Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Social welfare and Women Development Department were asked and answered by Mr. Kamran Michael, Minister for Finance (holding additional charge).

Privilege Motions:-

Two Privilege Motions were taken up. The Motion moved by Ms. Zobia Rubab Malik regarding misbehavior of Police officials with the member concerned was kept pending till next Session and the Motion moved by Mr. Javed Hassan Gujjar  regarding misbehavior of Dr. Saeed Ahamd, Principal Sheikh Zayed Hospital and College, RahimYar Khan, was referred to the Privilege Committee.

The Motions were answered by Rana Sana Ullah Khan (Minister for Law and Parliamentary Affairs).

Adjournment Motions:-

Eleven Adjournment Motions were taken up. The Motion moved by Rana Tanveer Ahmad Nasir regarding occurrence of number of mistakes in the text book of Chemistry taught in the government and private English Medium Schools in Class IX despite of approval by the Punjab Text Book Board was kept pending till 1-3-2012. Five Adjournment Motions were moved by Sheikh Allau Din the Motion regarding sale of fake Stamp Papers worth billions of Rupees, thus bringing irreparable loss to the national exchequer, which could have been curtailed by the sale of stamp papers through bank pay orders was kept pending till 7-3-2012, and the Motion regarding issuance of NOC to 400 Doctors to practice in Saudi Arabia, which is generally causing shortage of Doctors in the whole of country and specifically in the province of Punjab, the Motion regarding recently setting up Food Street on Fort Road/Red Light Area as a measure to destroy the food habits of citizens, which was established with huge cost but has nothing to do with the true culture of the traditional city which had been set up in the name of culture and had been adorned with traditional food, cuisines and musical instruments, however, its food was far from the reach of an ordinary citizen, the Motion regarding illegal allotment of highly expensive government property worth billions of Rupees, situated at Murree Road, Rawalpindi to fake claimants, by C&W Department, the Motion regarding distribution of electricity according to priority right after amendments carried in the current enforced policy of 2002 under which power producing and generating province will be given priority to use it, thus affecting the right of the province of Punjab, the Motion moved by Mr Zia Ullah Shah regarding issuance of notification by the Health Department of Punjab Government regarding birth/death registration in violation of enforced Punjab Local Government Ordinance 2001 while referring to the redundant Medical Manual of 1925, the Motion moved by Mst Sagira Islam regarding corruption in the Food Department and stay of inquiries against the corrupt and dishonest officials of the Department indulged in the embezzlement of wheat stores worth billions of rupees, the Motion moved by Mst Amna Ullfat regarding sale of unhygienic food at Hotels, Restaurants, Bakeries and Sweet Shops at Sheikhupura city and where abouts in connivance of Health Department, Food Department and Labour Authorities, the motion moved by Engineer Shahzad Elahi regarding Board of Intermediate & Secondary Education, Lahore charging additional Rs.100/- as processing fee besides Rs.700/- Registration Fee to held examination and the Motion moved by Mst Samina Khawar Hayat regarding non-inspection of Boilers installed in 500 factories of Provincial capital for the last four years due to shortage of staff in violation of Boilers and Pressure and Sales Ordinance 2003 were kept pending till next week.

The Motions were answered by Minister for Law and Parliamentary Affairs.

GOVERNMENT BUSINESS:-

 “CONTINUATION OF PRE-BUDGET DISCUSSION SEEKING PROPOSALS FROM THE MEMBERS FOR THE BUDGET 2012-13”:-

Pre-Budget discussion seeking proposals from the members for the budget 2012-13 continued. Following members participated in the discussion: Ch. Ehsan-ul-Haq Ahsan Nolatia, Major (R) Abdul Rehman Rana, Mian Muhammad Naveed Anjum and Mr. Muhammad Mohsin Khan Leghari.

The House was then adjourned till 10:00 am on Thursday, March, 1, 2012.
