Rana Mashhood Ahmad Khan, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Panel of Chairmen:-
The Secretary Assembly announced the Panel of Chairmen for the session, as envisaged in Rule 13 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997. The names of the Panel, in order of precedence, are as under: −
1. Mehr Ishtiaq Ahmad, MPA (PP-150)
2. Syed Zaeem Hussain Qadri, MPA (PP-154)

Oath:-
The member-elect Peer Khizar Hayat Shah Khagga (PP-220) and Mr. Ehsan-ul-Haq Chaudhary (PP-275) took oath as member of the Punjab Assembly Acting Speaker administered the oath
Fateha:-
The House offered fateha for the martyrs of NATO air attack at Salala Check Post and for Begum Nusrat Bhutto former PPP Chairperson.
The House also prayed for good health of Mr. Asif Ali Zardari, President of Pakistan and Pir Pagara Head of PML-F.
Question Hour: −
Questions relating to Excise and Taxation Department were asked and answered by Mian Mujataba Shuja-ur-Rehman, Minister for Excise and Taxation.
Government Business:-
Resolution:
The House unanimously passed the following resolution moved by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs, condemning the pre-dawn NATO air strikes in Mohmand Agency on November 26 besides endorsing the decisions of getting Shamsi Airbase vacated and boycotting Bonn Conference, and blocking NATO supplies. The House considered the attack on Salala Check Post an assault on the integrity and solidarity of Pakistan.

"صوبائی اسمبلی پنجاب کا یہ ایوان مورخہ 26نومبر2011 کی صبح، مہمند ایجنسی کے علاقے سلالہ میں قائم پاکستانی سکیورٹی فورسز کی چیک پوسٹ پر نیٹو فورسز کے ہیلی کاپٹرز کے حملے پر شدید غم و غصہ کا اظہار کرتا ہے اور اس پر سراپا احتجاج ہے۔ یہ ایوان اس اشتعال انگیز حملے کو پاکستان کی سالمیت اور خودمختاری پر براہ راست حملہ تصور کرتا ہے۔ یہ ایوان اس حملے کے نتیجے میں جام شہادت نوش کرنے والے پاک فوج کے جوانوں اور افسران کو خراج عقیدت پیش کرتا ہے۔ یہ ایوان نیٹو سپلائی بند کرنے، شمسی ایئربیس خالی کرانے اور Bonn کانفرنس کے بائیکاٹ جیسے عوامی امنگوں کے مطابق کئے گئے فیصلوں کی مکمل حمایت کرتا ہے۔ یہ ایوان پاک افواج کے ساتھ مکمل اظہار یکجہتی کرتا ہے اور انہیں اپنی مکمل حمایت کا اعادہ کرتا ہے۔"
Call Attention Notices:-
A Call Attention Notice moved by Ms. Zobia Rubab Malik regarding rape and assassination of eleven years old girl named Bisma, resident of Hanjarwal, Lahore was disposed of.
The Notice was answered by Minister for Law and Parliamentary Affairs.
At this stage, the quorum was pointed out and the House was then adjourned till 10:00 am on Tuesday, December, 13, 2011.
