            A MINISTER to introduce the Disposal of Land by Development Authorities (Regulation) (Amendment) Bill 2012.

Rana Mashhood Ahmad Khan, Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Communication & Works Department were asked and answered by Malik Ahmad Ali Aulakh, Minister for Agriculture (holding additional charger).

Leave of absence:-

Acting Secretary Provincial Assembly of the Punjab Dr. Malik Aftab Maqbool Joiya read out the leave applications of the following members and the House granted them leave.

Ch. Muhammad Akhlaq, Haji Muhammad Naeem Safdar Ansari, Ms Najmi Saleem and Ms. Fozia Behram.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Call Attention Notice of Khawaja Muhammad Islam regarding finding of a dead body of a thirty five years old man at Djkot Police Station, Faisalabad, assassinated by dacoits and the other Notice of Mrs. Khadija Umar regarding killing of one Mr. Shakil and injuring his brother by dacoits during a dacoity at Sharkpur, District Sheikhupura were disposed of.

The Notices were answered by Minister for Law and Parliamentary Affairs.

Privilege Motion:-

The Privilege motion of Ms. Rifat Sultana Dar regarding misbehavior of Mr. Inayat Dehlloun Investigation Officer (Peoples Colony Police Station Faisalabad) with the member concerned was referred to the Privileges Committee.

The Motion was answered by Minister for Law and Parliamentary Affairs.

Resolution:

Mr. Ali Haidar Noor Khan Niazi tabled a Resolution after the House granted suspension of rule 115 and other rules of Rules of Procedure Provincial Assembly of the Punjab 1997 under Rule 234 demanding the Federal Government to bring amendment in the constitution of Islamic Republic of Pakistan and to reserve seats in all tiers of the Parliament for disabled persons in the manner these are allocated for women and minorities, so that they could also raise voice for their rights was unanimously  passed by the House.

 

"یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ جس طرح آئین پاکستان میں سینیٹ، قومی اسمبلی اور صوبائی اسمبلیوں میں خواتین اور اقلیتوں کے لئے سیٹیں مخصوص کی گئی ہیں اسی طرح جسمانی طور پر معذور افراد کے لئے بھی سینیٹ، قومی اسمبلی اور صوبائی اسمبلیوں میں سیٹیں مخصوص کرنے کے لئے اقدامات کرے تاکہ ان اداروں میں جسمانی طور پر معذور افراد کے حقوق کے تحفظ کے لئے بھی مناسب نمائندگی ہو سکے۔"

 

Adjournment Motions:-

Fifteen Adjournment Motions were taken up. The Motion moved by Mrs. Nighat Sheikh regarding delay in the commencement of renovation and maintenance work in the Mental Hospital despite the release of funds Rs.5.2 Million for the purpose and approval of P.C-I,  the Motion moved by Mehr Ishtiaq Ahmad regarding a seat of Professor lying vacant for years in the Department of Mass Communication Punjab University and lack of interest of the Selection Board to convene meeting for the selection of Professor as per advertisement, the three Motions moved by Shaikh Allaud Din, one regarding collection of fines on challans and return of documents relating to vehicles has become very complicated and painful due to which general public is facing number of problems and need to be made fool proof and payments should be collected in the same way as the utility bills are collected through Mobile phones, the second Motion regarding recently setting up Food Street on Fort Road/Red Light Area as a measure to destroy the food habits of citizens, which was established with huge cost but has nothing to do with the true culture of the traditional city which had been set up in the name of culture and had been adorned with traditional food, cuisines and musical instruments, however, its food was far from the reach of an ordinary citizen, the third Motion regarding illegal allotment of highly expensive government property worth billions of rupees, situated at Murree Road, Rawalpindi to fake claimants, by C&W Department, the Motion moved by Mst Amna Ullfat regarding sale of unhygienic food at Hotels, Restaurants, Bakeries and Sweet Shops at Sheikhupura city and its surroundings in connivance of Health Department, Food Department and Labour Authorities, the Motion moved by Engineer Shahzad Elahi regarding Board of Intermediate & Secondary Education, Lahore charging additional Rs.100/- as processing fee besides Rs.700/- Registration Fee to held examination, the two Motions moved by Mrs. Khadija Umar, one regarding non-availability of transport facility in 28 Government Colleges for Women, due to which 26 thousands students are facing problems and mental anguish and the other Motion regarding retrieval of Government Vehicles being used by retired Police Officials and retired Judges for having close terms with the Punjab Government, and the Motion moved by Mr. Tahir Iqbal Chaudhry regarding sale of local and foreign fertilizer in Sadiqabad by some known traders/dealers in black were kept pending till next session. The Motion moved by Shaikh Allaud Din regarding distribution of electricity according to priority rights after amendments carried in the current enforced policy of 2002 under which power producing and generating province will be given priority to use it, thus affecting the rights of the province of Punjab, the Motion moved by Mrs. Qamar Aamir Ch. regarding selling of infected and unhealthy blood by hundreds of chemical laboratories surrounding government and private hospitals in Labore which are owned by staff/doctors of these hospitals due to which life threatening diseases are spreading, the Motion moved by Rana Tanveer Ahmad Nasir regarding occurrence of number of mistakes in the text book of Chemistry taught in government and private English Medium Schools in Class IX despite approval by the Punjab Text Book Board, the Motion moved by Ms. Sajida Mir regarding  non-initiation of disciplinary action against administration and manager deployed for the renovation/maintenance of Badshahi Mosque for taking bribe from the contractor Messers Mian Sadiq and Company who was complained by the residents of the area for overcharging, and the Motion moved by Mr. Peer Khizar Hayat Shah Khagga regarding close of RHCs in PP-220 for the last one year despite availability of building structure and staff due to lack of medical facilites and the inhabitants have to move to city for the purpose of treatment and the Motion moved by  Mian Tariq Mehmood regarding transfer of Mr Shaukat Ali Topa, (SHO) Sarai Alamgir (District Gujrat) on political grounds by some renowned political personalities of Gujrat, who was known for his uprighteousness and controlling crimes in the area within his jurisdiction were disposed of.

The Motions were answered by Minister for Law and Parliamentary Affairs.

Laying of Reports:-

Khawaja Muhammad Islam  laid the reports of Privileges Committee before the House in respect of “Privilege Motions No. 28, 36 and 74 for the year 2011 and No. 2 for the year 2012”.

Extension In Time Limit For Laying The Reports:-

On the Motions moved by Rana Muhammad Afzal Khan , the House granted extension for one month to Special Committee  No. 23 for laying its report on “Adjournment Motion No. 2047 of 2011” and Special Committee  No. 13 for laying its report on “Progress of implementation of the recommendation of the previous Special Committee regarding Private Money Lending Act, 2007”.

On a Motion moved by Ms. Naseem Nasir Khawaja, the House granted extension for one month to Standing Committee on Excise and Taxation for laying its report on “Adjournment Motion No. 1879 of 2011 moved by Mrs. Nighat Nasir Sheikh, MPA

(W-325)”.

On a Motion moved by Ms. Sajida Mir, the House granted extension for one month to “Special Committee No. 24 for laying its report on “Starred Question No. 4093”.

On the Motions moved by Ms. Seemal Kamran, the House granted extension up to one month to The Special Committees for laying their reports on “To consider the issue of increase in the room charges and discrimination in allotment of rooms to the MPAs in the Punjab House Islamabad raised by Syed Nazim Hussain Shah, MPA (PP-199)” and “To consider the issue of increasing the fees in private educational institutions raised by Mian Naseer Ahmad, MPA (PP-155)”. 

On a Motion moved by Engineer Shahzad Elahi, the House granted extension for one month to Special Committee No. 18 for laying its report on “The issue of acquisition of portion of land from United Christians Hospital Lahore”.

On a Motion moved by Mrs. Amna Ulfat, the House granted extension up to one month to Special Committee No. 22 for laying its report on “the issue of printing of Text Books”.

GOVERNMENT BUSINESS:-

Bill:-

 Minister for Law and Parliamentary Affairs introduced the following Bill which was referred to the Standing Committee on Housing, Urban Development and Public Health Engineering to submit its report within one month.

 “THE DISPOSAL OF LAND BY DEVELOPMENT AUTHORITIES (REGULATION) (AMENDMENT) BILL 2012”.

At this stage, the quorum was pointed out and the House was then adjourned Sine die.

"یہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ جس طرح آئین پاکستان میں سینیٹ، قومی اسمبلی اور صوبائی اسمبلیوں میں خواتین اور اقلیتوں کے لئے سیٹیں مخصوص کی گئی ہیں اسی طرح جسمانی طور پر معذور افراد کے لئے بھی سینیٹ، قومی اسمبلی اور صوبائی اسمبلیوں میں سیٹیں مخصوص کرنے کے لئے اقدامات کرے تاکہ ان اداروں میں جسمانی طور پر معذور افراد کے حقوق کے تحفظ کے لئے بھی مناسب نمائندگی ہو سکے۔"
