1.   THE EVACUEE PROPERTY AND DISPLACED PERSONS LAWS (REPEAL) (AMENDMENT) BILL 2011 (Bill No. 53 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

            A MINISTER to move that the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2011 as originally passed by the Assembly be passed again.

 

2.   THE SETTLEMENT COMMISSIONERS (VALIDATION OF ORDERS) (REPEAL) BILL 2011 (Bill No. 52 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

            A MINISTER to move that the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Settlement Commissioners (Validation of Orders) (Repeal) Bill 2011 as originally passed by the Assembly be passed again.

 

3.   THE PUNJAB PUBLIC DEFENDER SERVICE ACT 2007 (REPEAL) BILL 2011 (Bill No. 49 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011, as passed by the Assembly on 08-03-2012 be taken into consideration at once.

 

            A MINISTER to move that the Punjab Public Defender Service Act 2007 (Repeal) Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

Quesation Hour:-

 

Questions relating to Housing and Urban Development Department were asked and answered by Mr Zafar Iqbal Nagra Parliamentary Secretary for Housing and Urban Development.

 

Laying of Reports:-

 

Rana Abdul Rauf laid the report of Standing Committee on Zakat & Ushr before the House in respect of “The Punjab Zakat And Ushr Bill 2012 (Bill No.6 of 2012)”.

 

Ghulam Nabi laid the reports of Standing Committee on S&GAD before the House in respect of “The Punjab Employees Efficiency, Discipline and Accountability (Amendment) Bill 2011 (Bill No.50 of 2011)” and “The Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012 (Bill No.11 of 2012)”.

 

Ms Farah Deeba laid the report of Standing Committee on Revenue, Relief and Consolidation before the House in respect of “The Punjab Court of Wards (Amendment) Bill 2012 (Bill No.5 of 2012)”.

 

Mr Ijaz Ahmad Khan laid the reports of Standing Committee on Education before the House in respect of “The Government Sadiq College Women University Bahawalpur Bill 2012 (Bill No.7 of 2012)”, “The Government College Women University Faisalabad Bill 2012 (Bill No.8 of 2012)” and “The Government College Women University Sialkot Bill 2012 (Bill No.9 of 2012)”.

 

Ch Khalid Pervaiz Virk laid the reports of Privilege Committee before the House in respect of “Privilege Motion No.38 for the year 2010” and “Privilege Motion No.75 for the Year 2011”.

 

Adjournment Motions:-

 

Ten Adjournment Motions were taken up. The Motion of Syed Hassan Murtaza regarding non-regularization of 49000 employees of National Programme for Family Planning and Basic Health, working there for the last 17 years on contract basis which is extended each year. However, extension letter of 2011 informs them that their contract is not extendable after 30 June 2012. Such situation will lead the employees to financial crises as well as discontinuance of provision of health facilities to the public in general in the Punjab, the Motion moved by Ms Nighat Nasir Sheikh regarding retrieving house and chillagah of Hazrat Mian Mir Sahib (RA) at Sadar Bazaar, Lahore, where dozens of shops have been set up, after the area was illegally allotted to the occupants in 1981 in connivance with the corrupt employees of the Auqaf Department, the Motion moved by Sardar Khalid Saleem Bhatti regarding illegal and without merit appointment of the Principal Divisional Public School who is over age and non-Muslim and the School being run under the direct control of DCO in PP-233 Vehari is protecting the lady Principal, which has resulted in strong resentment among public were kept pending till next week. The Motion of Sardar Khalid Saleem Bhatti regarding mal-administration and poor Law and Order situation prevailing in PP-233 Burewala city due to the appointment of Mr Shahid Iqbal SHO resulting in number of dacoities occurring in the area which was earlier considered to quite peaceful, the Motion of Ms Nighat Nasir Sheikh regarding expiry of Dextron Forte Injections worth Rs.25 Lacs, which were imported from India last year for the treatment of patients suffering from Dengue fever thus bringing heavy loss to the national exchequer and all public and private hospitals are working without the availability of this medicine to face any emergency and to treat patients, the Motion of Ms Zobia Rubab Malik regarding corruption of millions of rupees in the funds released by the World Bank for PEDA Project of Irrigation Department through which F.O and Farmers Associations were to be organized to privatize Irrigation system to irrigate fields till tail end, the Motion moved by Ms Qamar Amir Ch regarding Private Schools in Lahore were not following the directions of the Punjab Government to commence  summer vacations from 1 June and defiant in their action, the Motion moved by Ms Khadija Umer regarding provision of contaminated drinking water to the patients and their relatives in all the public hospitals thus resulting in increase of illnesses rather eliminating them and the Motion of Mr Ijaz Ahmad Khaloon regarding increase in the number of “Gastro” patients in the Public hospitals and due to shortage of doctors, patients have to move to private hospitals and clinics were disposed of. The Motion moved by Shiekh Allud Din regarding environmental degradation in the historic valley of kahun and katas near Chawwa Saiden Shah, Chakwal on account of installation of cement factories in the area resulting in the barrenness of agricultural land was kept pending till next month.

 

The motions were replied by Minister for Law and Parliamentary Affairs.

 

The House was then adjourned till 10:00 am on Thursday, June, 7, 2012.
