Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Fateha:-

The House offered fateha on the sad demise of son of Ms. Tayyaba Zameer (MPA).

Question Hour: −

Questions relating to Health Department were asked and answered by Dr. Saeed Elahi, Parliamentary Secretary for Health.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Ms Seemal Kamran regarding killing of a shop keeper named Ghulam Abbas by the dacoits at Sheikhupura was disposed of as mover was not present and the other Notice of Ms. Sajida Mir regarding dacoity of gold worth 1.5 million rupees at the outlet of Yaseen and Abdul Latif Jewelers at Lahore was disposed of.

The Notices were answered by Minister for Law and Parliamentary Affairs.

Privilege Motions:-

The Motion moved by Mr. Muhammad Ashraf Khan Sohna regarding giving wrong statement to the member concerned by Mr. Javaid, Xen PWD, Sahiwal was kept pending till Wednesday.

The Motion was answered by Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Thirteen Adjournment Motions were taken up. Two Motions moved by Mrs. Nighat Sheikh, one regarding twenty eight Colleges in four districts of Punjab working without regular Principals, and the other Motion regarding receiving double payment from 12 lacs students of class 10 by eight Boards of Intermediate & Secondary Education of Punjab, first Rs.100 per form for online registration and then the same amount for manual registration after online system became obsolete and redundant, the two Motions moved by Shaikh Allaud Din, one regarding fight between two student organizations at Punjab University, where number of students got injured, and the second Motion regarding issuance of NOC to 400 Doctors to practice in Saudi Arabia, which is generally causing shortage of Doctors in the whole country and specifically in the province of Punjab, the Motion moved by Mr. Zia Ullah Shah regarding issuance of notification by the Health Department of the Punjab Government regarding Birth/Death Registration in violation of enforced Punjab Local Government Ordinance 2001 while referring to the redundant Medical Manual of 1925, and the Motion moved by Ms. Saghira Islam regarding corruption in the Food Department and stay of inquiries against the corrupt and dishonest officials of the department indulged in the embezzlement of wheat stores worth billions of Rupees were disposed of. The Motion moved by Mrs Nighat Sheikh regarding delay in the commencement of renovation and maintenance work in the Mental Hospital despite release of funds worth Rs.5.2 Million for the purpose and approval of P.C, the four Motions moved by Shaikh Allaud Din one regarding mysterious absence of 130 very expensive and prestigiously historical cannons from Mal Khanna, District Jhang, the second Motion regarding recently setting up Food Street on Fort Road/Red Light Area as a measure to destroy the food habits of citizens, which was established with huge cost but has nothing to do with the true culture of the traditional city which had been set up in the name of culture and had been adorned with traditional food, cuisines and musical instruments, however, its food was far from the reach of an ordinary citizen, the third motion regarding illegal allotment of highly expensive government property worth billions of Rupees, situated at Murree Road, Rawalpindi to fake claimants, by C&W Department and the last Motion regarding distribution of electricity according to priority right after amendments were carried in the current enforced policy of 2002 under which power producing and generating province will be given priority to use it, thus affecting the right of the province of Punjab, the Motion moved by Mehr Ishtiaq Ahmad regarding the seat of Professor lying vacant for years in the Department of Mass Communication Punjab University and lack of interest of the Selection Board to convene meeting for the selection of Professor as per advertisement and the Motion moved by Mrs. Amna Ulfat regarding sale of unhygienic food at Hotels, Restaurants, Bakeries and Sweet Shops at Sheikhupura city and its surroundings in connivance of Health Department, Food Department and Labour Authorities were kept pending till next week.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Resolution:-

 Mr. Ijaz Ahmed Khan moved a Resolution after the House granted suspension of rule 115 and other rules of Rules of Procedure Provincial Assembly of the Punjab 1997 under Rule 234 demanding the Federal Government to reserve the prices of Petroleum products with immediate effect and held that the rates of Petroleum in the international markets were not increased despite that the government had inflated the prices in Pakistan. The Resolution was unanimously passed by the House.

"پنجاب اسمبلی کا یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ پٹرولیم مصنوعات کی قیمتوں میں حالیہ اضافہ واپس لیا جائے کیونکہ بین الاقوامی مارکیٹ میں پٹرولیم مصنوعات کے نرخوں میں کمی واقع ہوئی ہے۔"

 

GOVERNMENT BUSINESS:-

“CONTINUATION OF PRE-BUDGET DISCUSSION SEEKING PROPOSALS OF THE MEMBERS FOR THE BUDGET 2012-13”:-

Pre-Budget discussion seeking proposals of the members for the Budget 2012-13 continued. Following members participated in the discussion:

Mr. Sher Ali Khan, Mian Muhammad Rafiq, Rana Tanveer Ahmad Nasir, Ch. Ali Asghar Manda, Mr. Javed Hassan Gujjar, Muhammad Hafeez Akhtar Ch and Malik Jalal-ud-Din Dhaku.

The House was then adjourned till 10:00 am on Tuesday, March, 6, 2012.
