up of the vehicles, other Motion suggesting limiting number of attendants of a marriage ceremony (Baratis) to 200 and Penal Excise Duty @300 per head be collected from the Hotels/Banquette Halls on number of Baratis exceeding 200, and the last Motion regarding selling of expired life-saving medicines in the Punjab were kept pending till next session.  

 

The Motions were answered by Minister for Law and Parliamentary Affairs.

 

The House was then adjourned till 3:00 pm on Monday, September 12, 2011.
