1.   THE PUNJAB POWER DEVELOPMENT BOARD BILL 2010 (Bill No. 8 of 2010)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for the continuance of the Punjab Power Development Board Bill 2010.

            A MINISTER to move that the Punjab Power Development Board Bill 2010, as recommended by Standing Committee on Irrigation and Power, be taken into consideration at once.

            A MINISTER to move that the Punjab Power Development Board Bill 2010 be passed.

 

2.   THE REGISTRATION (AMENDMENT) BILL 2011 (Bill No. 19 of 2011)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for the continuance of the Registration (Amendment) Bill 2011.

            A MINISTER to move that the Registration (Amendment) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Registration (Amendment) Bill 2011 be passed.

 

3.   THE EPIDEMIC DISEASES (AMENDMENT) BILL 2011 (Bill No. 13 of 2011)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for the continuance of the Epidemic Diseases (Amendment) Bill 2011.

            A MINISTER to move that the Epidemic Diseases (Amendment) Bill 2011, as recommended by Standing Committee on Health, be taken into consideration at once.

            A MINISTER to move that the Epidemic Diseases (Amendment) Bill 2011 be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Housing, Urban Development and Public Health Engineering Departments were asked and Mr. Zafar Iqbal Nagra, Parliamentary Secretary for Housing & Urban Development and Public Health Engineering answered the questions.

Call Attention Notices:-

Two Call Attention Notices were taken up. Notice moved by Dr. Muhammad Ashraf Chohan regarding a newspaper report about assassination of Mr. Shakeel and Mr. Asghar by unidentified dacoits near Nowshera Virkan, Gujranwala and other notice of Ms. Faiza Ahmed Malik regarding a newspaper report about injuring Dr. Saleem during a dacoity in Lahore, were disposed of as the mover was not present.

Adjournment Motions:-

 

Ten Adjournment Motions were taken up. Three motions moved by Seemal Kamran, one regarding a newspaper report about keeping milk giving animals like cows at new Samanabad, Lahore was kept pending till tomorrow, second motion regarding a newspaper report about corruption in The Revenue Department and the last motion regarding a newspaper report about corruption at the new cattle market, Shahpur Kanjra by its contractor Mr. Nawaz, the Motion moved by Mrs.Amna Ulfat regarding a newspaper report about lack of public transport facilities for the people of Lahore due to lack of planning by the Transport department, the Motion moved by Mr. Ejaz Ahmad Kahlon regarding inundation of agri-land due to flood at river Sutlej, the Motion moved by Ms. Sajida Mir regarding a newspaper report about high prices of commodities in Punjab, were disposed of, the Motion moved by Ms. Faiza Ahmed Malik regarding not inviting any women parliamentarians in the meetings held by Minister for Social Welfare and Woman Development, two motions moved by Dr. Muhammad Akhtar Malik, one regarding a newspaper report about selling of toxic liquor in Multan during Eid-ul-Fitar days and other regarding a newspaper report about 36 people died and hundreds of thousands became homeless due to flood/heavy rains in the Province, were disposed of as the movers were absent, the Motion moved by Ch. Aamir Sultan Cheema regarding discrimination in allotting government land to the poor at Toba Tak Singh District, was kept pending till next session.

The Motions were answered by Minister for Law and Parliamentary Affairs.

“The Report on Appropriation Accounts of Government of the Punjab for the year 2005-06 Vol-I,II,III” was referred to PAC-II to submit its report within one year,

“The Report on Appropriation Accounts of Government of the Punjab for the year 2006-07” was referred to PAC-I to submit its report within one year,

“The Report on Appropriation Accounts of Government of the Punjab for the year 2008-09” was referred to PAC-I to submit its report within one year,

“The Report on Finance Accounts of Government of the Punjab for the year 2005-06” was referred to PAC-II to submit its report within one year,

“The Audit Report on the Accounts of Drought Recovery Assistance Programme Projects (DRAPP) of Government of the Punjab for the year 2008-09” was referred to PAC-I to submit its report within one year.

Bills:-

Minister for Law & Parliamentary Affairs introduced the following Bills:

“THE Punjab Bounded Labour System (Abolition) (Amendment) BILL 2011 (Bill No. 42 of 2011)” and “THE Agricultural Pesticides (Amendment) BILL 2011 (Bill No. 43 of 2011)”.  The Bills were referred to the concerned Standing Committees for submitting their reports up to 31 October, 2011.

Minister for Law & Parliamentary Affairs laid the following Bills, which were referred to the Standing Committee on Labour and Human Resource to submit its reports up to 31st October, 2011 before the House:

“The Punjab Maternity Benefit (Amendment) Bill 2011 (Bill No. 39 of 2011)”,

“The Punjab Worker’s Children (Education) (Amendment) Bill 2011 (Bill No. 40 of 2011)”

“The Punjab Workmen’s Compensation (Amendment) Bill 2011 (Bill No. 41 of 2011)”

The Punjab Power Development Board Bill 2010 (Bill No. 8 of 2010), which was passed by the House.

“The Registration (Amendment) Bill 2011 (Bill No. 19 of 2011)”, which was passed by the House.

“The Epidemic Diseases (Amendment) Bill 2011 (Bill No. 13 of 2011)”, which was passed by the House.

At this stage, the House welcomed the Honorable guest Mr. K.W.Kim, President LG Electronics for Middle East and Africa which is introducing Anti Dengue Air Conditioner in Pakistan.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Seemal Kamran, the House granted extension up to one month to The Special Committee for laying its report on “To consider the issue of increasing fees by private educational institutions raised by Mian Naseerr Ahmad, MPA (PP-155)”.

On a Motion moved by Mr. Ijaz Ahmed Khan, the House granted extension up to one month to The Special Committee No 10 for laying its report on “Adjournment Motion No. 776 of 2010 moved by Mian Tariq Mehmood, MPA (PP-113)”.

On a Motion moved by Mr. Ijaz Ahmed Khan, the House granted extension up to two months to The Standing Committee on Education for laying its reports on “Starred Question Nos. 3435*, 3436* and 2481*.

On a Motion moved by Malik Muhammad Waris Kalo, the House granted extension up to 30th November, 2011 to Committee on Privileges for laying its reports on “Privilege Motion Nos.51 for the year 2008, 23,28,31,42,50 and 57 for the year 2009, 5,10,21 and 38 for the year 2010, 9,13,16,23,24,25,28,36,44,45,47,48,50,51,53,54,56,64 and 66 for the year 2011. 

The House was then adjourned till 9:00 am on Friday, September, 16, 2011.
