            A MINISTER to lay the Appropriation Accounts for the years 2007-2008 (Vol-I, Vol-II, Vol-III, Vol-IV, Vol-V) & 2009-10 of Government of the Punjab.

 

2.   APPROPRIATION ACCOUNTS OF FOREST DEPARTMENT, GOVERNMENT OF THE PUNJAB FOR THE YEAR 2009-10.

 

            A MINISTER to lay the Appropriation Accounts of the Forest Department, Government of the Punjab for the year 2009-10.

 

3.   AUDIT REPORT ON THE ACCOUNTS OF GOVERNMENT OF THE PUNJAB (WORKS) FOR THE YEAR 2010-11.

 

            A MINISTER to lay the Audit Report on the Accounts of Government of the Punjab (Works) for the year 2010-11.

 

4.   AUDIT REPORT ON THE ACCOUNTS OF GOVERNMENT OF THE PUNJAB FOR THE YEAR 2010-11.

 

            A MINISTER to lay the Audit Report on the Accounts of Government of the Punjab for the year 2010-11.

 

5.   AUDIT REPORT ON THE ACCOUNTS OF GOVERNMENT OF THE PUNJAB (REVENUE RECEIPT) FOR THE YEAR 2010-11.

 

            A MINISTER to lay the Audit Report on the Accounts of Government of the Punjab (Revenue Receipt) for the year 2010-11.

 

6.   AUDIT REPORT ON THE ACCOUNTS OF PUBLIC SECTOR ENTERPRISES, GOVERNMENT OF THE PUNJAB (COMMERCIAL AUDIT) FOR THE YEAR 2010-11.

 

            A MINISTER to lay the Audit Report on the Accounts of Public Sector Enterprises, Government of the Punjab (Commercial Audit) for the year 2010-11.

 

7.   ANNUAL REPORT ON OBSERVANCE AND IMPLEMENTATION OF PRINCIPLES OF POLICY IN RELATION TO THE AFFAIRS OF PUNJAB FOR THE YEAR 2010.

 

            A MINISTER to lay the Annual Report on Observance and Implementation of Principles of Policy in Relation to the Affairs of Punjab for the year 2010.

 

(b) CONSIDERATION AND PASSAGE OF BILLS

 

1.   THE PROVINCIAL INSOLVENCY (AMENDMENT) BILL 2011 (BILL No.21 of 2011)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for continuance of the Provincial Insolvency (Amendment) Bill 2011.

            A MINISTER to move that the Provincial Insolvency (Amendment) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Provincial Insolvency (Amendment) Bill 2011 be passed.

 

2.   THE CHARITABLE AND RELIGIOUS TRUSTS (AMENDMENT) BILL 2011 (Bill No.22 of 2011)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for continuance of the Charitable and Religious Trusts (Amendment) Bill 2011.

            A MINISTER to move that the Charitable and Religious Trusts (Amendment) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Charitable and Religious Trusts (Amendment) Bill 2011 be passed.

 

3.   THE PUNJAB CONFERMENT OF PROPRIETARY RIGHTS ON OCCUPANCY TENANTS AND MUQARRARIDARS BILL 2011 (Bill No.11 of 2011)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for continuance of the Punjab Conferment of Proprietary Rights on Occupancy Tenants and Muqarraridars Bill 2011.

            A MINISTER to move that the Punjab Conferment of Proprietary Rights on Occupancy Tenants and Muqarraridars Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Punjab Conferment of Proprietary Rights on Occupancy Tenants and Muqarraridars Bill 2011 be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Transport Department were asked and answered by Mr. Muhammad Khurram Gulfam Parliamentary Secretary for Transport.

Laying of Report:-

Dr. Asad Ashraf presented the report of Special Committee before the House in respect of “Point of order raised by Dr Muhammad Akhtar Malik MPA (PP-202) regarding the protest being staged by young doctors for increase in their salaries”.

Malik Muhammad Waris Kallu presented the reports of Standing Committee on Privileges before the House in respect of “Privilege Motion No. 42 for the year 2009, 44,45,47,50,54 and 66 for the year 2011”.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice moved by Ms. Azma Zahid Bukhari about snatching of money and then killing of Mr Ramzan, resident of Maraj park, Kot Abdul Malik by dacoits near Ravi Bridge and the other Notice moved by Mrs Faiza Ahmad Malik regarding killing of one Security Guard and injuring another alongwith two police officials during cash van plundered by dacoits at Raiwind Road Lahore were disposed of.

The Notices were answered by Malik Nadeem Kamran Minister for Zakat & Ushr.

 

Adjournment Motions:-

Sixteen Adjournment Motions were taken up. Four Motions moved by Seemal Kamran, one regarding shortage of Urea fertilizer at various districts of South Punjab was disposed of as mover withdrew her motion, the second motion regarding a ten years old boy, who lost his sight due to the extreme torture committed by fake “Pir”, third motion regarding torture being done to lady Health Workers protesting for non payment of their salaries, jointly by police officials and traders were disposed of and the last motion regarding protest extended by thousands of students of Board of Intermediate and Secondary Education, Gujranwala, for wrong marking and tampering in the Result Cards of Part-1 Intermediate was kept pending till the next week. Three motions moved by Shaikh Allaud Din, one regarding illegal possession of lands around Dingys and water courses in Punjab in connivance of Revenue staff, thus narrowing down their spaciousness, the second motion regarding construction of illegal shops and encroachments on the land possessed by Railway Department thus disturbing smooth running of traffic in Lahore and the last motion regarding non payment of pension to the retired employees of Market Committees at Okara District, two motions moved by Syeda Majida Zaidi, one regarding creation of artificial shortage of Urea fertilizer in Punjab in connivance with Agriculture officers and the other motion regarding non publication of results and occurrence of number of mistakes in the results of all Boards of Intermediate and Secondary Education of Punjab for grade 9th, 10th, 11th and 12th were kept pending till next week. While the third motion regarding stoppage and non provision of free medicines to the patients by the Administration of Lady Wallington Hospital and lack of good governance in the hospital was disposed of. The Motion moved by Ms. Zobia Rubab Malik about protest expressed by students due to number of mistakes occurred in the result of Intermediate Part-1, held by different Boards of Intermediate and Secondary Education of Punjab, the motion moved by Mrs. Khadija Umar about protest extended by lady Health Workers for non payment of their salaries and torture at the hands of traders and Police officials, the motion moved by Ms. Azma Zahid Bukhari regarding deceiving of innocent people at the hands of fake “Pirs” and “foretellers”, the motion moved by Mr. Ejaz Ahmad Kahlon regarding occurrence of technical fault in online system of Intermediate and Secondary Education Board Gujranwala, resulted in the delay in publication of intermediate Result and protest by the students,  the motion moved by Mrs. Samina Khawar Hayat regarding depriving Professors and Non-teaching staff of six Colleges in Lahore of their salaries on the occasion of Eid-ul-Azha, the motion moved by Mrs. Qamar Aamir Ch regarding changing status of General Doctors to Teaching Cadres by a certain group of doctors in violation of rules thus favoring their favorite candidates were kept pending till next week.

The Motions were answered by Malik Nadeem Kamran Minister for Zakat & Ushr.

Minister for Zakat & Ushr laid the following Reports before the House.

1.   “APPROPRIATION ACCOUNTS FOR THE YEARS 2007-2008 (Vol-I, Vol-II, Vol-III, Vol-IV, Vol-V) & 2009-10 OF GOVERNMENT OF THE PUNJAB;

3.   “AUDIT REPORT ON THE ACCOUNTS OF GOVERNMENT OF THE PUNJAB (WORKS) FOR THE YEAR 2010-11;

4.   AUDIT REPORT ON THE ACCOUNTS OF GOVERNMENT OF THE PUNJAB FOR THE YEAR 2010-11;

5.   AUDIT REPORT ON THE ACCOUNTS OF GOVERNMENT OF THE PUNJAB (REVENUE RECEIPT) FOR THE YEAR 2010-11;

6.   AUDIT REPORT ON THE ACCOUNTS OF PUBLIC SECTOR ENTERPRISES, GOVERNMENT OF THE PUNJAB (COMMERCIAL AUDIT) FOR THE YEAR 2010-11; and

At this stage, the quorum was pointed out and the House was then adjourned till 9:00 am on Friday, December, 16, 2011.
