1.   THE PUNJAB KATCHI ABADIS (AMENDMENT) BILL 2012 (Bill No.3 of 2012)

 

            A MINISTER to move that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid, for immediate consideration of the Punjab Katchi Abadis (Amendment) Bill 2012.

            A MINISTER to move that the Punjab Katchi Abadis (Amendment) Bill 2012, as recommended by Standing Committee on Colonies, be taken into consideration at once.

            A MINISTER to move that the Katchi Abadis (Amendment) Bill 2012 be passed.

 

2.   THE PUNJAB PUBLIC DEFENDER SERVICE ACT 2007 (REPEAL) BILL 2011 (Bill No.49 of 2011)

 

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for continuance of the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011.

            A MINISTER to move that the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011, as recommended by Standing Committee on Law & Parliamentary Affairs, be taken into consideration at once.

            A MINISTER to move that the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011 be passed.

 

3.   THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (AMENDMENT) BILL 2011 (Bill No.54 of 2011)

 

            A MINISTER to move that the Punjab Government Servants Housing Foundation (Amendment) Bill 2011, as recommended by Standing Committee on Services & General Administration, be taken into consideration at once.

            A MINISTER to move that the Punjab Government Servants Housing Foundation (Amendment) Bill 2011 be passed.

 

4.   THE SETTLEMENT COMMISSIONERS (VALIDATION OF ORDERS) (REPEAL) BILL 2011 (Bill No.52 of 2011)

 

            A MINISTER to move that the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011 be passed.

 

5.   THE EVACUEE PROPERTY AND DISPLACED PERSONS LAWS (REPEAL) (AMENDMENT) BILL 2011 (Bill No.53 of 2011)

 

            A MINISTER to move that the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011 be passed.

 

6.   THE WALLED CITY OF LAHORE BILL 2011 (Bill No.44 of 2011)

 

            A MINISTER to move that the Walled City of Lahore Bill 2011, as recommended by Standing Committee on Planning and Development, be taken into consideration at once.

            A MINISTER to move that the Walled City of Lahore Bill 2011 be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Auqaf and Bait-Ul-Maal Department were asked and answered by Haji Ehsan-ud-Din Qureshi, Minister for Auqaf.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Call Attention Notice of Ch. Zaheer-ud-Din regarding death of a twenty four years old Security Guard Imran, due to Police torture was disposed of as the mover was not present and the other Notice of Mr. Ejaz Ahmad Kahlon regarding killing of Mr. Maqsood by dacoits, resident of Canada Coloney, Nankanasahib was disposed of.

The Notices were answered by Minister for Law and Parliamentary Affairs.

Privilege Motions:-

Three Privilege Motions were taken up. The Motion moved by Mr.  Shahjahan Ahmad Bhatti regarding non provision of list of occupants illegally possessing Government Residences and revision of allotment policy according to CSR as directed in the meetings of Public Accounts Committee II held on 19-8-2009 and then on 18-4-2011, to enquire the matter and submit inquiry report. But in the meeting of PAC-II held on

17-1-2012, neither the inquiry report nor the list of illegal occupants was provided by S&GAD thus violating the provisions of Punjab Assembly Privileges Act 1972 was kept pending, the Motion moved by Mr. Muhammad Ashraf Khan Sohna regarding giving wrong statement to the member concerned by Mr. Javaid, Xen PWD, Sahiwal and the last Motion of Mr. Mohsin Latif regarding misbehavior of Mr. Ahmad Mukhtar, SP Railway Police with the member concerned were referred to the Privileges Committee.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Six Adjournment Motions were taken up. The Motion moved by Mrs. Samina Khawar Hayat regarding non-inspection of Boilers installed in 500 factories of Provincial capital for the last four years due to shortage of staff in violation of Boilers and Pressure and Sales Ordinance 2003 was kept pending till next Session. The Motion moved by Mrs. Khadija Umar regarding retrieval of Government Vehicles being used by retired Police Officials and retired Judges for having close terms with the Punjab Government, the Motion moved by Ms. Sajida Mir regarding  non-initiation of disciplinary action against administration and Manager deployed for the renovation/maintenance of Badshahi Mosque for taking bribe from the contractor Messers Mian Sadiq and Company who was complained by the residents of the area for overcharging,  the Motion moved by Mr. Peer Khizar Hayat Shah Khagga regarding close of RHCs in PP-220 for the last one year due to lack of medical facilites despite availability of building structure and staff and the habitants have to move to city for the purpose of treatment, the Motion moved by Mr. Tahir Iqbal Chaudhry regarding sale of local and foreign fertilizer in Sadiqabad by some known traders/dealers in black and the Motion moved by Syeda Majida Zaidi regarding embezzlement of Admission; Registration and Tuition Fee by Mr. Abbas Raza, Senior Clerk, Government APWA College  for Women in connivance of Ms Sharqa Nasreen (Principal) were kept pending till next week.

The Motions were answered by Minister for Law and Parliamentary Affairs.
