            A MINISTER to introduce The Punjab Supervision of Curricula, Textbooks and Maintenance of Standards of Education  Bill 2012.

1.   THE GHAZI UNIVERSITY, DERA GHAZI KHAN BILL 2011 (Bill No.46 of 2011)

 

            A MINISTER to move that the Ghazi University, Dera Ghazi Khan Bill 2011, as recommended by the Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the Ghazi University, Dera Ghazi Khan Bill 2011 be passed.

 

2.   THE PUNJAB PUBLIC SERVICE COMMISSION (AMENDMENT) BILL 2011 (Bill No.51 of 2011)

 

            A MINISTER to move that the Punjab Public Service Commission (Amendment) Bill 2011, as recommended by the Standing Committee on Services and General Administration, be taken into consideration at once.

            A MINISTER to move that the Punjab Public Service Commission (Amendment) Bill 2011 be passed.

 

3.   THE PROVINCIAL MOTOR VEHICLES (AMENDMENT) BILL 2011 (Bill No.48 of 2011)

 

            A MINISTER to move that the Provincial Motor Vehicles (Amendment) Bill 2011, as recommended by the Standing Committee on Transport, be taken into consideration at once.

            A MINISTER to move that the Provincial Motor Vehicles (Amendment) Bill 2011 be passed.

 

4.   THE PUNJAB AGRICULTURAL PESTICIDES (AMENDMENT) BILL 2011 (Bill No.43 of 2011)

 

            A MINISTER to move that the Punjab Agricultural Pesticides (Amendment) Bill 2011, as recommended by the Standing Committee on Agriculture, be taken into consideration at once.

            A MINISTER to move that the Punjab Agricultural Pesticides (Amendment) Bill 2011 be passed.

 

5.   THE PUNJAB INDUSTRIAL AND COMMERCIAL EMPLOYMENT (STANDING ORDERS) (AMENDMENT) BILL 2011 (Bill No.38 of 2011)

 

            A MINISTER to move that the Punjab Industrial and Commercial Employment (Standing Orders) (Amendment) Bill 2011, as recommended by the Standing Committee on Labour and Human Resource, be taken into consideration at once.

            A MINISTER to move that the Punjab Industrial and Commercial Employment (Standing Orders) (Amendment) Bill 2011 be passed.

 

6.   THE PUNJAB MATERNITY BENEFIT (AMENDMENT) BILL 2011 (Bill No.39 of 2011)

 

            A MINISTER to move that the Punjab Maternity Benefit (Amendment) Bill 2011, as recommended by the Standing Committee on Labour and Human Resource, be taken into consideration at once.

            A MINISTER to move that the Punjab Maternity Benefit (Amendment) Bill 2011 be passed.

 

7.   THE PUNJAB WORKERS’ CHILDREN (EDUCATION) (AMENDMENT) Bill 2011 (Bill No.40 of 2011)

 

            A MINISTER to move that the Punjab Workers’ Children (Education) (Amendment) Bill 2011, as recommended by the Standing Committee on Labour and Human Resource, be taken into consideration at once.

8.   THE PUNJAB BONDED LABOUR SYSTEM (ABOLITION) (AMENDMENT) Bill 2011 (Bill No.42 of 2011)

 

            A MINISTER to move that the Punjab Bonded Labour System (Abolition) (Amendment) Bill 2011, as recommended by the Standing Committee on Labour and Human Resource, be taken into consideration at once.

            A MINISTER to move that the Punjab Bonded Labour System (Abolition) (Amendment) Bill 2011 be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Higher Education Department were asked and answered by Mian Mujtaba Shuja-ur-Rehman, Minister for Excise and Taxation (holding addition charge).

 Fateha:-

The House offered fateha for Mr. Salman Taseer, former Governor of the Punjab on his 1st death Anniversary.

Privilege Motions:-

Three Privilege Motions were taken up. The Motion moved by Col (R) Naveed Iqbal Sajid regarding misbehavior of Arif Hameed, Managing Director, Sui Gas with the member concerned was kept pending and the other motion moved by Major (R) Abdur Rehman Rana regarding the statement attributed to Mr. Arif Hameed, Managing Director, Sui Gas released on electronic media about gas theft by the Parliamentarians was referred to the Privilege Committee.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Mr. Shahjahan Ahmad Bhatti, the House granted extension upto one year from 27th November 2011 to Public Accounts Committee-II for laying its report on “report of Auditor General of Pakistan for the year 2003-04.”

On a Motion moved by Dr. Asad Ashraf, the House granted extension up to one month to Special Committee No.11 for laying its reports on “irregularities and embezzlement allegedly committed in Forensic Science Agency pointed out by Sheikh Alla-ud-Din, MPA(PP-181) through his Adjournment Motion No. 117/11” and “Poor academic performance of colleges of the Punjab with special reference to Government Boys College, Chunian and Government Girls College Chunian pointed out by Sheikh Alla-ud-Din, MPA(PP-181).”

 

 

Adjournment Motions:-

Five Adjournment Motions were taken up. Two Motions moved by Ms Seemal Kamran, one regarding non availability of clean drinking water at various areas of Lahore due to poor planning of WASA and the other regarding non availability of clean drinking water to the residents of Lahore especially in the backward areas due to mismanagement  of WASA on the pretext of electricity load shedding and the Motion moved by Dr Zamurad Yasmin Rana regarding residence quota allocation for the employees of Provincial Assembly of the Punjab in Ashiana Housing Scheme inaugurated by the Chief Minister, Punjab were disposed of. The Motion moved by Engineer Qamar-ul-Islam Raja regarding serious administrative problems occurred when DCO Rawalpindi issued orders that all the Teachers of District Rawalpindi should appear before him for grant of Casual Leave thus depriving Heads of Educational Institutions and tehsil and District Officers Education Department of their powers to grant leave and the Motion moved by Ms Rahat Ajmal regarding accidents at Kot Radha Kishan Road to Raiwind due to heavy load of tractor and trolleys moving on this road were kept pending till next week The Motions were answered by Minister for Law and Parliamentary Affairs.

General Discussion:-

General Discussion on Law and Order situation in the Province:-

General discussion on law and order situation in the Province took place in the House. Rana Sanaullah Minister for Law and Parliamentary Affairs opened the debate. He said that despite of un-employment due to energy crises, the crime rate in Punjab did not increase excessively for the last two years. He termed that Law and Order situation in Punjab as satisfactory and paid tributes to Police martyrs who laid their lives in controlling crimes. The following members participated in the discussion.Ch. Zaheer-ud-Din, Lt. Col (R) Muhammad Shabbir Awan and Ch. Ehsan-ul-Haq Ahsan Nolatia. The discussion was adjourned till next sitting. 

The House was then adjourned till 10:00 am on Thursday, January, 5, 2012.
