اس ایوان کی رائے ہے کہ غربت کے خاتمے کے لئے بنگلہ دیشی گرامین بینک جس کا بانی نوبل انعام یافتہ ہے کی طرز اور اغراض و مقاصد پر ایک Micro-Credit-Bank قائم کیا جائے جو دیہی اور مضافاتی علاقوں کے غریبوں کو بغیر کسی ضمانت کے چھوٹے قرضہ جات فراہم کرے جس سے وہ اپنی مہارتوں کو بروئے کار لا کر اپنی معاشی حالت سنوار سکیں اور قومی پیداواری عمل میں حصہ دار بن سکیں

اس ایوان کی رائے ہے کہ تنازعات کے حل اور مقامی جھگڑے طے کرنے کے لئے فوری انصاف مہیا کرنے کا حامل پنچائتی نظام بہت موثر ہے تاہم ضرورت اس امر کی ہے کہ دیہی کونسلوں/پنچائتوں/غیر رسمی نظام انصاف کو قانونی فریم ورک کے تحت لایا جائے۔یہ ایوان سفارش کرتا ہے کہ اس نظام کو قانونی فریم ورک میں لا کر اس پنچائتی نظام کو مستحکم کرنے کے ساتھ ساتھ پنچائتوں کا کردار بھی متعین کیا جانا چاہیے۔ پنچائیت آئین کی پابند ہو اور ان کا احتساب ہو سکے۔ انہیں اسلام اور آئین کے تحت حاصل انسانی حقوق کی خلاف ورزی کرنے کی اجازت نہ ہو۔

اس ایوان کی رائے ہے کہ یوٹیلٹی سٹور کی طرز پر پنجاب حکومت بھی متوسط طبقہ کو سستی اور معیاری اشیاء کی فراہمی کی غرض سے فیئر پرائس شاپس قائم کرے ۔

اس ایوان کی رائے ہے کہ دیہی علاقوں اور شہروں سے دور مقامات پر ایم بی بی ایس ڈاکٹروں کا خدمات دینے سے احتزار سے صحت کی سہولیات کا میسر نہ آنا ایک المیہ ہے۔ اس صورتحال سے عطائی اور غیر مستند حکیم غریب لوگوں کا استحصال کر رہے ہیں اور ان کی زندگیوں سے کھیل رہے ہیں۔ چونکہ مسئلہ کے عملی حل کی ضرورت ہے۔ لہذا اس ایوان کی رائے ہے کہ حکومت ایم بی بی ایس کے دو یا تین سالہ Condensed Course کا اجراء کرے اور کامیاب طلبا کو جونیئر ڈاکٹر یا Associate خدمات Doctor کا نام دیا جائے۔ خواہشمند طلبا کو داخلہ اس شرط پر دیا جائے کہ وہ کم از کم دس سال تک رورل ایریاز میں خدمات سرانجام دینے کا بونڈ دینے کو تیار ہیں۔

اس ایوان کی رائے ہے کہ حکومت صوبہ پنجاب میں پانچ مرلہ سکیم کے تحت مستحقین/غرباء کو بغیر کسی معاوضہ کے رہائشی پلاٹ الاٹ کرے اور گھر بنانے کے لئے آسان شرائط پر بغیر سود کے قرضہ کی سہولت بھی دے۔

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Question Hour: −
Questions relating to Revenue and Colonies Department were asked and Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs (holding additional charge) answered the questions.
Privilege Motion:
Only one Privilege Motion was taken up, which was moved by Malik Muhammad Abbas Raan regarding misbehavior of Mr. Sadat, DSP Delhi Gate, Multan with the member concerned, was referred to the Privilege Committee.
The Motion was answered by Minister for Law and Parliamentary Affairs.
At this stage Mr. Speaker welcomed Honorable guest Dr. Andrzej Ananicz, Ambassador of the Republic of Poland to Pakistan.
Adjournment Motions:-
Nine Adjournment Motions were taken up. The Motion moved by Ch. Aamir Sultan Cheema, regarding non-construction of “Pedestrian Bridge” opposite District Headquarter Hospital, Sargodha, the Motion moved by Mr. Shahjahan Ahmad Bhatti demanding upgradation of Government Primary School, Shadbagh Coloney, Nankana Sahib to Elementary level by the authority concerned, four Motions moved by Ms. Zobia Rubab Malik, one regarding a newspaper report about misappropriation of Rs.20 million at University of Engineering and Technology Lahore, the Motion regarding selling of juice in Lahore, which is liquid food of cats, were disposed of, the Motion regarding ghost para medical institutes unearthed in Health Department and the last Motion regarding impediment in development projects of Education sector due to decrease in budget, the Motion moved by Ch. Zaheer-ud-Din regarding a newspaper report about tempering of official land record and allotting 10 marlas and170 feet of Government land to Mr. Muhammad Akram S/o Mr. Muhammad Jamil by Mrs. Sameen Jan, Ex-Revenue Officer and Mr. Irfan, Patwari were kept pending till next week, two Motions moved by Shaikh Allaud Din, one regarding sub-standard CNG Conversion Kits and Fitness Certificates issued by Motor Vehicle Examiner without physical check-up of the vehicles and other Motion suggesting limiting number of attendants of a marriage ceremony (Baratis) to 200 and Penal Excise Duty @300 per head be collected from the Hotels/Banquette Halls in case of number of Baratis exceeding 200, were disposed of.
The Motions were answered by Minister for Law and Parliamentary Affairs.
Private Members Day:-
Resolutions on Matters of General Public Interest:-
1. The Resolution moved by Ch. Aamir Sultan Cheema regarding establishing Micro-Credit-Bank on the basis of Gramen Bank, Bangladesh, to overcome poverty and provide micro credits to the poor, was withdrawn by the mover.
2. The Resolution moved by Humaira Awais Shahid highlighting the effectiveness of Panchayat System for resolving the local disputes and stressed upon the need to bring this system into Constitutional and legal framework. The Resolution was passed by the House.
The House was then adjourned till 10:00 am on Wednesday, September 14, 2011.
