      THE PUNJAB SOCIAL SERVICES BOARD (AMENDMENT) BILL 2012

            A MINISTER to introduce the Punjab Social Services Board (Amendment) Bill 2012.

 

(b) RECONSIDERATION AND PASSAGE OF BILLS

 

1.   THE PARKS AND HORTICULTURE AUTHORITY BILL 2011 (Bill No. 36 of 2011)

            A MINISTER to move that the message of the Governor in respect of the Parks and Horticulture Authority Bill 2011, as passed by the Assembly on 07-06-2012 be taken into consideration at once.

            A MINISTER to move that the Parks and Horticulture Authority Bill 2011, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Parks and Horticulture Authority Bill 2011 as originally passed by the Assembly be passed again.

 

2.   THE PUNJAB ANIMALS SLAUGHTER CONTROL (AMENDMENT) BILL 2012 (Bill No.4 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Punjab Animals Slaughter Control (Amendment) Bill 2012, as passed by the Assembly on 07-06-2012 be taken into consideration at once.

            A MINISTER to move that the Punjab Animals Slaughter Control (Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Punjab Animals Slaughter Control (Amendment) Bill 2012 as originally passed by the Assembly be passed again.

 

3.   THE PUNJAB CURRICULUM AUTHORITY BILL 2012 (Bill No. 1 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Punjab Curriculum Authority Bill 2012, as passed by the Assembly on 21-06-2012 be taken into consideration at once.

            A MINISTER to move that the Punjab Curriculum Authority Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Punjab Curriculum Authority Bill 2012 as originally passed by the Assembly be passed again.

 

4.   THE DISPOSAL OF LAND BY DEVELOPMENT AUTHORITIES (REGULATION) (AMENDMENT) BILL 2012 (Bill No. 10 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Disposal of Land by Development Authorities (Regulation) (Amendment) Bill 2012, as passed by the Assembly on 21-06-2012 be taken into consideration at once.

            A MINISTER to move that the Disposal of Land by Development Authorities (Regulation) (Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Disposal of Land by Development Authorities (Regulation) (Amendment) Bill 2012 as originally passed by the Assembly be passed again.

 

5.   THE PUNJAB AGRICULTURAL UNIVERSITIES (AMENDMENT) BILL 2012 (BILL NO. 14 of 2012)

            A MINISTER to move that the message of the Governor in respect of the Punjab Agricultural Universities (Amendment) Bill 2012, as passed by the Assembly on 21-06-2012 be taken into consideration at once.

            A MINISTER to move that the Punjab Agricultural Universities (Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the Punjab Agricultural Universities (Amendment) Bill 2012 as originally passed by the Assembly be passed again.

 

6.   THE UNIVERSITY OF HEALTH SCIENCES, LAHORE (AMENDMENT) BILL 2012 (Bill No. 16 of 2012)

            A MINISTER to move that the message of the Governor in respect of the University of Health Sciences, Lahore (Amendment) Bill 2012, as passed by the Assembly on 21-06-2012 be taken into consideration at once.

            A MINISTER to move that the University of Health Sciences, Lahore (Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the University of Health Sciences, Lahore (Amendment) Bill 2012 as originally passed by the Assembly be passed again.

 

7.   THE KING EDWARD MEDICAL UNIVERSITY (AMENDMENT) BILL 2012 (BILL No. 17 of 2012)

            A MINISTER to move that the message of the Governor in respect of the King Edward Medical University (Amendment) Bill 2012, as passed by the Assembly on 21-06-2012 be taken into consideration at once.

            A MINISTER to move that the King Edward Medical University (Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

            A MINISTER to move that the King Edward Medical University (Amendment) Bill 2012 as originally passed by the Assembly be passed again.

1.   THE INFORMATION TECHNOLOGY UNIVERSITY OF THE PUNJAB BILL 2012 (BILL NO. 18 of 2012)

            A MINISTER to move that the Information Technology University of the Punjab Bill 2012, as recommended by the Standing Committee on Education, be taken into consideration at once.

            A MINISTER to move that the Information Technology University of the Punjab Bill 2012 be passed.

 

2.   THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (SECOND AMENDMENT) BILL 2012 (BILL NO. 11 of 2012)

            A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as recommended by the Standing Committee on Services and General Administration, be taken into consideration at once.

            A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012 be passed.

 

3.   THE PUNJAB COURT OF WARDS (AMENDMENT) BILL 2012 (BILL NO. 5 of 2012)

            A MINISTER to move that the Punjab Court of Wards (Amendment) Bill 2012, as recommended by the Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Punjab Court of Wards (Amendment) Bill 2012 be passed.

 

4.   THE PUNJAB CIVIL SERVANTS (AMENDMENT) BILL 2011 (BILL NO. 47 of 2011)

            A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for the continuance of the Punjab Civil Servants (Amendment) Bill 2011.

            A MINISTER to move that the Punjab Civil Servants (Amendment) Bill 2011, as recommended by the Standing Committee on Services and General Administration, be taken into consideration at once.

SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

 

Question Hour: −

 

Questions relating to Planning & Development and Finance Departments were asked and answered by Rana Tanveer Ahmad Nasir, Parliamentary Secretary for Planning & Development and Mian Mujtaba Shuja-ur-Rehman, Minister for Finance. 

 

Adjournment Motions:-

 

Twelve Adjournment Motions were taken up. Two Motions moved by Shaikh Allaud Din, one regarding discouragement prevailing among Punjab Traffic Wardens due to non-availability and non-implementation of Promotion Rules and the other regarding Oscar Award winner Ms Sharmeen Obaid Chinoy that she had not made payment to Ms Rukhsana, a victim of acid throwing by her husband and working in her documentary film. He claimed that Ms Sharmeen had brought bad name to Pakistan at the international level through her film “Saving Face” and demanded that House should scrutinize NGOs like “Survivor Foundation of Pakistan” and their funding as well, the two Motions moved by Mrs Samina Khawar Hayat one regarding stopping action on the notification issued by IBCC on  May 5, 2009, according to which minimum age limit to appear in the Matriculation Examination is 14 years hence partiality to those who are under age and the other regarding protests taken place in District Sargodha by the general public and Lady Health Workers against the corruption charges of Dr Fawad-ul-Hassan, District Coordinator, National Immunization Programme Sargodha in the discharge of anti Polio Drive, the two Motions moved by Ch Amir Sultan Cheema, one regarding Paintings of Professor Asim Akhtar printed in the monthly Magzine “Sohbat” of National College of Arts proving Homosexuality legal and legitimate hence making fun of Islamic Principles and the other regar ding construction of buildings by the side of Ring Road within diameter of 50 meters in violation of directions issued by the Chief Minister Punjab, Mian Shahbaz Sharif not to construct such buildings, hence proving incompetency of Mr Amad Khan D.D.O Cantt, the two Motions moved by Ms Seemal Kamran, one regarding introduction of new system of transfer of ownership by the Punjab Excise and Taxation Department without extending the deadline date after which car owners are facing number of difficulties in the disposal of their vehicles because old transfer letters are not acceptable and the other Motion regarding committing of suicide by Mr Shaheek (Baildar) Irrigation Department, resident of Kala Khatai (Ferozwala) in front of his officers, who played major role in the non payment of his salary, the Motion moved by Ms Khadija Umer regarding non-registration of class 9th students by the Board of Intermediate and Secondary Education Lahore due to non acceptance of their data by computer system for being 13 years of age, the Motion moved by Mian Tariq Mahood regarding supply of unhygienic potable water in PP-113 Gujrat, City Dinga, due to installation of obsolete and broken water pipelines resulting in the spread of epidemics and the Motion moved by Dr Samia Amjad regarding sale of meat of dead animals in the area of Nawankot Lahore by two real brothers in connivance with the staff of the concerned department were disposed of. The Motion moved by Mian Tariq Mahmood regarding cancellation of transfer of Principal, Govt Jinnah College Mozang Lahore for being influential, who was transferred in accordance with the inquiry report conducted by the Higher Education Commission was kept pending till next session.

The Motions were answered by Minister for Law and Parliamentary Affairs.

 

Extension In Time Limit For Laying The Reports:-

 

On a Motion moved by Ms. Sajida Mir, the House granted extension up to one month to the Standing Committee on Health for laying its report on “Issue raised by Mst Tayyaba Zamir (MPA) W-299 regarding negligence caused by the administration of Services Hospital and Sir Ganga Ram Hospital”.

 

On a Motion moved by Mehr Ishtiaq Ahmad, the House granted extension up to 31st August 2012 to the Standing Committee on Local Government and Rural Development for laying its report on “The Punjab Local Government Bill 2012 (Bill No. 23 of 2012) and Starred Question No.4133*”.

 

Laying of Report:-

 

Raja Abdul Hanif, Advocate presented the report of the Standing Committee on Law & Parliamentary Affairs before the House in respect of “The Provincial Assembly of the Punjab Privileges (Amendment) Bill 2012 (Bill No.22 of 2012)”.
