Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

Question Hour: −

Questions relating to Higher Education Department were asked and answered by Mian Mujtaba Shuja-ur-Rehman, Minister for Excise and Taxation (holding additional charge).

 

Adjournment Motions:-

Nineteen Adjournment Motions were taken up. Five Adjournment Motions moved by Mrs. Nighat Sheikh, one regarding receiving double payment from 12 lacs students of class 10 by eight Secondary School of Education Boards of Punjab, first Rs.100 per form for online registration and then the same amount for manual registration after online system became obsolete and redundant, the second motion regarding non availability of effective system to keep record of stolen and snatched cars and their spare parts, resultantly expensive vehicles of people becoming useless, the third motion regarding delay in the commencement of renovation and maintenance work in the mental hospital despite the release of Rs.5.2 Million funds for the purpose and approval of P.C one, the fourth motion regarding awarding of worth Rs.15 crore contract by WASA to a non-registered firm in violation of rules and regulations to lay a sewerage system in Garhi Shahu full of technical faults which could not be completed intime and the other motion regarding recruitment of staff for “Janitorial Services” in the Services Hospital against rules and regulations in the presence of already inducted staff of 249 who are working in the houses of officers of the hospital, the two motions moved by Ms Qamar Amir Ch one regarding collapse of a roof in a private school resulted in the deaths of 3 children and injuring 19 and the other motion regarding installation of 20 thousand illegal water connection in Lahore city on receiving payment of one thousand per connection in conniviance with Deputy Director, Revenue officers and field inspectors depriving government of its legal connection fee, the motion moved by Ms Khadija Umer regarding quick spread of new castle Disease among birds in the Punjab including Lahore and the motion moved by Mehr Ishtiaq Ahmad regarding the seat of professor lying vacant for years in the department of Mass Communication Punjab University and lack of interest of the selection board to convene meeting for the selection of professor as per advertisement were kept pending till next week. Three motions moved by Ms Seemal Kamran one regarding problems being faced by out door patients due to discontinuance to provide free medicines to them in the Punjab institute of cardiology Lahore, the second motion regarding death of patients within 5 days as a result of drugs reaction provided to them in the Punjab Institute of Cardiology and the last motion with the same content also moved by Ms Samina Khawar Hayat regarding death of 3 girl students and injury to 5 in a stampede occurred at a musical show organized at Lahore Cultural Complex by a private educational institution, the two motions moved by Ms Azma Zahid Bokhari, one regarding the Asia’s biggest Market “Shah Alam Market” becoming the center of problems due to heavy traffic and encroachments being patronized by Land Mafia, the other motion regarding pollution being spread by factories in Feroz wala thus dead locking canals of the area and creating environmental problems for the inhabitants, the motion moved by Dr Muhammad Afzal regarding non-framing of service structure for homepathic doctors, the motion moved by Mr Ghulam Habib Awan regarding Sale of Children fled from their homes and used for sexual abuse and transformed into beggars, the motion by Sardar Khalid Saleem Bhatti regarding detaining the locals of Kachi Abbadi residing near Vegetable Market in Tehsil Burawala by raising a wall around this abbadi by the influential and the motion moved by Ch Zaheer-ud-Din Khan regarding tempering the official record and allotting 10 marlas and 170sq feet Government land to Muhammad Akram S/o Muhammad Jamil by Sameen Khan, Ex-Revenue officer and Mr Irfan, Patwari were disposed of.

Minister for Law & Parliamentary Affairs introduced the following Bill which was referred to concerned standing committee with the direction to submit its report upto 29th February, 2012 THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2012 (Bill No. 2 of 2012)

At this stage, the quorum was pointed out and the House was then adjourned till 3:00 pm on Monday, January, 30, 2012.
