Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Excise & Taxation Department were asked and answered by Mr. Muhammad Ajasim Sharif, Parliamentary Secretary for Excise & Taxation.

Leave of absence:-

Secretary Provincial Assembly of the Punjab Mr. Maqsood Ahmad Malik read out the leave applications of the following members and the House granted them leave.

Privilege Motions:-

The Motion moved by Mr. Muhammad Ashraf Khan Sohna regarding giving untrue statement to the member concerned by Mr. Javaid, XEN PWD, Sahiwal was kept pending till next week.

The Motion was answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.

Adjournment Motions:-

Seven Adjournment Motions were taken up. The Motion moved by Dr. Zamurad Yasmin Rana regarding non provision of allotment and ownership rights to the Industrial workers of the Punjab in the remaining 5 Labour Colonies by Workers Welfare Board Government of the Punjab, sending notices to the residents for the vacation of houses, the Motion moved by Ms Rahat Ajmal regarding occurrence of accidents at Kot Radha Kishan Road to Raiwind due to heavy load of tractors and trolleys moving on this road, the four Motions moved by Mrs.‏ Nighat Nasir Sheikh, one regarding awarding of worth Rs.15 crore contract by WASA to a non-registered firm in violation of rules and regulations to lay a sewerage system in Garhi Shahu full of technical faults which could not be completed in time,  the Second motion regarding non availability of effective system to keep record of stolen and snatched cars and their spare parts, resultantly expensive vehicles of people becoming useless were disposed of. The third motion moved by her regarding receiving double payment from 12 lacs students of class 10, by eight Secondary School of Education Boards of Punjab, first Rs.100 per form for online registration and then the same amount for manual registration after online system became obsolete and redundant and the other motion moved by her regarding delay in the commencement of renovation and maintenance work in the mental hospital despite the release of Rs.5.2 Million funds for the purpose and approval of P.C one, the motion moved by Mehr Ishtiaq Ahmad regarding the seat of professor lying vacant for years in the department of Mass Communication Punjab University and lack of interest of the selection board to convene meeting for the selection of professor as per advertisement were kept pending till next week.

Ch Aamar Sultan Cheema moved the following bill which was passed by the House THE PROVINCIAL ASSEMBLY OF THE PUNJAB PRIVILEGES (AMENDMENT) BILL 2008 (Bill No. 15 of 2008).

Ch Muhammad Asad Ullah moved the following bill which was passed by the House THE PROVINCIAL ASSEMBLY OF THE PUNJAB PRIVILEGES (AMENDMENT) BILL 2009 (Bill No. 6 of 2009).

Resolutions on Matters of General Public Interest:-

Resolution Pending from the agenda of 24 January 2012

1.         The Resolution moved by Mr. Zia Ullah Shah, urging the authorities to build boundary walls around graveyards across the province to stop the magicians from performing their rituals and put an end to the thefts of coffins from the cemeteries was passed by the House.

"اس ایوان کی رائے ہے کہ صوبہ بھر کے قبرستانوں کے گرد چار دیواری کرنے کے ساتھ ساتھ قبرستانوں میں جادو ٹونے کرنے اور کفن چوری ہونے کے واقعات کے تدارک کے لئے فوری اقدامات کئے جائیں۔"

Fresh Resolutions:-

1.   Malik Muhammad Javed Iqbal Awan moved a resolution that Noshehra of District Khushab is the part of Soan valley and it should be given the status of Tehsil. The resolution was passed by the House.

"یہ ایوان حکومت سے اس امر کی سفارش کرتا ہے کہ وادی سون کے شہر نوشہرہ (سب تحصیل)کو ضلع خوشاب کی تحصیل کا درجہ دیا جائے۔"

1.         Mrs.‏ Nighat Nasir Sheikh moved a resolution about taking affidavit from medical students at the time of admission that they would serve at hospital for five years after completing their education. The resolution was disposed of.

اس ایوان کی رائے ہے کہ ڈاکٹرز کی کمی کو پورا کرنے اور اس امر کو یقینی بنانے کیلئے ڈاکٹر حضرات میڈیکل کی تعلیم مکمل کرنے کے بعد عوام کی خدمت کریں گے، میڈیکل کالجز میں داخلہ کے وقت پانچ سال لازمی سروس کا  Affidavit لیا جائے۔

2.         The Resolution tabled by Shaikh Allaud Din urging the Federal Government to bind the banks to provide at least 50% loan for industries, trade and agricultural purposes was adopted by the House.

"یہ  ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ تمام بینکوں کو تجارت، صنعت اور زراعت کے لئے کم ازکم 50% قرضے دینے کا پابند کیا جائے۔"

3.         The Resolution moved by Maj(R) Zulfiqar Ali Gondal regarding introduction and advertisement of allopathic medicines by generic names was disposed of.

یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ ملک بھر میں تیار کردہ ایلوپیتھٹکس ادویات کو جینرک ناموں سے متعارف کرایا جائے اور جینرک ناموں سے ہی اس کی تشہیر کی جائے۔

At this stage, the quorum was pointed out and the House was then adjourned till 10:00 am on Wednesday, February, 29, 2012.
