اس ایوان کی رائے ہے کہ ضلع سرگودھا کے شہروں بھیرہ اور میانی میں واٹر ٹریٹمنٹ پلانٹ نصب کرنے کے اقدامات اٹھائے جائیں تاکہ یہاں کے شہریوں کو صاف پینے کا پانی مل سکے۔

یہ ایوان جرمن عدالت کی توہین آمیز خاکے بنانے کی اجازت کی پُرزور مزمت کرتا ہے۔ یہ فیصلہ نہ صرف بین المذاہب ہم آہنگی کی عالمی کوششوں کو سبوتاز کرے گا بلکہ مذہبی انتہا پسندی کو فروغ دینے کا موجب بھی ہوگا۔ لہذا صوبائی اسمبلی پنجاب، وفاقی حکومت سے مطالبہ کرتی ہے کہ وہ اس فیصلہ کو کالعدم قرار دلوانے کے لئے یو این او کی سطح پر فی الفور اقدامات کرے۔

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −

Questions relating to Youh Affairs, Sports, Tourism and Resort Development Departments were asked and answered by Rana Muhammad Arshad, Parliamentary Secretary for Tourism.

Adjournment Motions:-

Thirty one Adjournment Motions were taken up. Ten Motions were moved by Shiekh Allud Din, first Motion regarding theft of 27 important files from the office of Punjab Advocate General relating to Government land worth billions of rupees which involves malafide intention on the part of Government so that appeals cannot be filed against the suits which are already time barred, second Motion regarding Public Parks and Sports grounds being used for ‘marriage ceremonies and functions in the Province of Punjab especially in Lahore, in violation of directions issued by the Commissioner Lahore imposing ban on such usage, third Motion regarding import of hazardous clinical waste which can be dangerous for human life, its recycling and sale in the open markets of Lahore in violation of the instructions issued by Sindh High Court, fourth Motion regarding closure of 6200 schools in the Punjab which were catering children coming from poor families and living in the backward areas and 248000 students were studying there, fifth Motion regarding heavy load of traffic at Jail road Lahore due to presence of educational institutions, private hospitals, and fast food restaurants, hence causing problems for the patients admitted in Services Hospital and Punjab Institute of Cardiology and their relatives and the only solution is to construct service roads along with these educational institutions for the pick and drop of students, sixth Motion regarding collection of fines on challans and return of documents relating to vehicles have become very complicated and painful procedure due to which general public is facing number of problems and need to be made foolproof and payments should be collected in the same way as the utility bills are collected through Mobile phones, seventh Motion regarding allegations levelled against Mr Jamat Ali Shah Chief of Indus Basin Project left the country immediately after his retirement and who played dubious role over the Indian water terrorism because India was building dams on Pakistan’s waters during his tenure, eighth Motion regarding kidnapping of innocent women and girls in the Province of Punjab by professional criminals and later their sale and purchase and smuggling to the foreign countries and slow recovery rate of these abductees, ninth Motion regarding purchase of 150 Ambulances by Rescue 1122 from unknown Chinese company @ 45 lacs per vehicle and also ignoring required specifications by replacing them with technical specifications and the last Motion regarding devastation occurred to the fertile agricultural land of District Layyah which has become a route of river Sindh and needs immediate action, the two Motions moved by Mian Tariq Mehmood one regarding cancellation of transfer of The Principal, Govt Jinnah College Mozang Lahore for being influential, who was transferred in accordance with the inquiry report and inquiry conducted by the Higher Education Commission and the Motion regarding dilapidated condition of Government High School Barnali and Government Boys Primary School Chichian in PP-113 Gujrat which can collapse any time if not renovated as funds for the renovation have not been released, the Motion moved by Ms Khadija Umer regarding non-registration of class 9th students by the Board of Intermediate and Secondary Education Lahore due to non acceptance of their data by computer system for being underage i.e 13 years of age, and the Motion moved by Ms Amna Ulfat regarding delay for nearly one year in the Proforma promotion of Senior Subject Specialist (Physical Education) were kept pending. The five  Motions moved by Ms Nighat Nasir Sheikh one regarding residents of UC-75 deprived of basic facilities and utilities and spread of “Gastro” disease due to use of contaminated water and the area needs development work, the other Motion regarding tampering of BA result by the staff of Punjab University Examination Branch after receiving monetary and other benefits and passing those who were fail, the Motion regarding conversion of Billiard and Snooker Clubs into gambling clubs in the Provincial capital of Punjab leading to occurrence of criminal activities in this area, the Motion regarding strolling of mischievous  boys in front of schools and colleges in Samanabad Lahore and also teasing girls of these institutions, the last Motion regarding sale of graves by the “Qabza Mafia” in the “Miani Sahib” graveyard located in Moza “Mozang” Lahore in connivance with the staff of Revenue Department through fake dowmentation, three Motions moved by Ms Samina Khawar Hayat, one regarding filling of seat of Social Welfare Officer in Tehsil Head Quarter Hospital Depalpur which is lying vacant since long and the patients are unable to receive funds for their free treatment, the Motion regarding reluctance in taking action against the factories working illegally in residential areas by the concerned departments even after the occurrence of “Kharak” incident which led to another incident of the same nature in the area of Shafiqabad Khokhar stop at Band Road Lahore and the last Motion regarding devastation occurred due to floods in South Punjab including Dera Ghazi Khan because renovation of embankments protecting from flood waters could not be under taken due to non releasement of funds, the two Motions moved by Ch Amir Sultan Cheema one Motion regarding use of substandard  material in the construction of boundary wall of High Security Jail Kot Lakpat, Central Jail and embezzlement of 18 lacs rupees by Superintendent Buildings Department Mr Mohsin Rafique and etc and the Motion regarding closure of Water Filtrations Plants by the Government in 35 Districts of Punjab except Lahore which will increase the rate of diseases and deaths, the two Motions moved by Ch Ali Asghar Manda Advocate one Motion regarding steps not being taken for the change of defective sewerage pipelines in L block Gulberg-III, despite of the directive issued by C.M Secretariat, and the other Motion regarding closure of public way through illegal construction of wall in the residential area of Tariq Abad, District Jheulam hence curtailing the right of movement of general public and residents in that area, the Motion moved by Sardar Khalid Saleem Bhatti regarding illegal and without merit appointment of the Principal Divisional Public School who is an overage and non-Muslim and the School being run under the direct control of DCO in PP-233 Vehari is protecting the lady Principal, which has resulted in strong resentment amongst the public, the Motion moved by Maj (R) Abdur Rehman Rana regarding suggestion of different jail reforms, the Motion moved by Rai Aslam Khan regarding water theft at Syed Wala and Ali Haji water courses by some influential Landlords and protest by poor farmers, the Motion moved by Mr Muhammad Hafiz Akhtar Ch regarding inconvenience caused to retired pensioners by the staff of Treasury Office  in the imbursement of 7% cost of Living Allowance to them and the last Motion moved by Mr ShahJahan Ahmad Bhatti regarding water theft in Districts “Sheikhupura and Nankana Sahib in the Rice season due to which farmers living at the tail are badly affected were disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Parliamentary Secretary for Law and Parliamentary Affairs.

Laying of Reporst:-

Ch. Ghulam Nabi presented the report of Standing Committee on Services & General Administration before the House in respect of “The Punjab Service Tibunals (Amendment) Bill 2012 (Bill No. 30 of 2012).

Ms Farah Deeba presented the report of Standing Committee on Culture and Youth Affairs before the House in respect of “The Punjab Motion Pictures (Amendment) Bill, 2012 (Bill No. 29 of 2012).

Mrs. Shagufta Sheikh presented the report of Standing Committee on Health before the House in respect of “The Punjab Social Services Board (Amendment) Bill, 2012 (Bill No. 26 of 2012).

Dr. Asad Ashraf presented the report of Standing Committee on Social Welfare, Women Development & Bait-ul-Maal before the House in respect of “The Punjab Transplantation of Human Organs and Tissues Bill 2012 (Bill No. 32 of 2012).

Ms. Sakina Shaheen Khan presented the report of Standing Committee on Local Government and Rural Development before the House in respect of “The Punjab Local Government (Fourth Amendment) Bill, 2012 (Bill No. 31 of 2012).

Extension In Time Limit For Laying The Report:-

On a Motion moved by Major (R) Abdul Rehman Rana, the House granted extension from 15 September 2012 up to 8 April 2013 to Public Accounts Committee 1 for laying its reports on “Reports of Auditor General of Pakistan on Expenditure of Punjab Government for the year 2006-07 and 2008-09 and Audit report (DRAPP) for the year 2008-09”.

At this stage, the quorum was pointed out and the House was then adjourned till 10:00 am on Wednesday, November, 7, 2012.
