اس ایوان کی رائے ہے کہ تمام راجباہوں اور مائنرز پر مویشیوں کے پانی پینے کے لئے پختہ گھاٹ بنانے کے لئے فوری اقدامات کئے جائیں۔

سردار خالد سلیم بھٹی:

اس ایوان کی رائے ہے کہ پنجاب پولیس کے کلیریکل سٹاف کو بھی ایگزیکٹو سٹاف کی طرح یونیفارم دی جائے۔ کیونکہ ماضی میں Mitha Police Commission رپورٹ میں اس سٹاف کو یونیفارم دینے کی سفارش کی گئی تھی۔

جناب ضیاء اللہ شاہ:

یہ ایوان صنعتوں  کو گیس کی سپلائی بند کرنے پر سخت تشویش کا اظہار کرتا ہے، اس ایوان کی رائے ہے کہ صنعتوں کو گیس کی سپلائی بند کرنے سے نہ صرف صنعتیں تباہی کا شکار ہوں گی بلکہ یہاں کام کرنے کا افراد کا روزگار بھی سخت متاثر ہوگا۔ لہذا یہ ایوان وفاقی حکومت سے سفارش کرتا ہے کہ اگر گیس کی فراہمی میں کمی واقع ہو رہی ہے تو صنعتوں کو گیس کی سپلائی بند کرنے کی بجائے اس کا متبادل حل  تلاش کیا جائے۔

اس ایوان کی رائے ہے کہ معذور افراد کی فلاح و بہبود کے لئے تحصیل لیول پر سپیشل ایجوکیشن سنٹر قائم کرنے کے اقدامات اٹھائے جائیں۔

یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ صوبہ  پنجاب میں کھاد تیار کرنے کے لئے ملکی و غیرملکی سرمایہ داروں کو ضروری سہولیات کے ساتھ کھاد انڈسٹری لگانے پر راغب کیا جائے۔

SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

Question Hour: −

 

Questions relating to Agriculture Department were asked and replied by Malik Ahmad Ali Aulakh, Minister for Agriculture.

 

Privilege Motions:-

 

Two Privilege Motions were taken up. The Motion moved by Mr.  Ali Haider Noor Khan Niazi against Mr Shahid Awan Deputy Secretary Forest Department on the charge that he was seeking bribe from some people of his constituency against a tender for which they had won open auction and later misbehaviour with the member concerned was referred to the Privilege Committee. The second Motion moved by Mr. Shahjahan Ahmad Bhatti regarding non provision of list of occupants illegally possessing Government Residences and revision of allotment policy according to CSR as directed in the meetings of Public Accounts Committee II held on 19-8-2009 and then on 18-4-2011, to enquire the matter and submit inquiry report. But in the meeting of PAC-II held on 17-1-2012, neither inquiry report nor list of illegal occupants was provided by S&GAD thus violating the provisions of Punjab Assembly Privileges Act 1972. The motion was kept pending.

 

The Motions were replied by Minister for Law and Parliamentary Affairs.

 

 

Adjournment Motions:-

 

Twelve Adjournment Motions were taken up. The Motion moved by Ms Qamar Amir Ch regarding selling of infected and unhealthy blood by hundreds of chemical laboratories surrounding government and private hospitals in Labore owned by staff/doctors of these hospitals and due to which life threatening diseases are spreading, the Motion moved by Ms Amna Ullfat regarding distribution/allotment of more than 200 Parking Stands to their favourites by the City District Government Lahore without auction, the Motion moved by Mr Tariq Amin Hotiyana regarding payment of a small amount of Rs.1000/- as dues to the Polio workers for four days working, which is not enough in these times of inflation, the Motion moved by Dr Zamuard Yasmin Rana regarding MRI and CT Scan Machines installed in Children Hospital Lahore are not in working condition and out of order since May 2011 after completing its life span, the Motion of Ch Shoukat Mahmood Basra regarding spread of “Dengue” fever in 13 Districts of Punjab including Provincial Capital and 82 patients have been diagnosed the same, the Motion of Ms Seemal Kamran regarding loss of files of vehicles worth billions of Rupees due to the negligence and in connivance of staff of Excise and Taxation resulted in the fall of prices of these vehicles, the Motions of Ms Azma Zahid Bukhari one regarding non-upgradation of the posts of Private Secretaries, Stenographers and Stenotypists, due to lack of interest shown by Punjab Bureaucracy notwithstanding the notification has been issued by the Federal Government in this regard, and the other Motion regarding Sale of prohibited medicines causing Cancer, Hepatitis and Cardiac related diseases and the Motion of Malik Muhammad Abbas Raan regarding issuance of fake Medical Certificates in RHO Qadira Pular (Multan) is on height and an inquiry initiated by EDO (Health) Multan, Dr Nasim was found guilty and despite of recommendation for disciplinary action against him he is still posted there and no action was taken, were disposed of. The Motion moved by Engineer Shahzad Elahi regarding Board of Intermediate & Secondary Education, Lahore charging additional Rs.100/- as processing fee besides Rs.700/- Registration Fee to held examination, the Motion moved by Mrs. Khadija Umar regarding non-availability of transport facility in 28 Government Colleges for women, due to which 26 thousand students are facing problems and mental anguish, and the Motion moved by Shaikh Allaud Din regarding collection of fines on challans and return of documents relating to vehicles has become very complicated and painful due to which general public is facing number of problems and needs to be made fool proof and payments should be collected in the same way, the utility bills are collected through Mobile phones were kept pending.

 

The Motions were answered by Minister for Law and Parliamentary Affairs.

 

Private Members Day:-

 

Resolutions on Matters of General Public Interest:-

 

1.         The Resolution moved by Ch. Zaheer-ud-Din regarding construction of water tanks for cattle along all water channels and minors was kept pending on the request of the mover.

2.         The Resolution moved by Sardar Khalid Saleem Bhatti regarding provision of uniform to the clerical staff of Punjab Police as provided to the executive staff and as recommended by the Mitha Police Commission was disposed of.

 

اس ایوان کی رائے ہے کہ پنجاب پولیس کے کلیریکل سٹاف کو بھی ایگزیکٹو سٹاف کی طرح یونیفارم دی جائے۔ کیونکہ ماضی میں Mitha Police Commission رپورٹ میں اس سٹاف کو یونیفارم دینے کی سفارش کی گئی تھی۔

 

3.         Mr. Zia Ullah Shah tabled a Resolution that frequent load shedding of gas was causing a huge loss to the industry, resulting in their closure as well as unemployment at large scale and that the Central Government must explore other means to ensure provision of gas was unanimously passed by the House.

 

یہ ایوان صنعتوں  کو گیس کی سپلائی بند کرنے پر سخت تشویش کا اظہار کرتا ہے، اس ایوان کی رائے ہے کہ صنعتوں کو گیس کی سپلائی بند کرنے سے نہ صرف صنعتیں تباہی کا شکار ہوں گی بلکہ یہاں کام کرنے کا افراد کا روزگار بھی سخت متاثر ہوگا۔ لہذا یہ ایوان وفاقی حکومت سے سفارش کرتا ہے کہ اگر گیس کی فراہمی میں کمی واقع ہو رہی ہے تو صنعتوں کو گیس کی سپلائی بند کرنے کی بجائے اس کا متبادل حل  تلاش کیا جائے۔

 

4.         The Resolution moved by Syeda Majida Zaidi that steps should be taken for the welfare of handicapped and Special Education Centers should be established on Tehsil level was disposed of.

 

اس ایوان کی رائے ہے کہ معذور افراد کی فلاح و بہبود کے لئے تحصیل لیول پر سپیشل ایجوکیشن سنٹر قائم کرنے کے اقدامات اٹھائے جائیں۔

 

5.         Ch. Muhammad Asadullah moved a Resolution demanding the Federal Government to facilitate local as well as foreign investors to establish fertilizer industry in Punjab and provide them incentives was disposed of due to the absence of mover.

 

یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ صوبہ  پنجاب میں کھاد تیار کرنے کے لئے ملکی و غیرملکی سرمایہ داروں کو ضروری سہولیات کے ساتھ کھاد انڈسٹری لگانے پر راغب کیا جائے۔

 

6.         Dr. Asma Mamdoot tabled a Resolution after the House granted suspension of rule 115 and other rules of Rules of Procedure Provincial Assembly of the Punjab 1997 under Rule 234 she called that the Education of the Holy Quran and Hadith should be included as integral part in the curriculum as it was vital for educating the new generation was unanimously passed by the House.

 

"اس ایوان کی رائے ہے کہ قرآنی تعلیمات کے فروغ اور موجودہ نسل کو قرآن مجید سے آشنائی کے لئے ضروری ہے کہ قرآنِ مجید کو بطور نصابی کتاب تعلیمی نصاب کا حصہ بنا کر باقاعدہ ترجمہ کے ساتھ پڑھایا جائے نیز تدریسِ قرآن اور حدیث کیلئے ایک جامع پروگرام تشکیل دیا جائے اور اس مقصد کیلئے تمام وسائل فراہم کئے جائیں۔"

 

The House was then adjourned till 10:00 am on Wednesday, March, 7, 2012.
