Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Local Government & Community Development Department were asked and answered by Ch. Abdul Razzaq Dhillon, Parliamentary Secretary for Local Government & Community Development.

 Fateha:-

The House offered fateha for Former Prime Minister Benazir Bhutto on her 4^th Death Anniversary.

Privilege Motions:-

Two Privilege Motions were taken up. The motion moved by Hafiz Muhammad Qamar Hayat Kathiya regarding misconduct of Malik Waris, S.H.O Shorkot with the member concerned was referred to the Privilege Committee and the other motion of Ms. Rifat Sultana Dar regarding misconduct of a Police officer with the member concerned was kept pending till next week.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Extension In Time Limit For Laying The Reports:-

On Motions moved by Mr. Ijaz Ahmed Khan, the House granted extension up to one month to Special Committee No. 10 for laying its report on “Adjournment Motion No. 776 of 2010 moved by Mian Tariq Mahmood, MPA (PP-113) and on another motion, the House granted extension up to one month to the Standing Committee on Law and Parliamentary Affairs for laying its reports on “The Provincial Assembly of the Punjab Privileges (Amendment) Bill 2008 (Bill No.15 of 2008) moved by Ch. Aamar Sultan Cheema, MPA(PP-32), The Provincial Assembly of the Punjab Privileges (Amendment) Bill 2008 (Bill No.17 of 2008) moved by Mrs Amna Ulfat, MPA(W-356) and the Provincial Assembly of the Punjab Privileges (Amendment) Bill 2009 (Bill No.6 of 2009) moved by Ch. Muhammad Asad Ullah, MPA(PP-106)”.

Motion under rule 150 (1):-

Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan moved a motion under rule 150 (1) of ROP, regarding electing Mr. Ehsan-ul-Haque Ch, MPA (PP-275) as Member Standing Committee on Cooperative against the seat vacated by Ch. Mumtaz Ahmed Jajja, electing Ms. Safina Saima Khar MPA(W-338) as Member Standing Committee on Colonies against the seat vacated by Malik Khurram Ali Khan and electing Mr. Peer Khizar Hayat Shah Khagga MPA (PP-220) as Member Standing Committee on Agriculture against the seat vacated by Walayat Shah, was unanimously passed by the House.

Adjournment Motions:-

Twenty Four Adjournment Motions were taken up. The motion moved by Ch. Zaheer-ud-Din regarding tempering the official record and allotting 10 marlas and 170 sq.ft Government land to Muhammad Akram S/o Muhammad Jamil by Sameen Khan, Ex-Revenue Officer and Mr Irfan, Patwari, the motion moved by Sardar Khalid Saleem Bhatti regarding not taking action against illegal flour mills and marble factories in PP-233 in member’s concerned constituency by the Environmental Protection Department, the motion moved by Mrs.‏ Samina Khawar Hayat regarding delay in the development of Tourist Resort project at Wagah Border, the motion moved by Ms. Azma Zahid Bukhari regarding deceiving innocent people at the hands of fake “Pirs” and “foretellers”, two motions moved by Shaikh Allaud Din, regarding construction of illegal shops and encroachments on the land possessed by Railway Department thus disturbing smooth running of traffic in Lahore, five motions moved by Mrs.‏ Nighat Sheikh, one regarding delay in the start of B.Sc Crime Studies classes at Police Training Institute Sahala, the second motion regarding wrong information provided in the syllabus books printed by Punjab Text Book Board for the classes from 1 to 10,  the third motion regarding non-issuance of Certificates and Diplomas to the students of different medical faculties resulting in shortage of technical staff in different government hospitals, the fourth  motion regarding twenty eight Colleges in four districts of Punjab working without regular Principals and the last motion regarding failure of Electronic Parking System due to poor planning, the motion moved by Mr. Javed Alla-ud-Din Sajid regarding construction of foot bridges on every 2 Kms during rehabilitation of LBDC, the motion moved by Mian Tariq Mahmood regarding Police support to the culprits of gang rape incident happened to a wife of Muhammad Azam s/o Muhammad Khalil, the motion moved by Ch Shaukat Mahmood Basra regarding corruption occurred in Punjab Rural Sports Programme, the motion moved by Rai Ijaz Hussain regarding non installation of Water Treatment Plants by the textile mills and dying printing factories at Faisalabad, the motion moved by Raja Shaukat Aziz Bhatti regarding forcefully acquiring and constructing Research Centre of ARID Agriculture University, Rawalpindi, the motion moved by Hafiz Muhammad Qamar Hayat Kathiya about demolition and then  shifting of Lady Willington Hospital to Lari Adda, the motion moved by Mr. Muhammad Tariq Amin Hotyana about failure in the collection of Motor Vehicles Tax in terms of Token Tax  in Punjab by Excise and Taxation Department for government vehicles, the motion moved by Mian Muhammad Rafiq regarding collision between van and truck occurred at Vehari Multan road due to brusting of CNG celender installed in the van were kept pending till next week. Two motions moved by Seemal Kamran, one regarding corruption occurred in C&W Department and embezzlement of funds allocated for the renovation of Police offices and other motion regarding injury occurred to 25 students due to the collapse of ceiling in a school located at Fazalpura, Munnuabad, the motion moved by Mr. Shahjahan Ahmad Bhatti regarding  declaring under construction Main Railway Road as substandard, by NESPAK constructed in Nankana Sahib worth Rs.13 crore, the motion moved by Mrs.‏ Qamar Aamir Ch about attempts to make provision of free tests of Hepatitis as unsuccessful in different hospitals of Punjab by Specialist Doctors in connivance with administration and the motion moved by Azma Zahid Bokhari regarding embezzlement of Rs.50 million and corruption in Small Dams Project in Punjab were disposed of.

Private Members Day:-

Resolutions on Matters of General Public Interest:-

1.         The Resolution moved by Sardar Khalid Saleem Bhatti regarding installation of Water Treatment Plant at Burewala city as installed in Lahore was kept pending till next week.

اس ایوان کی رائے ہے کہ  حکومت لاہور کی طرح، بورے والا شہر میں بھی واٹر ٹریٹمنٹ پلانٹ نصب کرنے کے اقدامات اٹھائے تاکہ بورے والا کے شہریوں کو بھی صاف پینے کا پانی مل سکے۔

2.         The Resolution moved by Ch. Zaheer-ud-Din was kept pending till next week in which he has demanded the Punjab Government to recommend to the centre to stop wastage of billion dollars loans being paid by International Monetary Organization to save lacs of acres of land from water logging in different districts of the Punjab.

اس ایوان کی رائے ہے کہ حکومت پنجاب وفاقی حکومت سے مطالبہ کرے کہ پنجاب کے مختلف اضلاع کی لاکھوں ایکڑ زرعی زمین کو سیم و تھور کی وجہ سے بنجر ہونے سے بچانے کے لئے سکارپ (SCARP)  گئے منصوبوں کے لئے بین الاقوامی مالیاتی اداروں سے قرض پر حاصل کئے کے اربوں ڈالرز کے ضیاع کو روکا جائے۔

3.         The Resolution moved by Humaira Awais Shahid demanding formulation of a comprehensive policy regarding protection of child rights and revision in syllabus to ensure proper public awareness about mother child health facilities to masses was unanimously passed by the House.

اس ایوان کی رائے ہے کہ کم سن بچوں کے حقوق کے تحفظ

(Child Protection)      اور ان کو  درپیش مشکلات اور زچہ بچہ کی صحت کے حوالے سے آگاہی پیدا کرنے کی غرض سے نصاب تعلیم پر نظرثانی سمیت صحت و تعلیم کے بنیادی نظام کے حوالے سے ایک جامع پالیسی مرتب کی جائے۔

4.         The House unanimously adopted the Resolution moved by Shaikh Allaud Din recommending the Centre to introduce amendments in Marriage Functions (Prohibition of Ostentatious Displays and Wasteful Expenses) Ordinance 2000 and Criminal Procedure Code to declare firing on the occasions of marriage and other functions to be a non bailable offence.

یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ

 Marriage Functions (Prohibition of Ostentatious Displays and Wasteful Expenses) Ordinance 2000 اور ضابطہ فوجداری کی تمام متعلقہ دفعات میں ایسی ترامیم کی جائیں کہ شادی بیاہ اور دیگر  تقریبات کے موقع پر فائرنگ کے جرم کو ناقابل ضمانت قرار دیا جائے۔

5.         The Resolution moved by Mr. Muhammad Tariq Amin Hotyana regarding payment of 7% cost of Living Allowance to retired government officials, who retired during 1995 to 2001 was kept pending till next week.

6.         Through a Resolution Ms. Sajida Mir demanded that immediate steps to be taken by the Punjab Government to get rid of contaminated water provided to the residents of Lahore via pipelines which may result in spreading of deadly epidemics which was kept pending till next week.

اس ایوان کی رائے ہے کہ پانی اللہ تبارک و تعالیٰ کی ایک بہت بڑی نعمت ہے جس کے بغیر نوع انسانی کا گزارہ ناممکن ہے مگر گزشتہ کچھ عرصے سے لاہور کے مختلف علاقوں سے پانی میں غلاظت کی خبریں آنا معمول بن گئی ہیں۔ نلکوں سے گندا پانی آنے کی وجہ سے لوگوں میں پیٹ کی بیماریاں عام ہو رہی ہیں اور اگر یہ پانی اپنا کمال دکھا گیا تو کسی بھی مہلک وباء کے پھیلنے کا شدید اندیشہ پیدا ہو سکتا ہے۔ اس گرد آلود اور بدبو دار پانی سے مٹی کے ذرات اور بسا اوقات چھوٹے چھوٹے کیڑے مکوڑے بھی نکل آتے ہیں۔ لہذا حکومت پنجاب پانی کی غلاظت کے خاتمے کے لئے فی الفور اقدامات کرے تاکہ عوام الناس شفاف پانی پی کر مہلک بیماریوں سے محفوظ رہ سکیں۔
