THE PUNJAB GOVERNMENT SERVANTS HOUSING FOUNDATION (SECOND AMENDMENT) BILL 2012 (Bill No. 11 of 2012)
A MINISTER to move that the message of the Governor in respect of the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as passed by the Assembly on 18 July 2012, be taken into consideration at once.
A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered in the light of the message of the Governor.
A MINISTER to move that the Punjab Government Servants Housing Foundation (Second Amendment) Bill 2012, as originally passed by the Assembly be passed again.

MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997
A MINISTER to move that leave be granted to move the proposed amendment in sub-rule (1) of Rule 148 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Fateha:-
The House offered fateha on the sad demise of Senior Minister, Khyber Pakhtunkhwa Mr Bashir Ahmed Bilour in a suicide attack in Peshawar on 22 December, 2012 and Ch Ikram ul Haq, former member Punjab Assembly.
The House condemned the Peshawar suicide blast and all sorts of terrorist activities anywhere in the country and expressed profound grief over the tragic deaths of victims and urging the people to get united against the terrorists. They termed it an act of a particular mindset that wanted to impose it’s agenda on the peace loving people. The following members expressed their views, Rana Muhammad Afzal Khan, Ms. Sajida Mir, Ch. Zaheer-ud-Din, Rana Muhammad Arshad, Syed Nazim Hussain Shah, Mrs. Amna Ulfat, Mr. Ijaz Ahmed Khan, Ms. Rifat Sultana Dar, Ms Seemal Kamran, Ms. Sakina Shaheen Khan, Ch. Muhammad Awais Aslam Madhana, Mr. Ahsan Raza Khan, Mian Muhammad Ali Laleka, Mian Tariq Mehmood, Dr. Zamurad Yasmin Rana, Mr. Zafar Zulqurnain Sahi, Mian Muhammad Rafiq, Mian Naseer Ahmed and Mr. Saeed Akbar Khan.
Suspension of Rules:-
On a motion moved by Minister for Law and Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, the House granted leave to suspend Rule 115 and other Rules ibid, for taking up a Resolution.
Resolution:-
Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved a Resolution condemning the suicide attack in Peshawar on 22 December, 2012 and expressed its deep sorrow and grief on the death of Khyber Pakhtunkhwa, Senior Minister, Mr Bashir Ahmed Bilour and others in the incident. The Resolution termed Mr Bashir Ahmed Bilour’s martyrdom a big national loss and will be remembered him as a courageous man who scarified his life for his commitment with the ideology but refused to bow down before the terrorists.
The House was then adjourned till 3:00 pm on Thursday 27th December, 2012.

"صوبائی اسمبلی پنجاب کا یہ ایوان 22دسمبر2012 کو پشاور میں ہونے والے خودکش حملہ کی شدید مذمت کرتے ہوئے خیبر پختونخواہ کے سینئر وزیر بشیر احمد بلور اور دیگر افراد کے جاں بحق ہونے پر گہرے رنج و غم اور افسوس کا اظہار کرتا ہے۔ یہ ایوان بشیر احمد بلور مرحوم کی شہادت کو قومی نقصان قرار دیتا ہے۔ مرحوم ایک جرات مند اور دلیر انسان تھے جنہوں نے اپنے مقصد اور نظریہ کی خاطر اپنی جان دے دی لیکن دہشت گردی کے سامنے سرنہیں جھکایا۔
یہ ایوان ملک کے کسی بھی حصہ میں ہونے والی دہشت گردی کی ہر قسم کی کارروائی کی بھی پُرزور الفاظ میں مذمت کرتا ہے اور سمجھتا ہے کہ ان بزدلانہ کارروائیوں کا مقابلہ کرنے کے لئے تمام قوم کو متحد ہونا ہوگا۔
یہ ایوان بشیر احمد بلور مرحوم اور دیگر مرحومین کے اہل خانہ سے دلی تعزیت اور ہمدردی کا اظہار کرتا ہے اور دُعاگو ہے کہ اللہ تعالیٰ تمام غمزدہ خاندانوں کو صبر جمیل عطا فرمائے اور تمام مرحومین کو اپنے جوارِ رحمت میں جگہ عطا فرمائے۔ آمین۔"
