      THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (SECOND AMENDMENT) BILL 2012

 

            A MINISTER to introduce the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012.

 

(b) RECONSIDERATION AND PASSAGE OF BILLS

 

1.   THE PUNJAB KATCHI ABADIS (AMENDMENT) BILL 2012 (Bill No. 3 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Punjab Katchi Abadis (Amendment) Bill 2012, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

            A MINISTER to move that the Punjab Katchi Abadis (Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Punjab Katchi Abadis (Amendment) Bill 2012 as originally passed by the Assembly be passed again.

 

2.   THE PUNJAB LOCAL GOVERNMENT (SECOND AMENDMENT) BILL 2012 (Bill No. 2 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Punjab Local Government (Second Amendment) Bill 2012, as passed by the Assembly on 07-03-2012 be taken into consideration at once.

            A MINISTER to move that the Punjab Local Government (Second Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Punjab Local Government (Second Amendment) Bill 2012 as originally passed by the Assembly be passed again.

 

 

3.   THE PUNJAB ENVIRONMENTAL PROTECTION (AMENDMENT) BILL 2011 (Bill No. 56 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Punjab Environmental Protection (Amendment) Bill 2011, as passed by the Assembly on 07-03-2012 be taken into consideration at once.

            A MINISTER to move that the Punjab Environmental Protection (Amendment) Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Punjab Environmental Protection (Amendment) Bill 2011 as originally passed by the Assembly be passed again.

 

4.   THE WALLED CITY OF LAHORE BILL 2011 (Bill No. 44 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Walled City of Lahore Bill 2011, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

            A MINISTER to move that the Walled City of Lahore Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Walled City of Lahore Bill 2011 as originally passed by the Assembly be passed again.

 

5.   THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (AMENDMENT) BILL 2011 (Bill No. 54 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

            A MINISTER to move that the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011 as originally passed by the Assembly be passed again.

 

 

7.   THE SETTLEMENT COMMISSIONERS (VALIDATION OF ORDERS) (REPEAL) BILL 2011 (Bill No. 52 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

            A MINISTER to move that the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011 as originally passed by the Assembly be passed again.

 

8.   THE PUNJAB PUBLIC DEFENDER SERVICE ACT 2007 (REPEAL) BILL 2011 (Bill No. 49 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

            A MINISTER to move that the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011 as originally passed by the Assembly be passed again.

 

(c) GENERAL DISCUSSION

 

      MOTION UNDER RULE 243

            A MINISTER to move that energy crisis in the Punjab be discussed.

            A MINISTER to move that relevant provisions of rule 243 be dispensed with under rule 234 of the Rules of Procedure of Provincial Assembly of the Punjab 1997 for taking up a substantive motion (Resolution) containing proposals in respect of energy crisis in the Punjab.

 Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Suspension of Rules

On a motion moved by Minister for Law and Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, the House granted leave to suspend Rule 127 (2) of the Rules ibid, for taking up a Resolution under Article 144 (1) of the Constitution of the Islamic Republic of Pakistan.

Resolution:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved the Resolution demanding the Federal Government for equitable distribution of gas and electricity among federating units, reducing reliance on furnace oil for electricity generation, proper working and immediate funding on hydel power projects measures for early completion of the Pakistan-Iran gas pipeline project import of LNG and putting an end to the monthly review of full charges, encouragement of registration on merit and allowing the private sector to sell and purchase electricity was unanimously passed by the House.

"اس ایوان کی رائے ہے  کہ صوبہ پنجاب کا انڈسٹری میں 60فیصد حصہ ہے۔ اس ایوان کی یہ رائے بھی ہے کہ پورے ملک کی ترقی پنجاب کی صنعتی اور زرعی ترقی کے ساتھ منسلک ہے۔ حالیہ لوڈشیڈنگ پر معزز ایوان سخت تشویش کا اظہار کرتا ہے۔اس تلخ حقیقت کے پیش نظر، یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ :

1.       صوبوں میں گیس اور بجلی کی تقسیم منصفانہ بنیادوں پر کی جائے۔

2.       سرکلر ڈیٹ کے مسئلے کا جلد از جلد دیرپا اورمستقل حل نکالا جائے۔

3.       نااہل اور اہل DISCOs کو ایک ہی پیمانے میں تولنے کی بجائے DISCOs کے لئے جزا اور سزا پر مبنی  مضبوط سسٹم اپنایا جائے اور ہر DISCO کو مالی کارکردگی اور efficiency کی بنیاد پر NTDC بجلی فراہم کرے۔

4.       پن بجلی کے منصوبوں کو مناسب اور فوری فنڈنگ دی جائے تاکہ تیل پر منحصر مہنگی بجلی اور لوڈشیڈنگ سے چھٹکارا حاصل کیا
جا سکے۔

5.       ایران کے ساتھ گیس کی ترسیل کے معاہدے اور LNG کی درآمد کے منصوبوں پر فوری عمل درآمد کروایا جائے۔

6.                موجودہ گیس کو ترجیحی بنیاد پر صرف انڈسٹری اور بجلی کی پیداوار کے لئے استعمال کیا جائے اور دوسرے غیر پیداواری سیکٹرز کے لئے گیس کی مزید فراہمی پر پابندی لگائی جائے۔

7.       صوبوں کے توانائی کے منصوبوں کو مناسب گارنٹی اور Implementation کے طریق کار کو سہل اور قابل عمل
بنایا جائے۔

8.       فیول ایڈجسٹمنٹ چارجز کا ماہانہ طریقہ نظرثانی بند کیا جائے۔

9.       Captive جنریشن کی حوصلہ افزائی کی جائے اور پرائیویٹ سیکٹر میں بجلی کی خرید و فروخت پر عائد پابندیاں ختم کی جائیں۔"

Under two separate Resolutions one from Treasury and other from the Opposition on the Seventh wage Board Award, the Punjab Assembly supported and unanimously passed the demand of the Punjab Union of Journalists for ensuring the implementation of the seventh wage Board Award and payment to media workers and journalists in accordance with injunctions of the superior courts.

"پنجاب اسمبلی کا یہ نمائندہ ایوان پنجاب یونین آف جرنلسٹس کے اس مطالبہ کہ "اعلیٰ عدلیہ کے حکم کے مطابق ویج ایوارڈ کے تحت اخباری کارکنوں کو تنخواہیں اور تمام واجبات اور بقایا جات کی ادائیگی کو یقینی بنایا جائے" کی مکمل تائید کرتا ہے اور اسے حق بجانب اور مبنی برحقائق قرار دیتا ہے اور ایسے اخبارات اور ٹی وی چینلز جہاں پر صحافی کارکنوں کو تنخواہیں نہیں دی جا رہیں، ایسے اخبارات/ ٹی وی چینلز کے سرکاری اشتہارات اور حالیہ اعلان کردہ 30کروڑ روپے کی گرانٹ کو صحافی کارکنوں کی تنخواہوں کی ادائیگی سے مشروط کرنے کا مطالبہ کرتا ہے۔

یہ ایوان اے پی این ایس سے بھی یہ توقع کرتا ہے کہ وہ فراڈ کے ذریعے سابق پنجاب حکومت کے دور میں بوگس دستاویزات پر سرکاری خزانے سے نکلوائے گئے 63کروڑ روپے پنجاب حکومت کو واپس دلوانے اور مجرموں کے خلاف کارروائی کرنے میں مدد کرے۔"

Second Resolution

"پنجاب کا یہ نمائندہ ایوان وفاقی حکومت اور تمام صوبائی حکومتوں سے بھرپور سفارش کرتا ہے کہ:

۱۔   ویج ایوارڈ کے حوالے سے عدالتِ عظمیٰ کے فیصلہ پر عمل درآمد کو یقینی بنایا جائے۔

۲۔   الیکٹرانک اور پرنٹ میڈیا کو دیئے جانے والے اشتہارات کو صحافیوں کی تنخواہوں کی ادائیگی اور ویج ایوارڈ پر عمل درآمد کے ساتھ مشروط کیا جائے۔

پنجاب کا یہ نمائندہ ایوان    PUJ (Punjab Union of Journalists) کے جائز مطالبات کی حمایت کرتا ہے۔"

Laying of Report:-

Ms. Kiran Dar presented the report of Standing Committee on Housing, Urban Development and Public Health Engineering before the House in respect of “The Disposal of Land by Development Authority (Regulation) (Amendment) Bill 2012 (Bill No. 10 of 2012)”.

Malik Aitbar Khan presented the report of Standing Committee on Livestock and Dairy Development before the House in respect of “The Punjab Animals Slaughter Control (Amendment) Bill 2012 (Bill No. 4 of 2012)”.

Ch. Shahbaz Ahmed presented the report of Standing Committee on Services & General Administration before the House in respect of “The Punjab Civil Servants (Amendment) Bill 2011 (Bill No. 47 of 2011)”.

Mr. Khalil Tahir Sindhu presented the report of Select Committee before the House in respect of “The Parks&Horticultur Authoruty Bill 2011 (Bill No. 36 of 2011)”.

Extension In Time Limit For Laying The Reports:-

On a Motion moved by Mr. Ijaz Ahmed Khan, the House granted extension up to one month to Standing Committee on Education for laying its reports on:

1.         The Punjab Supervision of Curricula, Textbooks and Maintenance of Standards of Education Bill 2012 (Bill No. 1 of 2012),

2.         The Government Sadiq College Women University Bahawalpur Bill 2012 (Bill No. 7 of 2012),

3.         The Government College Women University Faisalabad Bill 2012 (Bill No. 8 of 2012),

4.         The Government College Women University Sialkot Bill 2012 (Bill No. 9 of 2012) and Starred Question Nos.3435* and 3436*.

On a Motion moved by Ch. Shahbaz Ahmed, the House granted extension up to one month to Standing Committee on Services & General Administration for laying its reports on “The Punjab Efficiency, Discipline and Accountability (Amendment) Bill 2011 (Bill No. 50 of 2011)”.

On a Motion moved by Hafiz Mian Muhammad Nauman, the House granted extension up to one month to Special Committee No. 20 for laying its report on “The Matter raised in Adjournment Motion No. 1774/11 moved by Ms Azma Zahid Bukhari, MPA (W-342) regarding the alleged criminal activities of fake spiritual leaders”.

The House was then adjourned Sine die.
