Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha:-

The House offered fateha for the victims of, who died due to substandard medicines provided to them by the Punjab Institute of Cardiology.

Question Hour: −

Questions relating to Health Department were asked and answered by Dr. Saeed Elahi, Parliamentary Secretary for Health.

Privilege Motions:-

Two Privilege Motions were taken up. The Motion moved by Col (R) Naveed Iqbal Sajid regarding misbehavior of Arif Hameed, Managing Director, Sui Gas with the member concerned was disposed of and the other motion of Mehr Sultan Sikandar Bharwana regarding misbehavior of Ch, Illyas, SHO Sadar, Gojra with the member concerned was kept pending till next week.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Fourteen Adjournment Motions were taken up. The Motion moved by Ch. Zaheer-ud-Din regarding tempering the official record and allotting 10 marlas and 170 sq.ft Government land to Muhammad Akram S/o Muhammad Jamil by Sameen Khan, Ex-Revenue Officer and Mr. Irfan, Patwari was kept pending till Friday, the Motion moved by Mrs.‏ Nighat Nasir Sheikh, regarding twenty eight Colleges in four districts of Punjab working without regular Principals was kept pending till next week, the other Motion moved by Mrs. Nighat Nasir Sheikh regarding non-issuance of Certificates and Diplomas to the students of different medical faculties resulting in shortage of technical staff in different government hospitals, the Motion moved by Mrs.‏ Samina Khawar Hayat regarding delay in the development of Tourist Resort project at Wagah Border, the Motion moved by Shaikh Allaud Din, regarding construction of illegal shops and encroachments on the land possessed by Railway Department thus disturbing smooth running of traffic in Lahore, the Motion moved by Mr. Muhammad Tariq Amin Hotyana about failure in the collection of Motor Vehicles Tax in terms of Token Tax  in Punjab by Excise and Taxation Department for government vehicles, the Motion moved by Mian Muhammad Rafiq regarding collision between van and truck occurred at Vehari Multan road due to brusting of CNG cylinder installed in the van, the Motion moved by Raja Shaukat Aziz Bhatti regarding forcefully acquiring and constructing Research Centre of ARID Agriculture University, Rawalpindi, the Motion moved by Mr. Shahjahan Ahmad Bhatti regarding  declaring under construction Main Railway Road as substandard, by NESPAK constructed in Nankana Sahib worth Rs.13 crore, the Motion moved by Rai Ijaz Hussain regarding non installation of Water Treatment Plants by the textile mills and dyeing printing factories at Faisalabad, the Motion moved by Ch Shaukat Mahmood Basra regarding corruption occurred in Punjab Rural Sports Programme, the Motion moved by Mr. Javed Allo-ud-Din Sajid regarding constructing of foot bridges on rehabilitation of LBDC, the Motion moved by Ms. Azma Zahid Bukhari regarding expiring of five people by the explosion of gas cylinder installed in a Van at Khurrianwala were disposed of, the Motion moved by Humaira Awais Shahid regarding syllabus taught in religious institutions need revision and Islamic ethics and other subjects should be preached was disposed of with the directions to constitute a committee in this regard.

The Motions were answered by the Minister for Law and Parliamentary Affairs.

Private Members Day:-

Resolutions on Matters of General Public Interest:-

1.         The Resolution moved by Ch. Zaheer-ud-Din, suggesting the Punjab Governemnt to ask the Federal Government to take measures for stopping wastage of money obtained on loan from international monetary institutions for carrying out Scarp Projects to save agricultural land from water logging in various districts of the Province was unanimously adopted by the House.

اس ایوان کی رائے ہے کہ حکومت پنجاب وفاقی حکومت سے مطالبہ کرے کہ پنجاب کے مختلف اضلاع کی لاکھوں ایکڑ زرعی زمین کو سیم و تھور کی وجہ سے بنجر ہونے سے بچانے کے لئے سکارپ (SCARP)  گئے منصوبوں کے لئے بین الاقوامی مالیاتی اداروں سے قرض پر حاصل کے اربوں ڈالرز کے ضیاع کو روکا جائے۔

2.         The Resolution moved by Mr. Muhammad Tariq Amin Hotyana regarding payment of 7% cost of Living Allowance to retired government officials, who retired during 1995 to 2001 was disposed of as mover was absent.

3.         The Resolution moved by Mrs.‏ Samina Khawar Hayat demanding from Federal Government to issue blue passports to the Parliamentarians of the Punjab Assembly as issued to the Legislators in the Federal Government was passed by the House.

یہ ایوان وفاقی حکومت کو اس امر کی سفارش کرتا ہے کہ ایم این ایز اور سینٹرز کی Gratisطرح صوبائی اسمبلی پنجاب کے تمام اراکین اسمبلی کو بھی بلیو پاسپورٹ جاری کئے جائیں۔

4.         Through a Resolution moved by Ms Amna Ulfat demanding the Federal Government to take immediate action against showcasing Indian films in Pakistani cinemas, in violation of the notification issued by Pakistan Ministry of Culture and Tourism dated 4 June 1984 and 7 September 1965, banning on release of Indian movies was disposed of.

یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ حکومت پاکستان منسٹری آف کلچر اینڈ ٹورازم کی جانب سے جاری کردہ بھارتی فلموں پر پابندی کے نوٹیفکیشن مورخہ 4جون1984 اور 7ستمبر1965 کی خلاف ورزی میں بھارتی فلموں کی جاری نمائش کو روکنے کے لئے فی الفور ضروری اقدامات کئے جائیں۔

Fresh Resolutions

1.         Through a Resolution moved by Mr. Zia Ullah Shah, in which he demanded construction of boundary walls around graveyards to avoid desecration of graves by the elements involved in stealing of bodies and shrouds was kept pending till Next Private Members Day.

اس ایوان کی رائے ہے کہ صوبہ بھر کے قبرستانوں کے گرد چار دیواری کرنے کے ساتھ ساتھ قبرستانوں میں جادو ٹونے کرنے اور کفن چوری ہونے کے واقعات کے تدارک کے لئے فوری اقدامات کئے جائیں۔

2.         The Resolution moved by Seemal Kamran demanding a complete ban on objectionable musical concerts in all the Government and Private educational institutions of the Province was unanimously passed by the House.

اس ایوان کی رائے ہے کہ صوبہ بھر کے تمام سرکاری و غیرسرکاری تعلیمی اداروں میں میوزیکل کنسرٹس پر فی الفور پابندی عائد کی جائے۔

3.         The Resolution moved by Ch. Aamir Sultan Cheema regarding construction of waiting area with proper facilities for the attendants of patients at all public sector hospitals in the Province was unanimously passed by the House.

اس ایوان کی رائے ہے کہ صوبہ کے تمام سرکاری ہسپتالوں میں مریضوں کے لواحقین کے لئے بنیادی سہولتوں سے آراستہ انتظار گاہیں تعمیر/مختص کی جائیں۔

4.         The House unanimously adopted the resolution tabled by Humaira Awais Shahid regarding measures to control population growth and proper allocation of funds for this purpose in the next budget.

اس ایوان کی رائے ہے کہ آبادی میں غیرمعمولی اضافہ، تعلیم، صحت، پینے کے صاف پانی کی قلت سمیت سماجی سہولیات کے متعدد شعبوں میں فقدان کا باعث ہے۔

اس ایوان کی یہ بھی رائے ہے کہ افزائش آبادی اور معاشی ترقی کی شرح میں تفاوت سے آنے والی نسلوں کے ان بنیادی سہولیات سے محروم رہ جانے کا شدید خدشہ ہے۔ لہذا یہ ایوان صوبائی حکومت سے اس امر کی سفارش کرتا ہے کہ آبادی میں اضافے کو کنٹرول کرنے کے لئے مناسب اقدامات کئے جائیں اور ایک مربوط پالیسی مرتب کی جائے نیز اس مقصد کے لئے آئندہ بجٹ میں وسائل مختص کئے جائیں۔

"اس ایوان کی رائے ہے کہ آبادی میں غیرمعمولی اضافہ، تعلیم، صحت، پینے کے صاف پانی کی قلت سمیت سماجی سہولیات کے متعدد شعبوں میں فقدان کا باعث ہے۔

اس ایوان کی یہ بھی رائے ہے کہ افزائش آبادی اور معاشی ترقی کی شرح میں تفاوت سے آنے والی نسلوں کے ان بنیادی سہولیات سے محروم رہ جانے کا شدید خدشہ ہے۔ لہذا یہ ایوان صوبائی حکومت سے اس امر کی سفارش کرتا ہے کہ آبادی میں اضافے کو کنٹرول کرنے کے لئے مناسب اقدامات کئے جائیں اور ایک مربوط پالیسی مرتب کی جائے نیز اس مقصد کے لئے آئندہ بجٹ میں وسائل مختص کئے جائیں۔"
